स्वयं की योग्यता वाले एससी/एसटी उम्मीदवारों को एससी/एसटी कोटा पदों में नहीं गिना जाना चाहिए - BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर असफल एससी/एसटी उम्मीदवारों के परिणामों की समीक्षा की मांग की है।

BSNLEU लगातार मांग कर रहा है कि, 18.12.2022 को आयोजित जेई एलआईसीई में असफल एससी/एसटी उम्मीदवारों के परिणामों की डीओपी एंड टी निर्देशों के आधार पर मूल्यांकन के कम मानकों को अपनाकर समीक्षा की जानी चाहिए। हालांकि, बीएसएनएल प्रबंधन ने अब तक इस मामले का निपटारा नहीं किया है। इन परिस्थितियों में, इस मुद्दे पर एक बार फिर 02.11.2023 को BSNLEU के महासचिव द्वारा सीएमडी बीएसएनएल के साथ चर्चा की गई। उस बैठक में, सीएमडी बीएसएनएल ने जवाब दिया कि समीक्षा करने की कोई आवश्यकता नहीं है क्योंकि 18.12.2022 को आयोजित जेई एलआईसीई में पर्याप्त संख्या में एससी/एसटी उम्मीदवार उत्तीर्ण हुए हैं। ऐसा समझा जाता है कि, प्रबंधन एससी/एसटी कोटे के पदों के मुकाबले अपनी योग्यता वाले एससी/एसटी उम्मीदवारों की भी गिनती कर रहा है। डीओपी एंड टी के निर्देशों के अनुसार यह पूरी तरह से गलत है। इसलिए, BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर इस मामले की समीक्षा करने का अनुरोध किया है। BSNLEU ने भी इस मामले पर शीघ्र जवाब की मांग की है ताकि यूनियन विवाद के निपटारे के लिए उचित संवैधानिक प्राधिकरण से संपर्क कर सके। 

BSNLEU is continuously demanding that, the results of the failed SC/ST candidates in the JE LICE held on 18.12.2022, should be reviewed by adopting the lesser standards of evaluation, based on the DoP&T instructions. However, the BSNL Management has not settled this issue so far. Under these circumstances, the issue was once again discussed by the General Secretary, BSNLEU, with the CMD BSNL on 02.11.2023. In that meeting, the CMD BSNL replied that, there is no need to conduct the review since sufficient number of SC/ST candidates have got qualified in the JE LICE held on 18.12.2022. It is understood that, the Management is counting own merit SC/ST candidates also against the SC/ST quota posts. This is completely wrong as per the DoP&T instructions. Hence, BSNLEU has written letter to the CMD BSNL today, requesting him to review the matter. BSNLEU has also demanded an expeditious reply on the matter so that the Union can approach the appropriate constitutional authority for the settlement of the dispute.

BSNL Management is carrying out large scale outsourcing of works. The outsourcing of provisioning and maintenance of land lines has completely killed BSNL’s landline service. At one point of time, BSNL was doing extremely well in the FTTH segment. But today, even senior BSNL officers tell us confidentially that, the TIPs are diverting our customers to the private companies. BSNL is losing thousands of FTTH customers every month now. Management is outsourcing CSC works, even where we have sufficient employees to man the CSCs. 

Further, Management wants to outsource 90% of BSNL‘s works. If this is done, even the existing Non-Executives will not have any work to do and they will become surplus. So, trade union cannot close its eyes to these developments. Undoubtedly, trade union has to fight against mindless outsourcing of works being done by the Management.

पिछले 7 वर्षों से जेएओ एलआईसीई आयोजित नहीं किया गया  - "मानव संसाधन के पुनर्गठन" के तहत जेएओ पदों को बड़े पैमाने पर समाप्त कर दिया गया - BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर जेएओ एलआईसीई शीघ्र आयोजित करने के लिए कदम उठाने की मांग की।

BSNLEU ने आज सीएमडी बीएसएनएल को एक विस्तृत पत्र लिखकर जेएओ एलआईसीई के आयोजन के लिए शीघ्र कदम उठाने की मांग की है। आखिरी जेएओ एलआईसीई 2016 में आयोजित की गई थी। यह परीक्षा पिछले 7 वर्षों से आयोजित नहीं की गई है। कारण यह है कि जेएओ के कैडर में कोई वैकेंसी नहीं है। ऐसा इसलिए है, क्योंकि प्रबंधन ने 1,400 जेएओ पदों को एओ पदों में अपग्रेड कर दिया है। इसके अलावा, "मानव संसाधन के पुनर्गठन" के नाम पर जेएओ पदों को बड़े पैमाने पर समाप्त कर दिया गया है। वर्तमान में स्वीकृत जेएओ पद केवल 2,075 हैं जबकि आज कार्यरत जेएओ की संख्या 22,881 है। BSNLEU ने अपने पत्र में कहा है कि, जेएओ पदों को बेतरतीब तरीके से और बिना कोई वैज्ञानिक अध्ययन किए समाप्त कर दिया गया है। इसलिए, BSNLEU ने मांग की है कि, मानव संसाधन के पुनर्गठन की यथार्थवादी समीक्षा की जानी चाहिए, ताकि जेएओ एलआईसीई आयोजित करने के लिए पर्याप्त जेएओ पद सृजित किए जा सकें। 

