As regards, settlement of the cases related to recovery on account of over payment, the Corporate Office has already issued letter that the concerned CGMs can take decision of the same. However, still such cases are being referred to the Corporate Office by the CGMs. Com.P.Abhimanyu, GS, discussed one such case from Tamil Nadu circle, with Shri Saurabh Tyagi, PGM(Estt.), today. The PGM(Estt.) clearly told that, the CGMs are empowered to take decision and that a reply would be sent to the CGM, Tamil Nadu circle in this connection.

In the last meeting of the Wage Negotiating Committee, discussions took place to finalise the pay scales. But it was not complete. Today, both the General Secretaries of BSNLEU and NFTE, tried to meet the Chairman of the Wage Negotiating Committee. However, they could not meet. Thereafter, Com.P.Abhimanyu, GS, met Shri Saurabh Tyagi, PGM(Estt.), who is one of the members of the Wage Negotiating Committee. He told the PGM(Estt.) that, the different conversion ratios, suggested by the Management Side, to fix the minimum of the pay scales is not acceptable. The GS, BSNLEU, demanded that a uniform conversion factor should be adopted to construct the pay scales. The PGM(Estt.) replied that this aspect could be discussed shortly.     

BSNLEU has already written to the BSNL Management, demanding that, PWD reservation should be implemented in the Special JTO LICE. Com.P.Abhimanyu, GS, discussed this issue with Shri Saurabh Tyagi, PGM(Estt.), BSNL CO., today. The PGM(Estt.) replied that, the BSNL Management has sought a clarification from the DoP&T, regarding the date of implementation of PWD reservation. The PGM(Estt.) further stated that, the DoP&T has clarified that the PWD reservation should be implemented only from the date of issue of the order and not retrospectively. As per this clarification of the DoP&T, PWD reservation will be implemented only for the vacancies from 2022 onwards. Since the Special JTO LICE is being conducted for the vacancies of 2021-22, PWD reservation will not be implemented in this examination, informed the PGM(Estt.).

BSNLEU ने पहले ही बीएसएनएल प्रबंधन को पत्र लिखकर मांग की है कि स्पेशल जेटीओ एलआईसीई में पीडब्ल्यूडी आरक्षण लागू किया जाए।  साथी पी.अभिमन्यु, महासचिव ने आज श्री सौरभ त्यागी, प्रिंसिपल जनरल मैनेजर (Estt.), बीएसएनएल कॉर्पोरेट ऑफिस के साथ इस मुद्दे पर चर्चा की। प्रिंसिपल जनरल मैनेजर (Estt.) ने उत्तर दिया कि बीएसएनएल प्रबंधन ने पीडब्ल्यूडी आरक्षण के कार्यान्वयन की तारीख के संबंध में डीओपीटी से स्पष्टीकरण मांगा है।  पीजीएम (Estt. ) ने आगे कहा कि, डीओपी&टी ने स्पष्ट किया है कि पीडब्ल्यूडी आरक्षण केवल आदेश जारी होने की तारीख से लागू किया जाना चाहिए न कि पूर्वव्यापी रूप से।  डीओपीटी के इस स्पष्टीकरण के अनुसार, पीडब्ल्यूडी आरक्षण केवल 2022 से रिक्त स्थानों के लिए लागू किया जाएगा।  चूंकि 2021-22 के रिक्त स्थानों  के लिए विशेष जेटीओ एलआईसीई आयोजित की जा रही है, इसलिए इस परीक्षा में पीडब्ल्यूडी आरक्षण लागू नहीं किया जाएगा यह प्रिंसिपल जनरल मैनेजर (Estt.) ने  सूचित किया है ।

BSNLEU has been continuously insisting upon the Management to hold the JTO (OL) LICE. Com.P.Abhimanyu, GS, discussed this issue with Shri Saurabh Tyagi, PGM(Estt.), BSNL CO., today and insisted for early conducting of the JTO (OL) LICE. The PGM(Estt.) replied that there is an anomaly in the Recruitment Rules of JTO(OL) LICE and the Management has taken steps to rectify the same. This amended RR is going for the approval of the Management Committee shortly and the JTO (OL) LICE will be held thereafter, as informed by the PGM(Estt.) today.

