As has already been intimated, the Extended All India BSNL Working Women’s Coordination Committee (BSNLWWCC) is being held at New Delhi on 02^nd & 03^rd September, 2023. In this meeting, together with the All India Committee members, the Circle Convenors of the BSNLWWCC will also be participating. Hence, the Circle Secretaries of BSNLEU are requested to inform the CHQ about the arrival and departure details of the comrades coming to attend the BSNLWWCC meeting from their respective circles. Circle Secretaries are requested to kindly treat this as urgent and send the necessary details to the CHQ immediately. 

The Supreme Court on Friday said it would deal appropriately with those indulging in hate speeches irrespective of their community as the law of the land on combating the menace needs to be complied with by all.

राजभाषा अधिकारी, वरिष्ठ/कनिष्ठ हिंदी अनुवादकों का कार्य - उत्तर प्रदेश (पूर्व) सर्कल में दूरसंचार विभाग और बीएसएनएल कॉर्पोरेट ऑफिस के आदेशों का घोर उल्लंघन - सीएचक्यू ने निदेशक (मानव संसाधन) को लिखा।

दूरसंचार विभाग और बीएसएनएल कॉर्पोरेट कार्यालय ने स्पष्ट निर्देश जारी किए हैं कि, राजभाषा अधिकारी, वरिष्ठ/कनिष्ठ हिंदी अनुवादकों का उपयोग उन कार्यों के लिए नहीं किया जाना चाहिए जो हिंदी अनुवाद के उनके आधिकारिक कार्य के अलावा हैं। हालाँकि, उत्तर प्रदेश (पूर्व) सर्कल में 9 वरिष्ठ/कनिष्ठ हिंदी अनुवादक विभिन्न बीए और ओए में तैनात हैं और विभिन्न कार्यों के लिए उपयोग किए जा रहे हैं। खासकर, उत्तर प्रदेश (पूर्व) सर्कल के चीफ जनरल मैनेजर ऑफिस में एक भी राजभाषा अधिकारी, सीनियर/जूनियर हिंदी ट्रांसलेटर तैनात नहीं है। सीएचक्यू ने इस मुद्दे पर निदेशक (मानव संसाधन) को पत्र लिखा है और उनसे इस मामले में हस्तक्षेप करने का अनुरोध किया है। 

The DoT and the BSNL Corporate Office have issued clear-cut instructions that, the Raj Basha Adhikari, Senior / Junior Hindi translators should not be utilised for duties which are other than their official duty of Hindi translation. However, the UP (East) circle, 9 Senior / Junior Hindi translators are posted in different BAs and OAs and are being utilised for different duties. Especially, in the CGM Office of UP (East) circle, not even a single Raj Basha Adhikari, Senior / Junior Hindi Translator is posted. CHQ has written a letter to the Director (HR) on this issue and has requested him to intervene in this matter.  

The Corporate Office has issued letter on 16.08.2023, vide which the timelines already set for various e-APAR activities are revised.  For example, the timeline for submitting self-appraisal has been extended from 16.08.2023 to 20.08.2023. The Corporate Office letter is enclosed for the information of our comrades.

The CHQ has already announced that a Joint Convention of the Central Trade Unions and Kisan Organisations is being held at Talkatora Indoor Stadium, New Delhi on 24.08.2023. This is a historic Convention which will prepare the roadmap for fighting against privatisation of the Public Sector and other anti-working class and anti-kisan policies of the government. The All India Centre of BSNLEU has decided to participate in this Convention. Accordingly, the CHQ requests the Circle Secretaries and CHQ office bearers of the circles nearer to Delhi to participate in this Convention. The Circle Secretaries are requested to inform the CHQ about their participation in this Convention.

गाजीपुर ओए के जिला सचिव को प्रताड़ित करने में जनरल मैनेजर, गोरखपुर द्वारा अधिकार क्षेत्र का उल्लंघन - सीएचक्यू ने सीएमडी बीएसएनएल को पत्र लिखकर जनरल मैनेजर, गोरखपुर पर लगाम लगाने की मांग की। 

 यह सीएचक्यू के संज्ञान में लाया गया है कि जनरल मैनेजर, गोरखपुर ने साथी राकेश कुमार, जिला सचिव, BSNLEU, गाजीपुर के खिलाफ अनुशासनात्मक कार्यवाही शुरू कर दी है। साथी राकेश कुमार मौर्य पर यह आरोप उन्होंने जनरल मैनेजर, गोरखपुर को उनके (जनरल मैनेजर के) भ्रष्ट आचरण के बारे में पत्र लिखा है। श्री राकेश कुमार मौर्य ने जनरल मैनेजर, गोरखपुर के खिलाफ ऐसा कोई पत्र लिखे जाने से इनकार किया है। दिलचस्प बात यह है कि गाजीपुर ओए जनरल मैनेजर वाराणसी के अंतर्गत आता है। वाराणसी बीए में कार्यरत कर्मचारी के खिलाफ कार्रवाई करने का जनरल मैनेजर, गोरखपुर को कोई अधिकार क्षेत्र नहीं है। सीएचक्यू ने सीएमडी बीएसएनएल को पत्र लिखकर जनरल मैनेजर, गोरखपुर द्वारा क्षेत्राधिकार के उल्लंघन पर रोक लगाने का अनुरोध किया है।

It has been brought to the notice of the CHQ that the GM, Gorakhpur, has initiated disciplinary proceedings against Com. Rakesh Kumar Maurya, District Secretary, BSNLEU, Ghazipur. The allegation against Com. Rakesh Kumar Maurya is that, he has written a letter to the GM, Gorakhpur about his (the GM’s) corrupt practices. Shri Rakesh Kumar Maurya has denied having written any such letter against the GM, Gorakhpur. Interestingly, Ghazipur OA comes under the GM, Varanasi. The GM, Gorakhpur has no jurisdiction to take action against an employee working in Varanasi BA. CHQ has written letter to the CMD BSNL, requesting him to restrain the violation of jurisdiction by the GM, Gorakhpur.
