BSNLEU ने नॉन-एग्जीक्यूटिव कर्मचारियों के लंबे समय से लंबित मुद्दों को हल करने में बीएसएनएल मैनेजमेंट के बेपरवाह रवैये पर अपनी गहरी नाराज़गी ज़ाहिर की है।

19 फरवरी 2026 को महासचिव  साथी अनिमेष मित्रा और ट्रेज़रर (सीएचक्यू) साथी इरफ़ान पाशा, सीएमडी बीएसएनएल से मिले और स्टाफ़ साइड की गंभीर शिकायतों से उन्हें अवगत कराया। उन्होंने सीएमडी बीएसएनएल से नॉन-एग्जीक्यूटिव कैडर को प्रभावित करने वाली लम्बित समस्याओं को हल करने के लिए तुरंत और सही कार्रवाई करने का आग्रह किया। वेज एग्रीमेंट को मंज़ूरी देने के बीएसएनएल बोर्ड के फ़ैसले की तारीफ़ करते हुए नेताओं ने इस बात पर ज़ोर दिया कि अनसुलझे स्टाफ़ मुद्दों को हल करने के लिए इसी तरह की तुरंत कार्रवाई की ज़रूरत है। चर्चा के दौरान, उन्होंने खास तौर पर कश्मीर वैली अलाउंस का पेमेंट, कैज़ुअल मज़दूरों के लिए DA एरियर, कॉन्ट्रैक्ट वर्करों की छंटनी, रीस्ट्रक्चरिंग का रिव्यू और अलग-अलग कैडर में परीक्षाएं कराने जैसे मुद्दे उठाए। जवाब में, सीएमडी बीएसएनएल ने भरोसा दिलाया कि यह मामला निर्देशक (मानव संसाधन) को बता दिया जाएगा और जल्द से जल्द मामलों को सुलझाने के लिए ज़रूरी कदम उठाए जाएंगे।

BSNLEU has expressed serious concern over the decline in revenue across various circles and the worsening condition of mobile services in different circles. During the meeting with the CMD BSNL on 19.02.2026, the union conveyed its anxiety regarding the negative revenue growth in several circles, due to which BSNL as a whole is not in a comfortable financial position in the current financial year. In this connection, Com. Animesh Mitra, General Secretary and Com. Irfan Pasha, Treasurer (CHQ), proposed that a special meeting be convened with the recognised unions to apprise them of the Management’s views and decisions on this crucial issue. They pointed out that while the HoCC meetings are being held regularly by the top Management, the recognised unions are not being adequately informed about the clear direction and strategy required to mobilise the field-level workforce effectively. In response, the CMD appreciated the proposal and assured that the matter would be looked into seriously.

On 19th February 2026, Com. Animesh Mitra, General Secretary and Com. Irfan Pasha, Treasurer (CHQ), met the CMD BSNL and conveyed the serious grievances of the staff side. They urged the CMD BSNL to take immediate and appropriate action to settle the pending problems affecting Non-Executive cadres. While appreciating the decision of the BSNL Board in approving the Wage Agreement, the leaders emphasised that similar prompt action is required to address the unresolved staff issues. During the discussion, they specifically raised issues such as payment of Kashmir Valley Allowance, DA arrears for casual labourers, retrenchment of contract workers, review of restructuring and conducting examinations in various cadres. In response, the CMD BSNL assured that the matter would be conveyed to the Director (HR) and that necessary steps would be taken to settle the issues at the earliest.

निदेशक (मानव संसाधन) के साथ औपचारिक बैठक आयोजित – दोनों मान्यता प्राप्त यूनियनों ने तीव्र असंतोष व्यक्त किया और लंबे समय से लंबित कर्मचारी मुद्दों के जल्द निपटारे की मांग की।

नॉन एक्ज़िक्यूटिव कर्मचारियों के ज्वलंत मुद्दों पर प्रकाश डालने और उनके तत्काल निपटारे की मांग को लेकर 05.02.2026 को एक ज्ञापन प्रस्तुत करने के बाद 18.02.2026 को निदेशक (मानव संसाधन) के साथ एक औपचारिक बैठक आयोजित की गई। चर्चा एक घंटे से अधिक समय तक चली, जिसके दौरान प्रबंधन के साथ 15 से अधिक महत्वपूर्ण मुद्दे उठाए गए। कर्मचारी पक्ष ने इन मामलों को हल करने में लंबे समय तक हो रही देरी पर अपनी नाराजगी और असंतोष व्यक्त किया। कर्मचारी पक्ष का प्रतिनिधित्व साथी  अनिमेष मित्रा, महासचिव, BSNLEU, साथी  चंदेश्वर सिंह, महासचिव, एनएफटीई बीएसएनएल, साथी  एम. विजयकुमार, अध्यक्ष, BSNLEU, साथी  इरफान पाशा, कोषाध्यक्ष, BSNLEU (सीएचक्यू), साथी  अश्विन कुमार, सहायक महासचिव, BSNLEU, साथी  उत्तम कुमार, उप महासचिव, एनएफटीई बीएसएनएल, किया। महावीर सिंह, सेक्रेटरी, एनएफटीई बीएसएनएल (सीएचक्यू)ने किया। ऑफिशियल साइड से, मीटिंग में डॉ. कल्याण सागर निप्पानी, डायरेक्टर (मानव संसाधन), श्री एस.पी. सिंह, प्रिंसिपल जनरल मैनेजर  (एस्टा) और श्री राजीवी कौशिक, प्रिंसिपल जनरल मैनेजर  (एसआर) शामिल हुए।

