It is a well-established guideline under the EPF rulings that if any EPF contribution is not deducted or deposited by the principal employer within the prescribed time, the entire liability—both the employees’ share and the employer’s share—has to be borne by the principal employer alone. The issue was discussed in detail in the National Council meeting in the case of Shri Manoj Sharma, M.P. circle, wherein the Management had agreed to abide by the EPF rulings. The same was also duly recorded in the minutes of the National Council meeting. However, it is highly unfortunate that the Management is reluctant to implement the decision of the National Council as well as the clear guidelines issued by the EPF authorities. Despite the agreed position, forceful recovery of arrears of EPF contribution from employees’ salaries is still being resorted to. In view of this, the CHQ has addressed a letter to the Director (HR), BSNL, urging him to ensure immediate implementation of the EPF rulings in this regard and to stop forthwith the forceful recovery of arrear EPF amounts from employees’ salaries.

Shri S. Ramakrishna, Andhra Pradesh Circle, was promoted to the JTO cadre on 01.10.2014 and posted in the A.P. Circle. He was subsequently granted promotion from E1 to E2 w.e.f. July 2023. Due to serious family problems, the official submitted an application seeking reversion from the JTO cadre to the JE cadre in September 2017. However, the said request was not considered by the Management at that time. Once again, on 22.07.2024, Shri S. Ramakrishna submitted a fresh appeal to the Management requesting consideration of his case for reversion on humanitarian grounds. The CHQ, upon receiving the representation from the Circle Union, has now taken up the matter and addressed a letter to the Management, requesting sympathetic consideration of the appeal of Shri S. Ramakrishna and appropriate action in the matter.

BSNLEU, Andhra Pradesh Circle, successfully organised its Circle Executive Committee meeting on 05-12-2025.at Kadapa, with impressive participation from district secretaries and circle office-bearers. The meeting was presided over by Com. P.E. Ch.V. Sagara, Circle President. The session commenced with the presentation of the Secretariat Report by Com. S. Krishna Balaji, Circle Secretary, BSNLEU Andhra Pradesh. He elaborated on the latest developments regarding 4G and 5G services in the Andhra Pradesh Circle and emphasised the need for strengthening organisational functioning at both district and circle levels. He further highlighted the proactive role of the CHQ in the ongoing Wage Agreement process and urged all activists to ensure a strong performance in the forthcoming Membership Verification. Addressing the meeting, Com. K. Ramadevi, Vice President (CHQ), explained the role of government policies in pushing BSNL into a difficult situation. She assured that BSNLEU is closely monitoring the progress to secure approval of the Wage Agreement in the BSNL Board. During the interactive session, district secretaries and circle office-bearers raised important issues including JE to JTO promotion, the proposed new promotion policy, and the combined role of Executives and Non-Executives in strengthening the joint movement. Com. P. Ashok Babu, All India Vice President, AIBDPA, responded to each query in detail. He also underlined the significance of AUAB in uniting Executives and Non-Executives on a common platform, essential for achieving 3rd PRC benefits and for improving BSNL’s overall functioning. Com. N. Rama Rao, Circle Secretary, AIBDPA, also addressed the committee and shared valuable insights. Com. P. Thata Rao, Assistant Circle Secretary, BSNLEU, delivered an important message regarding Pay Revision and stressed the need for united efforts to achieve it. This well-organised meeting was coordinated by Com. K. Subha Rao, District Secretary, Kadapa BSNLEU, whose efforts ensured the successful conduct of the programme. The meeting concluded with a vote of thanks proposed by Com. Akbar Basha, Circle Vice President, BSNLEU.

आने वाली मैनेजमेंट कमिटी मीटिंग में रखने के लिए वेज एग्रीमेंट फ़ाइल को फ़ाइनल किया जा रहा है।

पता चला है कि वेज एग्रीमेंट फ़ाइल मैनेजमेंट कमिटी मीटिंग में मंज़ूरी के लिए सही दिशा में आगे बढ़ रही है, जो अगले हफ़्ते होने की संभावना है। इस मुद्दे पर, साथी अनिमेष मित्रा, महासचिव  ने 25.11.2025 को मीटिंग के दौरान सीएमडी बीएसएनएल का ध्यान पहले ही दिलाया था, खासकर फ़ाइनेंस सेक्शन से आने वाली रुकावटों के बारे में। कल कॉर्पोरेट ऑफ़िस में की गई पूछताछ के आधार पर, यह समझा गया है कि सीएमडी बीएसएनएल ने इन रुकावटों को दूर करने के लिए सही कार्रवाई की है। इसलिए, SR सेक्शन अब अगले हफ़्ते होने वाली मैनेजमेंट कमिटी मीटिंग में जमा करने के लिए वेज एग्रीमेंट पर नोट तैयार कर रहा है। हमें उम्मीद है कि बोर्ड मीटिंग बिना किसी और देरी के वेज एग्रीमेंट को मंज़ूरी दे देगी।

CGA के तहत नियुक्ति के लिए एप्लीकेशन पर विचार करने के लिए सीएचक्यू ने बीएसएनएल के डायरेक्टर (एचआर) को पत्र लिखा।

