जनवरी 2026 से मिलने वाले IDA में बढ़ोतरी की घोषणा में बेवजह देरी – सीएचक्यू ने तुरंत दखल देने के लिए डीपीई सेक्रेटरी को लिखा।
यह दुख की बात है कि डिपार्टमेंट ऑफ़ पब्लिक एंटरप्राइजेज (DPE) ने अभी तक जनवरी 2026 से मिलने वाले IDA की रकम में बढ़ोतरी की घोषणा नहीं की है। सीएचक्यू को जनवरी 2026 से आईडीए की बढ़ी हुई दर के पेमेंट के बारे में कई फ़ोन कॉल और सवाल आ रहे हैं। हाल के दिनों में, डीपीई के लिए तय समय के अंदर आईडीए में बढ़ोतरी की घोषणा न करना एक आदत बन गई है। पहले भी, ऑर्डर जारी करने में देरी हुई थी, और सीएचक्यू ने संबंधित अधिकारियों को पेमेंट के लिए जल्द कार्रवाई करने का अनुरोध करते हुए लिखा था। एक बार फिर, सीएचक्यू ने डीपीई के सेक्रेटरी को एक पत्र लिखा है, जिसमें आईडीए की बढ़ी हुई दर की जल्द घोषणा के लिए तुरंत दखल देने और तेज़ी से कार्रवाई करने का अनुरोध किया गया है।
As a follow-up to the meeting held with the Director (HR) on 18.02.2026, Com. Animesh Mitra, GS and Com. P. Abhimanyu, VP, met Shri S.P. Singh, PGM (Estt.), on 25.02.2026 to discuss the burning issues pending at the Corporate Office. The issues highlighted and the feedback received are as follows:-
(1) Perks and Allowances revision.
During the discussion, the PGM (Estt.) informed that the Committee constituted for revision of Perks and Allowances has already proposed certain recommendations. However, the proposal is awaiting clearance from the higher authorities for submission. He further clarified that the revision of HRA does not fall under the purview of this Committee. BSNLEU strongly demanded that all Perks and Allowances, especially those related to Non-Executive cadres, must be brought under the purview of the Committee to ensure comprehensive revision and justice to employees.
(2) Holding of JTO / JE examination and Punjab Circle case.
After detailed deliberations, the PGM (Estt.) agreed to examine the matter and submit a proposal to the higher authorities for settlement of the long-pending JTO promotion case of Punjab Circle. The discussion also covered the need to explore alternative mechanisms to conduct the LICE for restructured cadres in circles where examinations have not been held for a long time.
(3) Discrimination between NEPP and EPP.
The PGM (Estt.) informed that a Committee had already been constituted to examine the issue of discrimination between the Non-Executive Promotion Policy (NEPP) and the Executive Promotion Policy (EPP). However, the Committee has now been reconstituted with the inclusion of new members. He assured that a meeting of the reconstituted Committee will be convened at the earliest to examine the matter in detail. He also requested the Union to submit a comprehensive proposal so that the issue can be examined thoroughly and appropriate recommendations may be made.
In response to the Management’s proposal to conduct the 10th Membership Verification, the BSNLEU has already submitted its detailed proposal. However, although the 10th Membership Verification became due in October 2025, the Management has extended the recognition period of unions on two occasions. The issue was deliberated in the last CEC meeting held at Mangaluru. Based on the resolution adopted there, the Union has requested the Management to either grant recognition based on ERP membership data as on 16.07.2025 or to conduct the verification through secret ballot. It is regrettable that, despite the lapse of considerable time, the Management has not initiated any concrete steps for conducting the 10th Membership Verification. Therefore, the CHQ has once again written to the CMD BSNL, urging his immediate intervention and necessary action to ensure the timely conduct of Membership Verification and grant of union recognition.
View letterIt is unfortunate that the Department of Public Enterprises (DPE) has not yet announced the increase in the quantum of IDA due from January 2026. The CHQ is receiving numerous phone calls and queries regarding the payment of the enhanced rate of IDA with effect from January 2026. In recent times, it has become a practice for the DPE not to announce the IDA increase within the stipulated time. On previous occasions as well, there were delays in issuing the orders, and the CHQ had written to the concerned authorities requesting early action for payment. Once again, the CHQ has addressed a letter to the Secretary, DPE, urging immediate intervention and expeditious action for the early announcement of the enhanced rate of IDA.