शुरू में, डायरेक्टर (मानव संसाधन) ने कन्फर्म किया कि बीएसएनएल बोर्ड ने नॉन-एग्जीक्यूटिव के लिए वेज एग्रीमेंट को मंजूरी दे दी है और सोमवार को मिनट्स जारी कर दिए गए थे। आगे बताया गया कि इसे जल्द से जल्द DOT को भेज दिया जाएगा। वेज एग्रीमेंट को मंजूरी देने के लिए मैनेजमेंट को धन्यवाद देते हुए, स्टाफ साइड ने कड़ा विरोध दर्ज कराया और कई लंबे समय से पेंडिंग मुद्दों को सुलझाने में देरी और प्रोग्रेस की कमी के बारे में गंभीर शिकायतें जताईं। यह बताया गया कि इनमें से कई मुद्दों पर नेशनल काउंसिल के साथ-साथ दोनों मान्यता प्राप्त यूनियनों के साथ पहले की फॉर्मल मीटिंग्स में भी चर्चा हो चुकी है, लेकिन मैनेजमेंट ने ठोस समाधान निकाले बिना अलग-अलग तरीके अपनाए हैं। बातचीत के दौरान, डायरेक्टर (मानव संसाधन) और ऑफिशियल साइड ने भरोसा दिलाया कि मार्च 2026 तक के टाइम फ्रेम में मामलों को सुलझाने के लिए ज़रूरी एक्शन लिया जाएगा। स्टाफ साइड मैनेजमेंट से लिखे हुए मिनट्स का इंतज़ार कर रहा है। यह भी साफ़ तौर पर बताया गया कि अगर तय टाइम फ्रेम में मामलों का हल नहीं हुआ, तो स्टाफ साइड सीएमडी, बीएसएनएल का ध्यान खींचने के लिए आगे आंदोलन करने के लिए मजबूर होगा।

A formal meeting was held with the Director (HR) on 18.02.2026 following submission of a memorandum on 05.02.2026 highlighting the burning issues of Non-Executives and demanding their immediate settlement. The discussion lasted for more than one hour, during which over 15 important issues were taken up with the Management. The Staff Side strongly expressed its resentment and dissatisfaction over the prolonged delay in resolving these matters. The Staff Side was represented by Com. Animesh Mitra, General Secretary, BSNLEU, Com. Chandeshwar Singh, General Secretary, NFTE BSNL Com. M. Vijayakumar, President, BSNLEU, Com. Irfan Pasha, Treasurer, BSNLEU (CHQ), Com. Ashwin Kumar, AGS, BSNLEU, Com. Uttam Kumar, Dy.GS, NFTE BSNL and Com. Mahavir Singh, Secretary, NFTE BSNL (CHQ). From the official side, the meeting was attended by Dr. Kalyan Sagar Nippani, Director (HR), Shri S.P. Singh, PGM (Estt) and Shri Rajeevi Kaushik, PGM (SR). 

At the outset, the Director (HR) confirmed that the BSNL Board has approved the Wage Agreement for Non-Executives and that the minutes were issued on Monday. It was further informed that the same will be forwarded to the DoT at the earliest. While thanking the Management for approving the Wage Agreement, the Staff Side recorded strong protest and expressed serious grievances regarding the delay and lack of progress in settling several long-pending issues. It was pointed out that many of these issues have already been discussed in the National Council as well as in earlier formal meetings with both Recognised Unions, but the Management has adopted varying approaches without arriving at concrete solutions. During the discussion, the Director (HR) and the official side assured that necessary action will be taken to settle the issues within a time frame extending up to March 2026. The Staff Side is awaiting the written minutes from the Management. It was also clearly conveyed that if the issues are not resolved within the assured timeframe, the Staff Side will be compelled to launch future agitational programmes to draw the attention of the CMD, BSNL.
