The National Convention of BSNL Casual and Contract Workers will be held tomorrow, 07th March 2026, in Delhi to discuss the burning issues faced by casual and contract labourers and to chalk out future agitational programmes. The Convention will begin at 11:00 AM at HKS Bhawan, New Delhi, with the massive participation of delegates from the BSNL Casual & Contract Workers Federation (BSNLCCWF). More than 350 delegates from 17 circles across the country will participate in this important event. Prominent trade union leaders including Com.Tapan Sen, Vice President of Centre of Indian Trade Unions (CITU) and Com.K. Hemalata, Vice President of CITU, will address the convention. The convention will also be addressed by Com.P. Abhimanyu, President of BSNLCCWF, Com.M.Vijayakumar, President of BSNLEU and Animesh Mitra, General Secretary of BSNLEU and Secretary General of BSNLCCWF. The Convention will deliberate on the critical issues confronting casual and contract workers and will raise a strong voice for a countrywide campaign highlighting the following demands:

 

  1. No retrenchment of contract workers.
  2. Implementation of wages as per the 7th CPC for casual labourers.
  3. Re-engagement of retrenched contract workers and their utilisation for the expansion of BSNL services, including the rollout of 4G and 5G.
  4. Regularisation of all casual labourers.
  5. Repeal the four Labour Codes and withdraw pro-corporate, anti-worker government policies.
  6. Save BSNL – Save the PSUs.

 

BSNLEU has taken serious efforts to make this Convention a grand success. The organisation will carry forward the decisions and message of the Convention by organising sustained struggles across the country to safeguard the rights of BSNL casual and contract workers.

A strong rumour has been circulating during 2024 and 2025 that another VRS may be introduced in BSNL. Earlier, contradictory views were expressed by the BSNL Management and the DoT. However, the meeting held 07.01.2026, under the chairmanship of Hon’ble Prime Minister, which are available in the public domain, indicate that the Government is concerned about the present workforce of around 52,000 employees in BSNL. It is understood that the Government is considering re-utilising this manpower in other establishments or downsizing the staff strength. This development may create pressure on the BSNL Board to bring another VRS in the company. The minutes of the meeting are attached herewith.

इंटरनेशनल विमेंस डे मनायें।

हर साल 8 मार्च को पूरी दुनिया में इंटरनेशनल विमेंस डे मनाया जाता है। अपनी शुरुआत से ही, BSNLEU इंटरनेशनल विमेंस डे को सही तरीके से मना रहा है। पहले, महिलाओं को समाज में उनका सही दर्जा नहीं दिया जाता था। उदाहरण के लिए, ब्रिटेन में 1832 में रिप्रेजेंटेशन ऑफ़ पीपल एक्ट लागू किया गया था। लेकिन, इस कानून के अनुसार, महिलाओं को वोटिंग का अधिकार नहीं दिया गया था। ब्रिटेन में सभी महिलाओं को वोटिंग का अधिकार 1928 में ही मिला। ऐसा इसलिए था क्योंकि महिलाओं को पुरुषों के बराबर नहीं माना जाता था। यह भेदभाव सदियों से सभी देशों में होता आ रहा है। आज भी, हमारे देश में महिलाओं पर बहुत ज़ुल्म हो रहे हैं। कोलकाता के आर जी कर हॉस्पिटल में एक जूनियर महिला डॉक्टर का रेप और मर्डर, यौन शोषण के खिलाफ महिला पहलवानों का संघर्ष कुछ उदाहरण हैं। महिलाओं के खिलाफ़ ज़ुल्म के खिलाफ़ लड़ना और उनकी इज़्ज़त पक्का करना हमारे देश के हर नागरिक का फ़र्ज़ है। BSNLEU लगातार काम की जगहों पर महिलाओं की इज़्ज़त का मुद्दा उठा रहा है। इस मुद्दे पर इसने लुधियाना के ‘एक जनरल मैनेजर लेवल के ऑफिसर’ के खिलाफ कई आंदोलन किए। BSNLEU महिलाओं के खिलाफ अत्याचार का मुद्दा भी उठा रहा है और प्रोग्राम कर रहा है। इसी परंपरा के अनुसार, सीएचक्यू  सभी सर्कल और डिस्ट्रिक्ट यूनियनों से अपील करता है कि वे इस साल इंटरनेशनल विमेंस डे को स्पेशल मीटिंग और सेमिनार करके मनाएं। क्योंकि इस साल 8 मार्च रविवार को है, इसलिए इंटरनेशनल विमेंस डे का प्रोग्राम 9 मार्च, 2026 को किया जा सकता है। रिपोर्ट और फोटो सीएचक्यू  को भेजे जा सकते हैं।

