The Madhya Pradesh circle union of BSNLEU held its executive committee meeting on 06-07-2024 in Dewas. Com. Prakash Sharma, Circle President, presided, and Com. B. S. Raghuwanshi, Circle Secretary, welcomed everyone and presented the note for discussion. Com. John Verghese, Acting GS, addressed the meeting, discussing crucial issues such as the non-settlement of Wage Revision, the need for a New Promotion Policy, and the delay in BSNL's 4G and 5G launches. He emphasized the importance of implementing the decisions of the Central Headquarters and strengthening the Joint Forum of the Non-Executive Unions and Associations. Com. Manoj Sharma and Com. Shakeel Khan also addressed the meeting. All comrades participated actively in the discussion, and decisions were taken to strengthen the organisation.

Recently, the private telecom companies have steeply raised their tariffs. In this background, the general public, as well as organisations which are interested in the welfare of the common people of this country, strongly feel that the government should strengthen BSNL by enabling the Company to immediately launch its 4G and 5G services. In this connection, Com Tapan Sen, General Secretary of the CITU, which is one of the main Central Trade Unions of India, has written letter to Shri Jyotiraditya Scindia, Hon'ble Minister of Communications. In his letter dated 5th July, 2024, Com.Tapan Sen has pointed out that, the non- availability of 4G and 5G services with BSNL has enabled the private companies to drastically increase their tariffs. He has demanded that, the government should ensure the immediate launching of BSNL's 4G service and also it's timely upgradation into 5G. BSNLEU sincerely thanks CITU for taking up the matter with the Hon'ble Minister.

BSNLEU की निदेशक (वित्त) के साथ बैठक. 

BSNLEU ने कल दिनांक 05-07-2024 को निदेशक (वित्त) के साथ बैठक की। बैठक में अध्यक्ष साथी अनिमेष मित्रा और सहायक महासचिव साथी सी.के.गुंडन्ना ने भाग लिया और कर्मचारियों से जुड़े निम्नलिखित महत्वपूर्ण मुद्दों पर चर्चा की।

1. आयकर के लिए कुल वेतन का 20% कटौती। 

कॉर्पोरेट कार्यालय ने उन कर्मचारियों के संबंध में आयकर के लिए कुल वेतन का 20% कटौती करने का निर्देश जारी किया है, जिन्होंने अपने पैन कार्ड को आधार से लिंक नहीं किया है। BSNLEU ने मांग की है कि कॉर्पोरेट कार्यालय के इस निर्देश को स्थगित रखा जाना चाहिए और कर्मचारियों को अपने पैन कार्ड को आधार से लिंक करने का अवसर दिया जाना चाहिए। BSNLEU ने इस मुद्दे पर निदेशक (वित्त) को पहले ही एक पत्र लिखा है। निदेशक (वित्त) ने बताया कि यह आयकर विभाग का आदेश है और इसे लागू किया जाना है। उन्होंने आगे बताया कि जिन कर्मचारियों ने अपने पैन कार्ड को आधार से लिंक नहीं किया है, उनके लिए बीएसएनएल प्रबंधन द्वारा आयकर विभाग को कुल वेतन का 20% की दर से आयकर का भुगतान किया जा चुका है। उन्होंने यह भी बताया कि आयकर विभाग द्वारा आयकर रिटर्न दाखिल करने के बाद बीएसएनएल द्वारा की गई वसूली को वापस कर दिया जाएगा।

2. 16 फरवरी 2024 को एक दिवसीय हड़ताल में भाग लेने के लिए डीएनआई का स्थगन - असम सर्किल का मामला।

यूनियन नेताओं ने कॉर्पोरेट कार्यालय के ईआरपी अनुभाग की भूमिका पर अपनी नाराजगी व्यक्त की, क्योंकि स्पष्टीकरण के उद्देश्य से फाइल सीए अनुभाग में लंबित है। निदेशक वित्त ने आश्वासन दिया कि इस मुद्दे पर चीफ जनरल मैनेजर (एसआर) और प्रिंसिपल जनरल मैनेजर (एस्टा) के साथ चर्चा की जाएगी और असम सर्किल को आवश्यक निर्देश दिए जाएंगे।

