The Corporate Office has issued notification for holding for a Special JTO LICE 2022. However, it is observed that, the Management has imposed certain harsh and unwarranted conditions on the candidates appearing in the Special JTO LICE 2022. For example, if a selected candidate fails to join in the circle for which they have given option, then the candidate will be debarred for one year from appearing in the JTO LICE. Similarly, it is stipulated in the notification that, even temporary transfer, under Rule 9 of BSNL Transfer Policy would not be granted, before completion of 5 years. All these are harsh, illogical and unwarranted conditions. BSNLEU has written to the Director (HR), demanding removal of these harsh conditions.
View letterThe BSNL Management has issued instructions for the implementation of Online Attendance system for the Non-Executives, w.e.f 01-10-2022. The CHQ of BSNLEU has received complaints / views from the field units, regarding the problems that would be faced by the Non-Executives, in the event of the introduction of the online attendance system. In view of this, BSNLEU has written letter to the CMD BSNL, giving the details of the problems anticipated to be faced by the Non-Executives and has requesting to take steps for the redressal of the same. BSNLEU has also demanded that, the implementation of the Online Attendance system from 01-10-2022 may be deferred, pending discussion with the Recognised Unions.

However, we are surprised to note that, the Management has taken decision to commence the JTO training on 10.10.2022, for the candidates qualified in the JTO LICE held on 07.08.2022. This is nothing, but denial of voting right to the Non-Executives who have got qualified in the JTO LICE. Hence, BSNLEU has written letter to the Director (HR) requesting to postpone the JTO training.
View letterBSNLEU has written a letter to the CMD BSNL today, demanding that, the qualifying service for appearing in the JTO (T) LICE should be reduced from 5 years to 4 years. In this letter, BSNLEU has pointed out that, the qualifying service required to appear in the Management Trainee (MT) Exam is only 4 years. MT is a superior cadre, compared to the JTO. As such, the qualifying service for appearing in the JTO(T) LICE should also be reduced to 4 years, BSNLEU has demanded. BSNLEU will pursue this case to settle the demand.
View letterGovernment has taken decision to merge MTNL with BSNL. Following this, the BSNL Management has formed committees fulfill the merger. However, the Management is not taking any step to consult the unions and associations on this matter.
The MTNL is listed in the share market. It is having a debt of Rs.26,000 crore and payment of interest alone comes to Rs.2,100 crore. At the same time, MTNL‘s revenue is only Rs.1,300 crore. MTNL‘s mobile, landline and broadband networks are almost in ruins. The pay scales of MTNL employees are higher then the pay scales of BSNL employees. This will create HR problems after merger. BSNLEU has written to the Secretary,Telecom and the CMD BSNL, demanding to take the following steps.
- The unions and associations of BSNL should be consulted before taking any decision in connection with the merger.
- As a prelude to the merger of MTNL with BSNL, MTNL should be delisted from the share market.
- The entire debts / financial liabilities of MTNL should be taken over by the government.
- BSNL should be provided with the necessary financial assistance by the government, for the restoration / reconstruction of the networks of MTNL.
- Due steps should be taken in advance, to sort out the HR problem, that is likely to crop up after the merger of MTNL with BSNL, due to the prevalence of differences in the pay scales of the MTNL and BSNL employees.
A JTO(T) LICE was held on 07-08-2022. There were 889 vacancies for this exam. However only 549 candidates have qualified for this exam. Thus, 340 vacancies are left unfilled in this exam. In the meanwhile, the Management has already announced it’s decision to hold one Special JTO(T) LICE. Under these circumstances, BSNLEU has written to the CMD BSNL, demanding to include the unfilled 340 vacancies in the Special JTO(T) LICE, to be held shortly.

View letterBSNLEU is continuously taking up the problem of non-declaration of JTO LICE results in Punjab circle, for the VY 2014-15. The declaration of the results is being delayed due to complex legal issues. However, due to the continuous efforts taken by BSNLEU, the Management has filed an MA in the Hon’ble CAT, Chandigarh, seeking permission to declare the results. However, this MA has not come up for hearing in the Court. Hence, BSNLEU has once again written to the Director (HR), requesting him to take appropriate action for expediting the legal process.
View letterBSNLEU is continuously demanding that, a special JTO LICE should be conducted for the draftsman cadre, which has already been accepted in the National Council. Once again, on 26.05.2022, BSNLEU wrote letter to the Management in this regard. However, the Corporate Office is having difficulty in taking a decision on this issue, since the necessary inputs have not been received from the CGM (BW) and CGM (EW). Hence, in this connection, BSNLEU wrote a letter to the Director (HR) yesterday. Today, Com.P.Abhimanyu, GS, met Shri Arvind Vadnerkar, Director (HR) and expressed his unhappiness about the deadlock prevailing on this issue. The Director (HR) assured to do the needful on this issue.
