वीआरएस मुद्दे पर चर्चा के लिए सभी यूनियनों और एसोसिएशनों की ऑनलाइन बैठक।

ऐसी अफवाहें जोरों पर चल रही हैं कि बीएसएनएल प्रबंधन और दूरसंचार विभाग बीएसएनएल में एक और वीआरएस लागू करने की दिशा में गंभीरता से आगे बढ़ रहे हैं। इस मुद्दे पर चर्चा करने और एकजुट रणनीति को अंतिम रूप देने के लिए *शनिवार 14-09-2024 को शाम 07:30 बजे सभी यूनियनों और एसोसिएशनों की एक ऑनलाइन बैठक* आयोजित की जा रही है।

Strong rumours are going on, stating that the BSNL Management and the  DoT are moving seriously in the direction of implementing one more VRS in BSNL. To discuss this issue and to finalise the united strategy,  an online meeting of all unions and associations is being held at 07:30 pm on Saturday the 14-09-2024. 

सरकार एक और वीआरएस क्यों लागू करना चाहती है ?

ऐसी अफवाहें जोरों पर हैं कि बीएसएनएल प्रबंधन और दूरसंचार विभाग एक और वीआरएस लागू करना चाहते हैं। एक वीआरएस पहले ही लागू हो चुका है। प्रबंधन को उम्मीद थी कि 30,000 कर्मचारी उस वीआरएस को चुनेंगे। लेकिन, 80,000 कर्मचारी वीआरएस पर चले गए। यह प्रबंधन के लक्ष्य से दो गुना से भी ज़्यादा है। इसके बाद भी बीएसएनएल की वित्तीय स्थिति में कोई सुधार नहीं हुआ है। ऐसा इसलिए है क्योंकि बीएसएनएल अपनी 4G और 5G सेवाएं शुरू नहीं कर पाया है। सरकार ने सोची-समझी रणनीति के तहत बीएसएनएल की 4G लॉन्चिंग में देरी करने के लिए निम्नलिखित बाधाएँ खड़ी की हैं।

1. सरकार ने बीएसएनएल को अपने मौजूदा 49,300 बीटीएस को अपग्रेड करके 4G सेवा शुरू करने की अनुमति नहीं दी।
2. सरकार ने बीएसएनएल को नोकिया, एरिक्सन, सैमसंग आदि जैसे प्रतिष्ठित विक्रेताओं से अपने 4G उपकरण खरीदने की अनुमति नहीं दी। बीएसएनएल द्वारा 1,00,000 बीटीएस खरीदने के लिए जारी टेंडर को सरकार ने रद्द कर दिया।
3. सरकार ने शर्त लगाई कि बीएसएनएल को अपने 4G उपकरण केवल भारतीय कंपनियों से ही खरीदने चाहिए।

बीएसएनएल ने 1,00,000 4G बीटीएस की आपूर्ति के लिए मई-2023 में टीसीएस और आईटीआई के साथ क्रय आदेश दिया। 1 साल 4 महीने हो चुके हैं। फिर भी कोई नहीं बता सकता कि टीसीएस बीएसएनएल के 4G नेटवर्क को कब चालू करेगी। बीएसएनएल के ग्राहक इस बात से निराश हैं कि कंपनी हाई स्पीड डेटा सेवा देने में असमर्थ है।

*सरकार द्वारा बनाई गई उपरोक्त बाधाएं ही वे कारण हैं, जिनके कारण बीएसएनएल को पुनर्जीवित नहीं किया जा सका।* इन परिस्थितियों में सरकार एक और वीआरएस लागू करना चाहती है। अब यह स्पष्ट है कि कर्मचारियों की संख्या में और कटौती करना सरकार द्वारा उठाया गया एक बड़ा कदम है, *बीएसएनएल को कुछ कॉरपोरेट्स, जैसे अंबानी या अडानी को सौंपना।*

इस खतरे को समझे बिना कुछ साथी यूनियन को सलाह दे रहे हैं कि वे अगले वीआरएस के कार्यान्वयन से पहले वेतन संशोधन पर मोल-तोल करके समझौता कर लें। वेतन संशोधन का समझौता और बीएसएनएल का पुनरुद्धार निश्चित रूप से यूनियनों और एसोसिएशनों का सबसे बड़ा एजेंडा है। लेकिन, अगर हम बीएसएनएल को कॉरपोरेट्स के हाथों में जाने से रोकना चाहते हैं, तो हमें प्रबंधन और सरकार द्वारा एक और वीआरएस लागू करने के प्रयास को विफल करना होगा।

Strong rumours are doing the rounds, stating that, BSNL Management and the DoT want to implement one more VRS. One VRS is already implemented. Management expected 30,000 employees would opt for that VRS. But, 80000 employees went on VRS. This is more than two times of the Management's target. Even after this, there is no improvement in BSNL's financial condition. This is because, BSNL has not been able to launch its 4G and 5G services. In a well calculated manner, the Government created the following road-blocks to delay BSNL's 4G launching.

1. Government did not allow BSNL to launch 4G service, by upgrading it's existing 49,300 BTSs. 

2. Government did not permit BSNL to procure its 4G equipments from reputed vendors like Nokia, Ericsson, Samsung, etc. The tender floated by BSNL to procure 1,00,000 BTSs was cancelled by the Government.

3. Government imposed the condition that, BSNL should purchase it's 4G equipments only from Indian companies. 

BSNL placed Purchasing Order with TCS and ITI in May 2023, for the supply of 1,00,000 4G BTSs.  It is already 1 year and 4 months. Still, nobody can tell when TCS will commission BSNL's 4G network. BSNL customers are frustrated that, the Company is unable to provide high speed data service. 

The above mentioned road blocks created by the government are the reasons why BSNL could not be revived. Under these circumstances, Government wants to implement one more VRS. Now,  it is crystal clear that, cutting down the employees' strength further, is a major step being taken by the Government, to handover BSNL to some corporates, may be,  Ambani or Adani.

Without realising this danger, some comrades are advising the Union to bargain and settle Wage Revision, before the implementation of next VRS. Settlement of Wage Revision and Revival of BSNL are certainly the top most agenda of the unions and associations. But, if we want to stop BSNL being handed over to the corporates, then, we have to defeat the attempt of the Management and the Government to implement one more VRS.

कॉरपोरेट कार्यालय द्वारा संवेदनशील पदों की सूची प्रेषित करने वाला पत्र।

कॉरपोरेट कार्यालय द्वारा दिनांक 28.08.2024 को पत्र जारी किया गया है, जिसमें कॉर्पोरेट कार्यालय, सीजीएम कार्यालय, एसएसए एवं व्यावसायिक इकाईयां, टेलीकॉम फैक्ट्री तथा सिविल एवं इलेक्ट्रिकल विंग में संवेदनशील पदों की सूची संलग्न है। पत्र में आगे कहा गया है कि, इन संवेदनशील पदों पर तैनात अधिकारियों को दो/तीन वर्ष में एक बार रोटेट किया जाना चाहिए, ताकि निहित स्वार्थों को विकसित होने से रोका जा सके। इस पत्र में निहित कॉर्पोरेट कार्यालय के निर्देशों का कड़ाई से कार्यान्वयन सुनिश्चित करने के लिए यह पत्र सर्किल एवं जिला यूनियनों को प्रसारित किया जा रहा है।
