BSNLEU has demanded a Formal Meeting with the Director (HR) to discuss some of the burning issues of the employees. The Corporate Office has issued letter today informing that, this Formal Meeting between Director (HR) and BSNLEU will be held at 03:00 pm on 23.03.2023.

दिनांक 05.04.2023 को नई दिल्ली में होने वाली मजदूर किसान रैली के संबंध में BSNLEU, एआईबीडीपीए और बीएसएनएलसीसीडब्ल्यूएफ की समन्वय समिति ने 10.03.2023 को जिला स्तरीय सम्मेलन आयोजित करने का निर्णय लिया है।  इन सम्मेलनों में कार्यरत कर्मचारी, पेंशनभोगी और ठेका कर्मचारी शामिल होंगे। मजदूर किसान रैली के 14 सूत्रीय मांगों के चार्टर को इन सम्मेलनों में समझाया जाना है।  मजदूर किसान रैली में उठाई जा रही मांगों और मुद्दों का बुलेटिन जल्द ही भेजा जाएगा, जिसे जिला स्तरीय सम्मेलनों में समझाया जा सकता है।  सर्कल और जिला यूनियनों से अनुरोध है कि इन सम्मेलनों में अधिक से अधिक संख्या में साथियों को जुटाएं और उन्हें सफल बनाएं।

In connection with the Mazdoor Kisan Rally, to be held at New Delhi on 05.04.2023, the Coordination Committee of BSNLEU, AIBDPA and BSNLCCWF has decided to organise district level conventions on 10.03.2023. Working employees, pensioners and contract workers will attend these conventions. The 14 point charter of demands of the Mazdoor Kisan Rally is to be explained in these conventions. A bulletin, consisting of the demands and issues being raised in the Mazdoor Kisan Rally will be sent soon, which may be explained in the district level conventions. Circle and district unions are requested to mobilise maximum number of comrades in these conventions and to make them successful.  

In it’s letter dated 21.02.2023, addressed to the Secretary, Telecom and the CMD BSNL, the Joint Forum of Non-Executive Unions and Associations of BSNL has made the following points clear, on the merger of MTNL with BSNL.

1. MTNL is listed in the share market. It should be delisted before merger with BSNL. Merger of MTNL with BSNL should not be the backdoor method to start disinvestment in BSNL.
2. MTNL is having a liability of around Rs.30,000 crore. This liability should be taken over by the government and should not be loaded on BSNL.
3. MTNL’s networks are in a bad shape. The amount required to restore MTNL’s networks at Delhi and Mumbai, should be fully borne by the government.

BSNLEU is in total agreement with the above views of the Joint Forum. Hence, BSNLEU will individually or collectively, insist upon the above mentioned views regarding merger of MTNL with BSNL.

CHQ of BSNLEU gladly informs that the stay that has been issued by the Principal CAT at New Delhi, for declaring the results of the Special JTO LICE, has been vacated today. Hence, results of the Special JTO LICE are expected to be declared within a day or two.

The CMD BSNL met all the unions and associations yesterday to brief on the developmental activities, as well as merger of MTNL with BSNL. The following are the main points.

BSNL’s 4G.

BSNL Board has approved Rs.24,556.37 crore as the price for purchasing 1 lakh 4G BTSs, which includes AMC for 9 years. All these BTSs are 5G compatible. This has gone for the approval of the government. It will take another 18 months for BSNL to launch it’s 4G service.

Merger of MTNL with BSNL.

• Government has formed a Committee of Secretaries to recommend on this issue.
• MTNL is listed in share market.
• BSNL does not want to take over MTNL’s assets and liabilities.
• It wants to take over only the telecom equipments and the land and buildings which are necessary to run the service.
• MTNL is having 1,202 Non-Executives and 2,306 Executives. After merger, BSNL pay scales will be made applicable to them.
• Unions and associations may give their views in writing, so that they will be taken up with the Group of Secretaries.

The Supreme Court, in it’s judgement dated 04.11.2022, has allowed workers and pensioners who were members of the Employees Pension Scheme (EPS 1995), as on 01.09.2014, to opt for higher pension, based on actual salary. The deadline set by the Supreme Court for submitting the option is 03.03.2023. But, the EPF Organisation (EPFO) has extended this deadline up to 03.05.2023.

BSNLEU has continuously pressed on the Management to expeditiously conduct the JE LICE for the vacancy year 2021. Yesterday the Recruitment Branch of the Corporate Office issued the notification for holding this exam. For this exam also, vacancies are available only in 13 circles. It may be noted that, BSNLEU has already demanded the Management to divert the Direct Recruitment quota posts also for the JE LICE. This issue is being pursued with the Management and CHQ hopes to settle it soon. Letter of the Corporate Office for holding the JE LICE is enclosed for information.    

The CMD BSNL is holding a meeting with the unions and associations of BSNL at 06:00 pm today, to brief on the developmental activities in BSNL and the merger of MTNL with BSNL. BSNLEU is taking part in this meeting.