BSNLEU has written a detailed letter to the CMD BSNL today, demanding to take early steps for the conducting of the JAO LICE. The last JAO LICE was conducted in 2016. This exam is not conducted for the past 7 years. The reason is that, there is no vacancy in the cadre of JAO. This is because, the Management has upgraded 1,400 JAO posts in to AO posts. Further, JAO posts are massively abolished in the name of “Restructuring of Manpower”. At present, the sanctioned JAO posts are only 2,075 whereas the number of JAOs working today is 22,881. BSNLEU has stated in it’s letter that, JAO posts have been abolished in a haphazard manner and without making any scientific study. Hence, BSNLEU has demanded that, a realistic review of the Restructuring of Manpower needs to be done, so that sufficient JAO posts are created for holding the JAO LICE. 

18.12.2022 को आयोजित विशेष जेटीओ एलआईसीई - पदोन्नति से इनकार करने वाले चयनित उम्मीदवारों के स्थान पर योग्य सूची के उम्मीदवारों पर विचार करें - BSNLEU ने सीएमडी बीएसएनएल को फिर से पत्र लिखा। 

18.12.2022 को आयोजित स्पेशल जेटीओ एलआईसीई में चयनित कई उम्मीदवारों ने अपनी पदोन्नति से इनकार कर दिया था। इसलिए, BSNLEU ने पहले ही मांग की है कि, योग्य सूची के उम्मीदवारों को उन उम्मीदवारों के स्थान पर प्रशिक्षण के लिए भेजा जाना चाहिए जिन्होंने अपनी पदोन्नति से इनकार कर दिया था। BSNLEU पहले ही इस मुद्दे पर सीएमडी बीएसएनएल के साथ एक बार चर्चा कर चुका है। इस मामले पर 02.11.2023 को महासचिव, BSNLEU द्वारा सीएमडी बीएसएनएल के साथ फिर से चर्चा की गई। बीएसएनएल के सीएमडी ने मामले पर गौर करने का आश्वासन दिया है। इसी क्रम में आज BSNLEU ने एक बार फिर सीएमडी बीएसएनएल को पत्र लिखा है। 

Many candidates selected in the Special JTO LICE held on 18.12.2022, had declined their promotion. Hence, BSNLEU has already demanded that, the candidates from the qualified list should be sent for training in the place of the candidates who had declined their promotion. BSNLEU has already discussed this issue with the CMD BSNL once. Again this matter was discussed by the GS, BSNLEU, with the CMD BSNL on 02.11.2023. The CMD BSNL has assured to look into the matter. In continuation of this, BSNLEU has once again written letter to the CMD BSNL today.

NE1 circle union conducted a successful Extended Circle Executive committee meeting at Shillong on 04-11-2023. The meeting was attended by the circle office bearers, district secretaries, and branch secretaries of NE1 circle. At the outset, the Union flag was hoisted by Com.P. Abhimanyu, GS. The meeting was presided over by Com.D.A.Shylla, Circle, President. Com. Shivjee Ray, Circle Secretary, welcomed everyone and placed the report on activities. Com. P. Abhimanyu, GS, delivered the inaugural address of this meeting. The General Secretary spoke at length covering all the important issues, including Wage Revision, delay in the launching of BSNL’s 4G and 5G services, the issues of various cadres, including obstacles in getting Rule 8 transfers for the DR JE’s, non-availability of posts in large number of circles for the JTO, JE, and TT LICEs. Com.Omkar Bhowmik, Organising Secretary (CHQ), addressed the meeting and spoke on various issues. This was followed by the deliberations of the delegates. In depth discussions took place on improvement of the quality of services, strengthening the Union, future of the Non-Executive cadres, etc. Finally, Com.P.Abhimanyu,GS, replied to the issues raised by the employees. Com.Shivjee Ray,CS, summed up the discussions. Com.D.A.Shylla, president, concluded the meeting with her presidential address.