3. उन कर्मचारियों को जीपीएफ राशि वापस की जाए जिनका ईपीएफ रूपांतरण हो चुका है

ओडिशा सर्किल के उन कर्मचारियों के लिए ईपीएफ योजना का कार्यान्वयन न होना, जिनका जीपीएफ से ईपीएफ योजना में रूपांतरण हो चुका था, दो साल से कॉर्पोरेट कार्यालय में लंबित है। यूनियन प्रतिनिधियों ने निदेशक (वित्त) के ध्यान में लाया कि मुख्य महाप्रबंधक (एसआर) ने विषय वस्तु पर स्पष्टीकरण मांगते हुए फाइल को कॉर्पोरेट कार्यालय के सीए अनुभाग को अग्रेषित कर दिया है। चर्चा के दौरान सीएमडी बीएसएनएल को संबोधित पत्र की प्रति निदेशक (वित्त) को भी सौंपी गई। निदेशक (वित्त) ने आश्वासन दिया कि मामले पर मुख्य महाप्रबंधक (एसआर) के साथ चर्चा की जाएगी और यथाशीघ्र उचित कार्रवाई की जाएगी।

4. विभिन्न सर्किलों में संविदा कर्मियों को वेतन का भुगतान न किया जाना ।

यूनियन ने संविदा कर्मियों को वेतन का भुगतान न किए जाने का मुद्दा उठाया, जिसके लिए ठेकेदारों द्वारा कई कारण बताए गए, हालांकि संविदा कर्मियों के वेतन के लिए कॉर्पोरेट कार्यालय द्वारा धनराशि जारी की गई है, जिस पर विस्तार से चर्चा की गई। निदेशक (वित्त) ने बताया कि अब कॉर्पोरेट कार्यालय ने ठेकेदारों के लिए एक अलग पोर्टल शुरू करने की दिशा में कदम उठाए हैं, जिसमें धनराशि जारी करने के उद्देश्य से ठेकेदारों द्वारा कई बुनियादी विवरण भरे जाने और उन्हें अपडेट किए जाने हैं। उन्होंने आश्वासन दिया कि यूनियन द्वारा संदर्भित ठोस मामलों के आधार पर सभी सर्किल प्रमुखों को उचित दिशा-निर्देश जारी किए जाएंगे। यूनियन ने आवश्यक कार्रवाई के लिए मामले का विवरण प्रबंधन को सौंपने पर सहमति जताई। 

BSNLEU had a meeting with the Director(Finance) yesterday the 05-07-2024.Com. Animesh Mitra, President and Com. C.K. Gundanna AGS, participated in the meeting and discussed the following important staff issues.

1. Deduction of 20% of total salary towards income tax.

Corporate Office has issued instruction for deducting 20% of total salary towards income tax, in respect of officials who have not linked their Pan card with Aadhaar. BSNLEU demanded that this Corporate Office instruction should be kept under abeyance and the officials should be given an opportunity to link the Pan card with their Aadhaar. BSNLEU has already written a letter on this issue to the Director (Finance). The Director (Finance) informed that this is the order of the Income Tax Department and that it has to be implemented. He further stated that income tax has already been paid by the BSNL Management to the Income Tax Department at the rate of 20% of the total salary, for the employees who have not linked their Pan card with the Aadhaar. He also informed that, the recovery made by BSNL will be refunded by Income tax department, once the officials file the Income Tax returns.

2. Postponement of DNI for participation in 16th Feb 2024 one day strike – Case of Assam Circle.

The union leaders expressed their resentment on the role of the ERP section of the Corporate Office, since the file is pending at CA section for the purpose of clarification. The Director Finance assured that the issue will be discussed with CGM (SR) and PGM (Establishment) and necessary instructions will be given to Assam Circle.

3. Refund of GPF amount to those officials for whom EPF conversion has taken place.

Non implementation of EPF scheme for those officials in Odisha Circle, who had been converted from GPF to EPF Scheme, is pending in Corporate Office since two years.  The union representatives brought to the notice of Director (Finance) that the CGM (SR) forwarded the file to CA section of Corporate Office seeking clarifications on the subject matter. Copy of the letter addressed to CMD BSNL was also made over to Director (Finance) during the discussion. The Director (Finance) assured that the case will be discussed with CGM (SR) and suitable action will be taken, as soon as possible.

4. Non-payment of wages to the Contract Workers in various Circles.

The union raised the issue of non-payment of wages to the Contract Workers citing many reasons by Contractors, though funds have been released by Corporate Office towards the wages for Contract workers was discussed in detail. The Director (Finance) informed that now the Corporate Office has taken steps in introducing a separate portal for Contractors wherein many basic details have to be filled and updated by them for the purpose of release of the funds.  He assured that suitable guidelines will be issued based on concrete cases reffered by Union, to all heads of Circles. The Union agreed to submit the case details to the management for needful action.