यह पहले ही तय हो चुका था कि ड्यूटी के दौरान मरने वाले कर्मचारियों के आश्रितों को दया के आधार पर अपॉइंटमेंट के लिए विचार किया जाएगा। सीएचक्यू को आंध्र प्रदेश सर्कल एडमिनिस्ट्रेशन से श्रीमती सी. मंजुला, पत्नी स्वर्गीय श्री सी. पांडु रंगा राव के अपॉइंटमेंट के अनुरोध का समर्थन करते हुए सिफारिश मिली है। यह बहुत चौंकाने वाला है कि श्री सी. पांडु रंगा राव की ऑफिशियल ड्यूटी करते समय जान चली गई। वह गलती से 11 KV बिजली की लाइन के संपर्क में आ गए, उन्हें तेज बिजली का झटका लगा और उनकी मौत हो गई। आंध्र प्रदेश सर्कल एडमिनिस्ट्रेशन ने श्रीमती मंजुला के लिए सीजीए अपॉइंटमेंट की सिफारिश की है, और 5% सीजीए कोटे की खाली जगहों के तहत 12.03.2025 को कॉर्पोरेट ऑफिस को प्रपोज़ल भेज दिया है। इतनी देर हो जाने के कारण, सीएचक्यू ने आज डायरेक्टर (एचआर) को लिखा है, और उनसे तुरंत दखल देने की मांग की है ताकि विधवा को बिना किसी और देरी के अपॉइंटमेंट मिल सके।

शानदार खेल कर्मियों के करियर प्रोग्रेस पर विचार – सीएचक्यू ने बीएसएनएल के डायरेक्टर (एचआर) को पत्र लिखा।

शानदार खेल कर्मियों के करियर प्रोग्रेस के मुद्दे पर 16.07.2025 को डायरेक्टर (एचआर) के साथ हुई फॉर्मल मीटिंग में चर्चा हुई थी। लगभग पाँच महीने बीत जाने के बाद भी, कॉर्पोरेट ऑफिस ने कोई पॉज़िटिव एक्शन नहीं लिया है। BSNLEU के महासचिव साथी कॉमरेड अनिमेष मित्रा ने 25 November, 2025 को डायरेक्टर (एचआर) के साथ अपनी मीटिंग में एक बार फिर यह मामला उठाया। उन्होंने योग्य खेल कर्मियों को प्रमोशन देने से मना करने में कॉर्पोरेट ऑफिस के एडमिन सेक्शन के नेगेटिव रवैये पर अपनी नाराज़गी ज़ाहिर की। चर्चा के दौरान, उन्होंने बताया कि यह रिक्वेस्ट चार सर्कल के सिर्फ़ छह कैंडिडेट से जुड़ी है, जिसके लिए मैनेजमेंट को सही फ़ैसला लेना चाहिए। ध्यान से सुनने के बाद, डायरेक्टर (एचआर) ने पीजीएम(एडमिन) को मामले की फिर से जाँच करने और सही एक्शन लेने का निर्देश दिया।

It has come to our notice that in some circles, the casual labourers who were regularised as RMs with effect from 01.10.2000 were shifted from GPF to EPF, and the corresponding EPF deductions from their salary had also commenced. However, it is extremely unfortunate that neither the employee’s nor the employer’s EPF contributions have been deposited with the EPF authorities from 01.10.2000 onwards. Due to this serious lapse, these employees are facing loss of EPF pension benefits, since their pensionable service and contribution records remain incomplete. BSNLEU has taken up this matter with the PGM (Estt.), BSNL Corporate Office, and has urged for immediate corrective action so that the affected workers can receive their full EPF pension, without any further delay.

It is learnt that the Wage Agreement file is moving in the right direction for approval in the Management Committee meeting, which is likely to be held next week. On this issue, Com. Animesh Mitra, GS, had already drawn the attention of CMD BSNL during the meeting on 25.11.2025, particularly regarding the hurdles arising from the Finance Section. Based on enquiries made yesterday at the Corporate Office, it is understood that the CMD BSNL has taken appropriate action to resolve these hurdles. Consequently, the SR Section is now preparing the note on the Wage Agreement for submission to the forthcoming Management Committee meeting scheduled for next week. We are hopeful that the Board meeting will approve the Wage Agreement without any further delay.

The issue regarding Career Progression for outstanding sports personnel was discussed in the Formal Meeting held with the Director (HR) on 16.07.2025. Even after the lapse of nearly five months, no positive action has been taken by the Corporate Office. Com. Animesh Mitra, GS, BSNLEU, once again raised this matter in his meeting with Director (HR) on 25th November, 2025. He expressed his dissatisfaction over the negative approach of the Admn. Section of the Corporate Office in denying promotion to the eligible sports personnel. During the discussion, he pointed out that the request pertains to only six candidates from four circles, for which a favourable decision should reasonably be taken by the Management. After giving a patient hearing, the Director (HR) directed the PGM (Admn.) to re-examine the matter and take appropriate action.
