*फिलहाल लाइसेंस फी न बढ़ाएं-BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखा।*
आवास और शहरी मामलों के मंत्रालय ने आवासीय आवास के लिए लाइसेंस फी में वृद्धि की है। इसके बाद, बीएसएनएल कॉर्पोरेट कार्यालय ने भी पत्र जारी कर बीएसएनएल आवासीय आवास के लिए लाइसेंस फी बढ़ा दिया है। प्रबंधन को मालूम है कि पिछले कई वर्षों से फंड की कमी के कारण आवासीय आवासों में मरम्मत नहीं करायी गयी है। कई मामलों में, कर्मचारियों को अपनी जेब से पैसे खर्च करके मरम्मत करने के लिए मजबूर होना पड़ा है। अत: इन परिस्थितियों में लाइसेंस फी बढ़ाना उचित नहीं है। इसलिए, BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर फिलहाल लाइसेंस फी न बढ़ाने का अनुरोध किया है।
The Ministry of Housing and Urban Affairs has increased the licence fee for residential accommodations. Following this, the BSNL Corporate Office has also issued letter, increasing the licence fee for BSNL residential accommodations. It is known to the Management that, the repairings have not been done in the residential accommodations for the past many years, due to paucity of funds. In many cases, the employees have been forced to carry out the repairings by spending money out of their pockets. Hence, under these circumstances, it is not justified to increase the licence fee. Hence, BSNLEU has written to the CMD BSNL, requesting not to increase the licence fee for the time being.

राष्ट्रीय पेंशन योजना की अधिसूचना से पहले विज्ञापित/अधिसूचित पदों पर भर्ती किए गए कर्मचारियों के लिए पुरानी पेंशन योजना की प्रयोज्यता के संबंध में पेंशन और पेंशनर विभाग द्वारा 03 मार्च, 2023 को पत्र जारी किए जाने के बाद, BSNLEU ने सचिव, दूरसंचार को 12.05.2023 को पत्र लिखा। यह पत्र में, BSNLEU ने मांग की है कि, बीएसएनएल के गठन से पहले, जिन बीएसएनएल कर्मचारियों को उन पदों/रिक्त पदों पर भर्ती किया गया था, जिन्हें भर्ती/नियुक्ति के लिए विज्ञापित/अधिसूचित किया गया था, उन्हें डीओटी द्वारा भर्ती कर्मचारियों के रूप में माना जाना चाहिए और प्रेसिडेंशियल ऑर्डर जारी किया जाना चाहिए। डीओटी ने BSNLEU द्वारा उठाए गए उपरोक्त मुद्दे पर अपना जवाब दिया है। सीएमडी बीएसएनएल को संबोधित दिनांक 14.07.2023 के अपने पत्र में, डीओटी ने इस मुद्दे को उठाते हुए, महासचिव, BSNLEU द्वारा पत्र संख्या.BSNLEU/511(Rectt.) दिनांक 12.05.2023 के माध्यम से लिखे गए पत्र का उल्लेख किया है। अपने उत्तर में, डीओटी ने कहा है कि, *"कोई भी कर्मचारी जो 01.10.2000 को या उसके बाद औपचारिक रूप से बीएसएनएल द्वारा नियुक्त किया गया है और बीएसएनएल में शामिल हुआ है, वह बीएसएनएल नियुक्त व्यक्ति है और प्रेसिडेंशियल ऑर्डर जारी करने की आवश्यकता नहीं है"।* डीओटी के यह पत्र की प्रति हमारे साथियों की जानकारी के लिए संलग्न है।
After letter was issued by the Department of Pension and Pensioners Welfare on 03rd March, 2023, regarding the applicability of Old Pension Scheme to the employees recruited against the posts advertised / notified prior to the notification of the National Pension Scheme, BSNLEU, wrote a letter to the Secretary, Telecom. In that letter dated 12.05.2023, BSNLEU has demanded that, the BSNL employees who were recruited against the posts / vacancies which were advertised / notified for recruitment / appointment, prior to the formation of BSNL, should be treated as DoT recruitees and should be issued with Presidential Orders. The DoT has given it’s reply to the above issue raised by BSNLEU. In it’s letter dated 14.07.2023, addressed to the CMD BSNL, the DoT has referred to the letter written by the General Secretary, BSNLEU, vide letter no.BSNLEU/511(Rectt.) dated 12.05.2023, raising this issue. In it’s reply, the DoT has stated that, “any employee who has been formally appointed by BSNL on or after 01.10.2000 and joined BSNL, is BSNL appointee and the need for issuing Presidential Order does not arise”. View letterWhile addressing the National Council meeting, the CMD BSNL gave the details of BSNL’s 4G launching. Further he stated that, action would be taken ruthlessly against the non-performers.
Responding to the speech of the CMD BSNL, Com.P.Abhimanyu,GS, BSNLEU and Secretary, Staff Side, made the following points:-
- The Staff Side appreciates the efforts being taken by the CMD BSNL and the BSNL Management with regards to the revival of BSNL. At the same time, it is also true that, the policies being pursued by the government are creating hurdles in the revival of BSNL.
- As regards the CMD BSNL’s warning that ruthless action would be taken against non-performers, the GS, BSNLEU, stated that “Trade Union represents workers and not shirkers”.
- As regards, achieving the targets for the revival of BSNL, the GS, BSNLEU quoted the saying “An army commander orders, but a leader inspires”. The GS, BSNLEU, expressed his desire that, the CMD BSNL should act as a leader and should inspire the workforce.
Shri P.K. Purwar, CMD BSNL, addressed the National Council meeting held on 07.08.2023 and briefed on the developmental activities of BSNL. The following are the important points told by the CMD BSNL:-
- Delivery of 4G equipments to BSNL will be completed within 12 months and installation of the equipments will be completed within 15 months from the date of issuing of the Purchase Order (PO).
- 200 sites have been formally inaugurated last month. This is for testing the equipments in real life conditions.
- Orders have been placed to purchase 35,000 KMs length of optic fibre cable and 22,000 battery sets.
- The problem of shortage of materials will be resolved very soon.
- There is a delay in BSNL’s 4G launching. Hence, it is becoming difficult to maintain our mobile customer base. But, there is no alternative.
- BSNL is giving 1,10,000 FTTH connections per month. But, 50 to 60 percent of these connections are getting disconnected.
- BSNL has got the government project of installing 20,000 towers. The Company will get Rs.3,000 crore from this project.
- The Kochi Lakshadweep project for providing FTTH connections on demand, has been completed 2 months ahead of the due date.
- BSNL has also got the government project of providing FTTH to 2,40,000 Gram Panchayat. 1.5 crore FTTH connections will be provided under this project, out of which BSNL will get Rs.15,000 crore.
- Management and employees have to work jointly for the Revival of BSNL. 99% uptime of the network should be achieved.
- After 3 months, responsibility will be fixed and action will be taken ruthlessly against non-performers.
