The Corporate Office has issued letter to the circles for the deduction of Income Tax at 20% of the total salary (ignoring the standard deduction and other rebates), in respect of the employees who have not linked their PAN card with their Aadhaar. This will create a big financial strain on the employees who have failed to link their PAN card with their Aadhaar. In this connection, BSNLEU has written a letter to the Director (Finance) today. BSNLEU has stated that, the Management has failed to create sufficient awareness among the employees that, PAN card should be compulsorily linked with Aadhaar. Hence, BSNLEU has requested the Management to keep the Corporate Office instruction for deduction of 20% Income Tax on the total salary, under abeyance. Further, BSNLEU has also requested the Management to provide one more opportunity for the employees for linking their PAN card with Aadhaar.

Com. John Verghese, Acting General Secretary and Com. C.K. Gundanna, AGS (CHQ) met with Shri V. Ramesh, Director (HR), to address the denial of Career Progression for some outstanding sports personnel. They highlighted that genuine cases recommended by CGMs are being ignored by the administration. BSNLEU expressed strong resentment towards the biased handling by the Sports Cell. The Director (HR) agreed to review the cases after detailed discussions.

The Corporate Office has issued letter, for the payment of IDA at the revised rate. Accordingly, IDA will be paid at 216.8% w.e.f 01-04-2024. A copy of the Corporate Office order is enclosed for the information of our comrades.

भारत चंद्रयान को चंद्रमा पर निर्धारित स्थान पर उतार सकता है, लेकिन भीषण रेल दुर्घटनाएं नहीं रोक सकता। 

17-06-2024 को पश्चिम बंगाल में कंचनजंगा एक्सप्रेस और एक मालगाड़ी के बीच एक दुखद रेल दुर्घटना हुई है। इस दुर्घटना में 10 लोगों की मौत हो गई और लगभग 40 लोग घायल हो गए। मृतकों में दो रेलवे कर्मचारी, एक आरएमएस कर्मचारी और शेष 7 यात्री हैं। BSNLEU इस दुर्घटना पर गहरा दुख व्यक्त करता है। शुरुआत में, दुर्घटना में मारे गए मालगाड़ी के चालक को इस दुर्घटना के लिए बलि का बकरा बनाया गया था। रेलवे अधिकारियों ने आरोप लगाया कि दुर्घटना के लिए मालगाड़ी का चालक जिम्मेदार है। हालांकि, बाद में, रेलवे विभाग ने स्वीकार किया कि, यह दुर्घटना “स्वचालित सिग्नलिंग सिस्टम” के ठीक से काम न करने के कारण हुई थी। एक साल पहले, यानी 02-06-2024 को ओडिशा राज्य के बालासोर जिले में एक और भीषण रेल दुर्घटना हुई थी। उस दुर्घटना में तीन ट्रेनें शामिल थीं, जिनमें कोरोमंडल एक्सप्रेस, बेंगलुरु-हावड़ा सुपरफास्ट ट्रेन और एक मालगाड़ी शामिल थी। उस दुर्घटना में 296 लोगों की मौत हो गई थी और 1,200 लोग घायल हुए थे। जांच के बाद रेलवे विभाग ने माना कि दुर्घटना के पीछे “इलेक्ट्रॉनिक सिग्नल सिस्टम” में त्रुटि थी। करीब नौ साल पहले सरकार ने भारतीय रेलवे में सुधार के लिए बिबेक देबरॉय समिति का गठन किया था। हालांकि, समिति की सिफारिशों के अनुसार, भारतीय रेलवे का कुछ हिस्सों में निजीकरण किया जा रहा है। आज भारतीय वैज्ञानिक चंद्रयान को चंद्रमा पर एक निर्दिष्ट स्थान पर ठीक से उतार सकते हैं। भारत के पास इतनी तकनीकी क्षमता है। हालांकि, यह एक त्रासदी है कि सरकार भीषण रेल दुर्घटनाओं को रोकने में असमर्थ है। 

On 17-06-2024, a tragic train accident has taken place in West Bengal, involving the Kanchanjunga express and a goods train. 10 people were killed and around 40 people were injured. Among the killed, two are railway employees, one was an RMS employee and the remaining 7 were passengers. BSNLEU expresses its profound sorrow over the accident.  Initially, the driver of the goods train, who was killed in the accident, was made the scapegoat for this accident. The Railway authorities accused that, the driver of the goods train was responsible for the accident. However, subsequently, the Railway department admitted that, the accident had taken place due to the non-functioning of the “Automatic Signaling System”. One year ago, i.e, on 02-06-2024, another gruesome train accident took place in Balasore district of Odisha state. In that accident, three trains.,viz., Coromandel express, Bengaluru-Howrah Superfast train and a goods train were involved. A whopping 296 people were killed in that accident and 1,200 people were injured. After investigation, the Railway department admitted that, an error in the “Electronic Signal System”, was the reason behind the accident. Around nine years ago, the government appointed Bibek Debroy committee to improve the Indian Railways. However, as per the committee’s recommendations, the Indian railways is being privatised in parts. Today, the Indian scientists can make the Chandrayaan to land exactly at a specified location on the Moon. India is having that much technological capability.  However, it is a tragedy that, the government is unable to stop gruesome train accidents.

BSNLEU has written to PGM (Admin.) regarding the career progression of Shri Ramesh Kumar and Shri Ram Kumar from Punjab Circle. While Shri Ramesh Kumar was included in the career progression list, Shri Ram Kumar was not, despite both securing First Position in the 13th Senior National Circle Style Kabaddi Championship. We urgently request the inclusion of Shri Ram Kumar, with comprehensive documentation already submitted.

A meeting was held with PGM (Establishment), Shri S.P. Singh, on 19.06.2024, to discuss the Non-issuing of Presidential Orders to some of the officials of West Bengal, Karnataka, and Bihar Circles. Com. John Verghese, Acting GS and Com. C.K.Gundanna, AGS highlighted the difficulties being faced by the employees and the families of deceased employees. The PGM assured settlement of pending cases by next month and will appoint a committee for immediate review. Additionally, the ERP branch was directed to settle the gratuity case for the deceased ATT of the CGM Office, Karnataka Circle.

The Corporate Office has already issued notification for holding the JTO LICE, JE LICE and TT LICE. However, in that notification, the date for the commencement of the online registration was not informed. On 19.06.2024, the Corporate Office has issued letter informing the dates of commencement of the online registration. Accordingly, the online registration starts on 20.06.2024 and closes on 19.07.2024. Editing of the application data by the candidates will be permitted from 22.07.2024 to 26.07.2024.
