BSNLEU has been insisting that, eligible DR JEs should be given transfer under Rule 8. Recently, Shri Sushil Kumar Kashyap, JE, was transferred from Haryana circle to UP (East) circle. Haryana circle had issued the transfer order, after getting the consent of the CGM, UP(East) circle. Based on this consent only, transfer order was issued by Haryana circle. However, after Shri Sushil Kumar Kashyap, JE, went to CGM office, Lucknow, for joining duty, the UP(East) circle administration told that, he cannot join in UP (East) circle. Thereafter, the UP (East) circle cancelled the consent given for the Rule 8 transfer of Shri Sushil Kumar Kashyap, JE. Com.P.Abhimanyu, GS, discussed this issue with Shri Saurabh Tyagi, PGM(Estt.), yesterday. Today, the GS discussed the issue in detail with Shri Arvind Vadnerkar, Director (HR). The GS told the Director (HR) that, after giving consent, the UP (East) circle should allow Shri Sushil Kumar Kashyap, JE, to join duty in UP (East) circle. The BSNL Group Health Insurance Scheme has been implemented w.e.f from 01.05.2022. More than 10,000 BSNL employees have joined this Scheme. The annual premium for the Rs.5 lakh policy comes to Rs.16,041/-. The employees have been compelled to join the Group Health Insurance Scheme, because they face difficulties in getting cashless treatments under BSNL MRS, due to the financial crisis of the Company. When 10,000 employees joined the Group Health Insurance Scheme, naturally the medical expenditure of the Company would have also come down considerably. It will be appropriate on the part of the Company, to share this benefit with the employees. Hence, BSNLEU has written to the CMD BSNL today and has demanded that, the Company should pay the premium amount of this Group Health Insurance Policy, on behalf of the employees. BSNLEU has also stated that, this can be implemented temporarily for 2 or 3 years, till the Company’s financial position improves and employees start getting cashless treatment under the BSNL MRS. While making this demand, BSNLEU has also stated that BSNL MRS should continue.

The AUAB meeting, held on 11.08.2022, has expressed it’s serious concern about the heavy delay in BSNL’s 4G launching. This heavy delay is only due to the compulsion being given by the government on BSNL to procure equipments only from Indian companies and not from global vendors. The AUAB meeting has demanded that BSNL should be allowed to procure equipments at par with the private operators. A resolution passed on this has been sent to the Hon’ble Minister of Communications, yesterday.

The Government and the BSNL Management are squarely responsible for the failure of BSNL to launch it’s 4G service. However, both of them are trying to make the employees responsible for the failure of the company to improve it’s financial condition. Threatenings are being sent out, stating that the employees would be held responsible if BSNL does not improve, even after the announcement of the 2nd Revival Package. The CGM, Rajasthan, has issued a letter stating that, the employees have to work from 10 to 12 hours per day. BSNLEU has written a letter to the CMD BSNL today, strongly opposing the threatenings being sent to the employees and also the statement of the CGM, Rajasthan,  that employees should work from 10 to 12 hours.
