It is alarming to note that, BSNL has lost 23 lakh customers in the month of September, 2023. As per the TRAI report, 23,26,751 customers have left BSNL in September, 2023. It is important to note that, BSNL has already lost 22 lakh customers in the month of the August, 2023. Undoubtedly, BSNL is in real crisis. This massive loss of customers has never been experienced by BSNL before. BSNL is facing this crisis only because of non-availability of 4G/5G services with it. As per the TRAI report, Reliance Jio has gained 34 lakh customers (34,75,488) and Airtel has added 13 lakh customers (13,20,256) in September, 2023.
13 महासचिवों ने सचिव, दूरसंचार और सीएमडी बीएसएनएल को पत्र लिखकर पे/वेज रिवीज़न के तत्काल समाधान की मांग की।
जैसा कि पहले ही बताया जा चुका है, एयूएबी ने 19.12.2023 को नई दिल्ली में आयोजित अपनी बैठक में एक्ज़िक्यूटिव्स के पे रिवीज़न और नोन एक्ज़िक्यूटिव्स के वेज रिवीज़न के मुद्दे को गंभीरता से लेने का निर्णय लिया है। पहले कदम के रूप में, एयूएबी के बैनर तले काम करने वाली यूनियनों और एसोसिएशनों के 13 महासचिवों ने आज दूरसंचार सचिव और सीएमडी बीएसएनएल को पत्र लिखा है। पत्र में उन्होंने मांग की है कि, तत्कालीन संचार राज्य मंत्री श्री मनोज सिन्हा और तत्कालीन सचिव, दूरसंचार सुश्री अरुणा सुंदरराजन द्वारा दी गई प्रतिबद्धताओं को लागू किया जाना चाहिए। एयूएबी और श्री मनोज सिन्हा और सुश्री अरुणा सुंदरराजन के बीच हुई बैठकों के लिए जारी किए गए कार्यवृत्त पत्र में संलग्न हैं। 13 महासचिवों ने इस मुद्दे पर चर्चा के लिए दूरसंचार सचिव के साथ बैठक की भी मांग की है।
As is already reported, the AUAB, in it’s meeting held at New Delhi on 19.12.2023 has decided to seriously take up the issue of Pay Revision of the Executives and Wage Revision of the Non-Executives. As a first step, 13 General Secretaries of unions and associations functioning under the banner of the AUAB, have written letter today, to the Secretary, Telecom and the CMD BSNL. In the letter they have demanded that, the commitments given by Shri Manoj Sinha, the then Minister of State for Communications and Ms. Aruna Sundararajan, the then Secretary, Telecom should be implemented. The minutes issued for the meetings held between the AUAB and Shri Manoj Sinha and Ms.Aruna Sundararajan are enclosed in the letter. The 13 General Secretaries have also demanded a meeting with the Secretary, Telecom, to discuss the issue.

एयूएबी ने 19.12.2023 को नई दिल्ली में आयोजित एयूएबी बैठक के निर्णयों की जानकारी देते हुए परिपत्र जारी किया है। एयूएबी ने एक्ज़ीक्यूटिव्स के वेतन संशोधन और नोन एक्ज़ीक्यूटिव्स के वेतन संशोधन के मुद्दे को डीओटी और बीएसएनएल प्रबंधन के साथ गंभीरता से उठाने और आने वाले दिनों में इस मुद्दे पर कर्मचारियों को बड़े पैमाने पर एकजुट करने का फैसला किया है। सभी सर्कल सचिवों से अनुरोध है कि वे इस परिपत्र का व्यापक प्रसार करें।
The AUAB has issued circular today, carrying the decisions of the AUAB meeting held at New Delhi on 19.12.2023. The AUAB has decided to seriously take up the issue of the Pay Revision of the Executives and Wage Revision of the Non-Executives with the DoT and the BSNL Management and also to massively mobilise the employees on this issue, in the days to come. All the circle secretaries are requested to make wide circulation of this circular.

वर्तमान में, मेडीकल रीइंबरसमेंट और मेडीकल एलवन्स राशि की गणना आयकर के लिए की जा रही है। प्रिन्सिपल चीफ कमीशनर ऑफ इनकम टेक्स, उत्तर प्रदेश (पूर्व) ने एक आरटीआई प्रश्न के उत्तर में बिना किसी संदेह के कहा है कि, कर्मचारियों द्वारा उनके चिकित्सा उपचार पर किए गए किसी भी व्यय के संबंध में किसी भी सदस्य के उपचार पर नियोक्ता द्वारा भुगतान की गई राशि उसके परिवार की आय को अनुलाभ नहीं माना जाना चाहिए और इसलिए यह कर योग्य नहीं है। BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर प्रिन्सिपल चीफ कमीशनरन ऑफ इनकम टेक्स, उत्तर प्रदेश (पूर्व) द्वारा दिए गए स्पष्टीकरण का हवाला देते हुए बीएसएनएल में आदेश को तत्काल लागू करने की मांग की है।
Presently, Medical Reimbursement and Medical Allowance amounts are being calculated for Income Tax. The Principal Chief Commissioner of Income Tax, UP (East), in reply to an RTI query has stated beyond doubt that, the sum paid by the employer in respect of any expenditure incurred by the employees on his medical treatment, on treatment of any member of his family should not be treated as perquisite and therefore is not taxable. BSNLEU has written a letter to the CMD BSNL today, quoting the clarification given by the Principal Chief Commissioner of Income Tax, UP (East), and has demanded for immediate implementation of the order in BSNL.
View letterA meeting of the AUAB is held at New Delhi today. It was a hybrid meeting, partially physical and partially online. The General Secretaries of BSNLEU, NFTE, SNEA, SEWA BSNL, AIBSNLEA, BSNL MS, AITEEA and BSNL ATM, participated in the meeting physically. General Secretaries of FNTO, SNATTA, AIBSNLOA and BSNLEC participated online. The meeting reviewed the action programme conducted by AUAB on the ALTTC issue. The meeting also discussed Wage Revision, which is the most burning issue of BSNL employees. The HR policy being pursued by BSNL Management is also discussed seriously. The meeting decided to take up the Pay Revision / Wage Revision issue on priority basis, by holding talks with the BSNL Management and the DoT and also to organise programmes of action if necessary.
Com.P.Abhimanyu, GS met Ms. Anita Johri, PGM(SR) today and discussed the following issues:-
- Formation of Local Councils at the OA level.
BSNLEU is continuously pressing on the Management that, Local Councils should be allowed to function at the OA level also. In some circles, Local Councils are functioning at the OA level whereas in some other circles, Local Councils are not being formed at the OA level. The General Secretary insisted that, the Corporate Office should issue instruction to all the circles for the formation of councils at the OA level.
- Clear cut orders are already existing regarding the facility of Immunity from Transfers, in respect of the Non-Executive Trade Unions. However some recent instructions have been issued by the Corporate Office wherein the instructions issued in respect of Executive Associations have been mixed up. GS,BSNLEU, demanded that necessary clarification should be issued by the Corporate Office to clear the confusion.
- Constitution of Committee to review amendments done to Rule 9 of BSNL Transfer Policy.
The Management has arbitrarily amended Rule 9 of BSNL Transfer Policy which is creating difficulties for the employees. Demand has already been raised that a Committee should be constituted to review the amendments done to Rule 9. In the last National Council meeting, the Management Side had agreed for formation of the Committee. However, the same has not been constituted till now. The General Secretary demanded that, this committee should be constituted without delay.
The PGM (SR) assured that needful action would be taken on all the above issues.