जेटीओ (ओएल) एलआईसीई का आयोजन - महासचिव प्रिंसिपल जनरल मैनेजर (Estt.), बीएसएनएल कॉर्पोरेट ऑफिस के साथ चर्चा करते हैं।

BSNLEU प्रबंधन से जेटीओ (ओएल) एलआईसीई आयोजित करने के लिए लगातार जोर दे रहा है। साथी पी अभिमन्यु, महासचिव ने आज बीएसएनएल कॉर्पोरेट ऑफिस के प्रिंसिपल जनरल मैनेजर (Estt.) श्री सौरभ त्यागी के साथ इस मुद्दे पर चर्चा की और जेटीओ (ओएल) एलआईसीई के शीघ्र आयोजन पर जोर दिया। प्रिंसिपल जनरल मैनेजर (Estt.) ने जवाब दिया कि जेटीओ (ओएल) एलआईसीई के भर्ती नियमों में एक विसंगति है और प्रबंधन ने इसे सुधारने के लिए कदम उठाए हैं। यह संशोधित आरआर शीघ्र ही प्रबंधन समिति के अनुमोदन के लिए जा रहा है और इसके बाद जेटीओ (ओएल) एलआईसीई आयोजित किया जाएगा, जैसा कि आज प्रिंसिपल जनरल मैनेजर (Estt.) द्वारा सूचित किया गया है।

Nearly one year and 3 months ago, the Corporate Office issued letter to the CGMs, giving instruction for the deduction of BSNLEU’s monthly subscription at the revised rate of Rs.70/- per month. However, it is disturbing to note that, in some circles, still BSNLEU’s monthly subscription is being deducted at the old rate of Rs.45/- per month. This is violation of the decision of the all India Conference. This will create problem in the allotment of delegates in the next All India Conference, in respect of the circles which are not collecting subscription at the revised rate. Hence, all circle secretaries are requested to immediately ensure that, union subscription is strictly deducted at the rate of Rs.70/- per member.

The Presidential Orders issued to a section of the officials are cancelled by the DoT, due to one reason or the other. GPF has been implemented to all these officials. However, after cancellation of the POs, these officials are eligible only for EPF and not GPF. However, GPF is being continued even in respect of the officials whose POs are cancelled. This is not correct. This will create big problems in the settlement of the terminal benefits of these officials, when they retire. BSNLEU is continuously taking up such cases with the Corporate Office. BSNLEU has written letter to the Director (HR) today, demanding implementation of EPF to 73 officials of Odisha circle, whose POs have been cancelled.

Dear Comrades, 

Good Morning.  Hope all the comrades who attended the conference have reached home / on travel, safe and comfortable.  I heartily thank everyone and all of you in AIC 2017-2022, for having rendered an excellent job for the organization and activities of WWCC and BSNLEU, all through these 5 years. It is an outcome of our advance planning and Team work. I feel happy and proud that all comrades have done a dedicated job to the Trade Union movement. The 2nd Convention at Kanyakumari was a great success. Multi-lingual slogans raised during flag hoisting gave a good inspiring start to the convention.  The Special Address of all leaders and PGM(SR) were very informative and  inspiring.  The debate and deliberation by the young energetic comrades indicate the qualitative development in our organization. The proceedings started on time and concluded on time. The audience were attentive and disciplined, for which I congratulate the Circle Organizers and AIC Members. The report and more photos are available in CHQ Website.  Excellent arrangements of accommodation, food, hospitality, Banners, Flags and decoration in and outside hall had been done and in every aspect, the Reception Committee of Tamil Nadu Circle, comprised of BSNL WWCC and BSNLEU especially the Nagercoil District Union comrades have done a marvellous job. We salute the women and men comrades of the Reception Committee.

The convention concluded in an inspiring manner, by handing over the red flag by the outgoing convener Com. P. Indira, who was also the senior most in the convention and by other senior leaders, Comrades K. Ramadevi, Banani Chattopadyay, Berlin Alice Mary to the newly elected Convener Com. K.N. Jyothilakshmi and to the youngest delegates present in the convention who were just 28 years old, Comrades Pramita Dey, Sr TOA, West Bengal and Priyanka Verma, JE, Chattisgarh.  I once again thank everyone and convey my Revolutionary Greetings to everyone of you.  Let us continue our journey in the struggle path towards social transformation where the rights of the working class and those of women will be ensured.