It is good news today that the Corporate Office of Bharat Sanchar Nigam Limited has forwarded the file, along with the Board’s approval of the Wage Agreement for the Non-Executive cadre, to the Department of Telecommunications for early implementation. It may be recalled that the BSNL Board approved the Wage Agreement in its meeting held on 12th February, 2026. CHQ has now received information that the Corporate Office has officially sent its recommendation to DoT today for approval from the competent authority. CHQ will continue its sustained follow-up with DoT to ensure expeditious approval and early implementation of the Wage Agreement for the Non-Executives.
The strike report has not yet been received from 6 Circles. As a result, CHQ is not in a position to complete the all-India strike review. Out of the 31 Circles, CHQ has received the participation figures from 25 Circles regarding the strike held on 12th February, 2026. However, it is unfortunate that 6 Circle Unions have still not submitted their reports to CHQ. The All India Centre proposes to complete the strike review in the forthcoming meeting of this month. Therefore, the Circle Secretaries concerned are once again requested to send the participation figures immediately, without any further delay.

The 3rd Circle Conference of the BSNL Employees Union (BSNLEU), Telangana Circle, was held successfully on 21-02-2026 at Hyderabad in a vibrant and enthusiastic atmosphere, with around 300 delegates and visitors participating from across the Circle. The conference began with flag hoisting and homage to martyrs. Com. J. Sampath Rao, AGS (CHQ), presided over the meeting. The inaugural address was delivered by Com. Animesh Chandra Mitra, General Secretary, BSNLEU. Com. P. Asokababu (AIBDPA), Com. M. N. Reddy (Veteran Leader), Com. P. Bhaskar, General Secretary, CITU, Telangana State, Com. Ramachandrudu, Circle Secretary, AIBDPA, Com. B. Paripoornachari, Circle Secretary, BSNLCCWF, Com. Suresh, Circle Secretary, SNEA, Com. P. Patmavathi (BSNLWWCC), Com. M. Susheel Kumar, ACS, and other leaders from fraternal organisations, along with representatives of BSNL Management including the CGM and GM (HR), addressed the open session and greeted the house. The speakers highlighted the serious challenges facing BSNL, opposed anti-public sector policies and labour codes, and called for united struggles to strengthen BSNL and protect employees’ rights. Com. Samvasish Rao, Circle Secretary, presented the four-year activity report, and the Treasurer presented the audited accounts. After detailed discussion, both were unanimously adopted by the house. The conference adopted resolutions demanding the strengthening of BSNL infrastructure, immediate implementation of the 3rd Pay Revision, settlement of pending staff issues, and continued united struggles to safeguard BSNL as a Public Sector Undertaking. During the delegates’ session, 18 District Secretaries and Circle Office Bearers actively participated in the organisational discussion. The conference unanimously elected 21 Circle Office Bearers, including Com. J. Sampath Rao as Circle President, Com. G. Sambasiva Rao as Circle Secretary, and Com. D. Khadar Basha as Circle Treasurer. The conference also contributed Rs.14,000/- to the CHQ through coupon collection from delegates to make the 7th March Delhi Convention a grand success. The conference concluded with a strong call to further strengthen unity and collective efforts for the growth of BSNL and the protection of workers’ rights.

Animesh Mitra, General Secretary, conveyed strong resentment to the CMD BSNL in a meeting, regarding the retrenchment of experienced contract workers and the non-payment of CDA to casual labourers. On the plea of budget curtailment, BSNL management has started discontinuing the old tender system in the Operation & Maintenance wing. Particularly in the Electrical Wing and housekeeping services, experienced contract workers, many of whom have been serving since the P&T period, have been disengaged abruptly. The General Secretary strongly protested this move, stating that such retrenchment not only affects the livelihood of long-serving workers but also disrupts operational efficiency. During the discussion, Com.Animesh Mitra also highlighted the indifferent attitude of BSNL Management regarding the pending payment of CDA to casual labourers, which has remained unpaid since January 2025. He emphasized that the delay in disbursement is causing severe financial hardship to the affected workers. The CMD BSNL raised certain queries on both the retrenchment issue and the pending CDA payment. After detailed discussion, the CMD BSNL assured that the matter would be reviewed and re-examined at the appropriate level.