The BSNLEU CHQ is receiving reports from various Circles that the subscribers of JIO, Vodafone and Airtel are turning towards BSNL, due to heavy increase in tariff by these operators. This creates a unique opportunities to BSNL, to regain our market share and strengthen our customers base. But, to capitalize this opportunity, we have to gear up and to the needs of customer’s expectations. Our immediate focus should be on ensuring robust maintenance of our existing infrastructure to provide uninterrupted and high quality services.  We must also improve our customers’ service operations to handle increase queries and support their needs effectively. Proactive communication with our customers about our service improvements and competitive advantages will help in reinforcing their decision to  switch back to BSNL… Let us work together in  this direction….

It may please be noted that the Welfare Board Meeting has not been scheduled by Corporate Office. BSNLEU has demanded higher value of book awards, in the agenda items submitted on 1^st July 2024.  This is for information of all the officials.

श्री ज्योतिरादित्य सिंधिया, माननीय संचार मंत्री ने BSNLEU के स्वागत पत्र का उत्तर दिया।

नए माननीय संचार मंत्री और नए माननीय संचार राज्य मंत्री के कार्यभार संभालने के बाद, BSNLEU ने उन दोनों को पत्र लिखकर उनका स्वागत किया और बीएसएनएल को एक जीवंत सार्वजनिक क्षेत्र की दूरसंचार कंपनी बनाने में उनके सभी प्रयासों के लिए पूर्ण सहयोग का आश्वासन भी दिया। BSNLEU के स्वागत पत्र के उत्तर में, श्री ज्योतिरादित्य सिंधिया, माननीय संचार मंत्री ने BSNLEU को धन्यवाद देते हुए एक उत्तर पत्र भेजा है। यहाँ यह उल्लेख करना महत्वपूर्ण है कि, पिछले 10 वर्षों में पहली बार  BSNLEU को माननीय संचार मंत्री से उत्तर पत्र प्राप्त हुआ है। BSNLEU श्री ज्योतिरादित्य सिंधिया, माननीय संचार मंत्री का हार्दिक धन्यवाद करता है।

After the new Hon’ble Minister of Communications and the new Hon’ble Minister of State for Communications took charge, BSNLEU wrote letters to both of them, welcoming them and also assuring fullest cooperation for all their endeavours in making BSNL as a vibrant public sector telecom company. In reply to BSNLEU’s welcome letter, Shri Jyothiraditya Scindia, Hon’ble Minister of Communications has sent a reply letter, thanking BSNLEU. It is important to mention here that, for the first time in the last 10 years, BSNLEU has received a reply letter from the Hon’ble Minister of Communications. BSNLEU heartily thanks Shri Jyotiraditya Scindia, Hon’ble Minister of Communications.

यूपी के हाथरस के पास भगदड़ में सैकड़ों लोगों की मौत - BSNLEU ने दुख और शोक व्यक्त किया।

BSNLEU ने पिछले मंगलवार को उत्तर प्रदेश के हाथरस के पास फुलराई गांव में हुई भगदड़ में सैकड़ों निर्दोष लोगों की मौत पर दुख और शोक व्यक्त किया है। भगदड़ एक विशाल सभा में हुई, जहां लोग भोले बाबा के नाम से प्रसिद्ध नारायण सरकार हरि का आध्यात्मिक भाषण सुनने आए थे। प्रार्थना सभा के लिए केवल 80,000 लोगों की व्यवस्था की गई थी, जबकि लगभग 2,50,000 लोग इसमें शामिल हुए थे। आधिकारिक रिपोर्ट में कहा गया है कि 121 लोग मारे गए हैं। हालांकि, प्रत्यक्षदर्शियों का कहना है कि द हिंदू की 04-07-2024 की रिपोर्ट के अनुसार लगभग 300 लोग मारे गए थे। मारे गए लोगों में ज्यादातर महिलाएं और बच्चे हैं जो बहुत गरीब परिवारों से हैं। भगदड़ तब हुई जब लोग भगवान भोले बाबा के पदचिह्नों से मिट्टी इकट्ठा करने की कोशिश कर रहे थे। ऐसा माना जाता है कि उनके पदचिह्नों से एकत्रित मिट्टी बीमार लोगों के शरीर पर लगाने से रोग ठीक हो जाते हैं। पुलिस ने बैठक के आयोजकों के खिलाफ एफआईआर दर्ज की है, लेकिन भोले बाबा के खिलाफ नहीं। आजकल पुलिस धरना और रैली जैसे ट्रेड यूनियन कार्यक्रमों के लिए अवांछित शर्तें लगाती है। लेकिन पुलिस और राज्य प्रशासन ने बिना किसी अप्रिय घटना को रोकने के लिए उचित व्यवस्था किए इतनी बड़ी भीड़ को इकट्ठा होने दिया। BSNLEU भगदड़ में मारे गए लोगों के परिवारों के प्रति अपनी हार्दिक संवेदना व्यक्त करता है।