8th March of every year is being observed as International Women’s Day throughout the world. Since it’s inception, BSNLEU is observing the International Women’s Day in a befitting manner. Historically, women were denied of their due status in the society. For example, the Representation of People Act was implemented in Britain in 1832. But, as per this law, women were not given voting right. It was only in 1928 did all women get voting right in Britain. This is because women were not considered equal to men. This discrimination existed in all countries for centuries. Even today, a lot of atrocities are being heaped on women in our country. The rape and murder of a junior women doctor in R G Kar hospital in Kolkata, the struggle of women wrestlers against sexual exploitation are some examples. To fight against the atrocities against women and to ensure their dignity is the duty of every citizen of our country. BSNLEU is continuously raising the issue of dignity to women in work places. It organised a series of agitations against ‘a General Manager level officer’ of Ludhiana on this issue. BSNLEU is also taking up issue of atrocities against women and is organising programmes. In tune with this tradition, the CHQ calls upon all the circle and district unions to organise this year’s International Women’s Day, by organising special meetings and seminars. Since 8th March this year falls on Sunday, International Women’s Day programme can be organised on 9th March, 2026. Reports and photos may be sent to the CHQ.

Holi, the beautiful festival of colours, heralds the arrival of Spring and spreads the message of unity, harmony, and renewed hope. It is a time to celebrate togetherness, strengthen bonds of solidarity, and welcome new beginnings with enthusiasm and optimism.

 

May this vibrant festival fill every comrade’s life with lasting joy, peace, good health, and prosperity. Let the colours of Holi inspire us with renewed energy and collective strength as we continue our united journey forward.

Comrades, You are well aware that the BSNL Employees Union has taken up the responsibility of organising the National Convention of BSNL Casual and Contract Workers in Delhi on March 7th 2026. We earnestly appeal to all regular employees to actively involve themselves in the struggle of our contract and casual workers in BSNL. Their issues are our collective responsibility, and their struggle demands our wholehearted support. It is encouraging that nearly 200 delegates from 10 circles, including those from distant regions, have already confirmed their travel schedules to the CHQ. This reflects their strong commitment and determination. Since you are closer to Delhi, we sincerely urge you to take greater responsibility in mobilising the maximum number of comrades for this important convention.

 

The convention will begin sharply at 11:00 a.m. at HKS Bhawan (near Delhi Railway Station). Posters and coupons have already been distributed for campaigning. All CHQ office bearers and Circle Secretaries are kindly requested to inform the CHQ at the earliest about the number of comrades attending, as arrangements for accommodation and food need to be finalised in advance. It has also been decided to submit a memorandum to the CMD, BSNL, highlighting the hardships faced by casual and contract workers. During the Mangalore CEC Meeting, coupons were distributed to the circles to collect donations to support the travel expenses of contract and casual workers and to assist the CHQ in meeting the convention expenses. We request all circles to take this responsibility seriously and ensure maximum contribution.

 

Let us remember that the BSNL Casual Contract Workers Federation was formed in 2008 under the leadership of the BSNL Employees Union, and since then it has been consistently fighting against the government’s and management’s attempts to retrench contract and casual workers. Now, in 2026, we have another historic opportunity to strengthen this struggle through the successful conduct of this National Convention in Delhi. We sincerely appeal to you to stand united, mobilise massively, and play your vital role in making this convention historic. Let us stand firmly with the most oppressed section of workers in BSNL and create a new chapter in our collective struggle.

Emergent meeting of the General Secretaries and representative of the all Unions and Associations in BSNL was held at SNEA office at Eastern Court, Corporate Office, Janpath New Delhi on 19/02/2026 at 1100 hrs. Com. C. Singh, Chairman, presided over the meeting. Com.Animesh Mitra, Convener, narrated agenda for the discussion and highlighted the main issues on which decision should be taken. After detailed discussions by the General Secretaries represented of BSNLEU, NFTE, SNEA, AIGETOA, SEWA, BTEU, AIBSNLEA and DEWAB the following decisions were taken in the meeting.

The review of the strike by the circles will be taken up in the All India Centre meeting, which is likely to be held in the first week of March. It has been nearly 15 days since the strike, but a few Circle Unions have still not submitted their strike reports to the CHQ. Some circles have only intimated the number of members who participated in the strike. However, this is not sufficient. The participation figures should be linked with the total membership strength, along with details of the number of meetings organised at the district and branch levels in preparation for the strike. To obtain a clear and comprehensive picture from all circles, a proforma is attached herewith. Circle Secretaries are requested to fill in the proforma and submit it along with the data and figure at the earliest. This will enable the CHQ to effectively review our performance in the strike at the forthcoming All India Centre meeting.
