All comrades are aware that, the Hon’ble Supreme Court had given judgement on 26.07.2023, in respect of the employees recruited and sent for training by the DoT, before formation of BSNL. The Hon’ble Supreme Court upheld the order of the Hon’ble CAT, Chandigarh, wherein it is stated that these employees should be treated as DoT recruitees. However, the DoT did not take any action based on the order of the Hon’ble Supreme Court. BSNLEU has written many letters to the Secretary, DoT, demanding implementation of the decision of the Hon’ble Supreme Court. (BSNLEU’s letters dated 31.07.2023, 25.10.2023 and 15.02.2024). In this connection, the last letter was written by BSNLEU on 15.02.2024, addressed to the Secretary, DoT. On the next day itself, the DoT issued a letter to the CMD BSNL, regarding implementation of the Hon’ble Supreme Court order. In that letter, the DoT has stated that the Hon’ble CAT, Chandigarh judgement would be implemented only in respect of the parties who filed the case. The CHQ of BSNLEU is communicating this decision of the DoT to all the BSNL employees who were recruited and sent for training prior to the formation of BSNL. Copies of both the DoT letters mentioned above are enclosed. The affected comrades who are not covered by the Hon’ble CAT, Chandigarh, may take necessary legal action for getting the benefit of the order of the Hon’ble Supreme Court.  

वेतन वार्ता समिति की बैठक 05.03.2024 को आयोजित करने हेतु अधिसूचना जारी की गई ।

जैसा कि पहले ही बताया जा चुका है, *वेतन वार्ता समिति की बैठक 05.03.2024 को होगी।* बीएसएनएल कॉरपोरेट ऑफिस ने इस बैठक के आयोजन के लिए अधिसूचना जारी कर दी है। वेतन वार्ता समिति में BSNLEU के कर्मचारी पक्ष के सदस्यों से अनुरोध है कि वे अनिवार्य रूप से बैठक में भाग लें।

As has already been informed, a meeting of the Wage Negotiating Committee will be held on 05.03.2024. The BSNL Corporate Office has issued notification for holding this meeting. BSNLEU’s Staff Side members in the Wage Negotiating Committee are requested to attend the meeting without fail.

वेतन पुनरीक्षण समिति की बैठक 05.03.2024 को होगी - BSNLEU ने प्रबंधन को पत्र लिखकर गतिरोध तोड़ने का अनुरोध किया है।

वेतन वार्ता समिति की अगले दौर की बैठक 05.03.2024 को होने जा रही है। कर्मचारी इस बैठक में कोई अच्छा नतीजा देखने को लेकर काफी उत्सुक हैं। इसके लिए प्रबंधन को नोन एक्ज़ीक्यूटिव्स के नये वेतनमान के संबंध में 27.07.2018 को आयोजित वेतन वार्ता समिति की बैठक में पहले ही बनी सहमति का सम्मान करना चाहिए। BSNLEU ने आज निदेशक (मानव संसाधन) को पत्र लिखकर प्रबंधन से वेतन संशोधन समझौते को अंतिम रूप देने में सकारात्मक दृष्टिकोण दिखाने का अनुरोध किया है।

The next round of the Wage Negotiating Committee meeting is going to be held on 05.03.2024. Employees are very eager to see some good result in this meeting. For this, the Management should honour the agreement already reached in the Wage Negotiating Committee meeting held on 27.07.2018, regarding the new pay scales of the Non-Executives. BSNLEU has written letter to the Director (HR) today, requesting the Management to show a positive approach in finalising the Wage Revision agreement.

वेज नेगोशियेटिंग कमिटी की बैठक 05-03-2024 को होगी।

16.02.2024 को एक दिवसीय हड़ताल के लिए BSNLEU द्वारा जारी नोटिस की पृष्ठभूमि में डॉ. कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) बीएसएनएल ने BSNLEU  को बातचीत के लिए आमंत्रित किया है। 07.02.2024 को निदेशक (मानव संसाधन) और BSNLEU के बीच हुई बैठक में साथी पी.अभिमन्यु, महासचिव ने कटु शिकायत की थी कि वेतन संशोधन के मुद्दे पर बीएसएनएल प्रबंधन द्वारा अपनाया जा रहा नकारात्मक रवैया हड़ताल के पीछे कारण मुख्य में से एक था। पिछली नेशनल काउंसिल की बैठक में, कर्मचारी पक्ष ने बताया कि यूनियनों और प्रबंधन के बीच पहले से ही पारस्परिक रूप से सहमत नोन एक्ज़िक्यूटिव्स वेतनमान में कटौती करने की कोशिश में प्रबंधन का नकारात्मक रवैया था। उस बैठक में, तत्कालीन निदेशक (मानव संसाधन) श्री अरविंद वडनेरकर ने आश्वासन दिया कि यूनियनों के विचारों को वेज नेगोशियेटिंग कमिटी के प्रबंधन पक्ष को भेजा जाएगा। हालाँकि, उसके बाद वेज नेगोशियेटिंग कमिटी कभी नहीं बुलाई गई। यह शिकायत महासचिव, BSNLEU द्वारा 07.02.2024 को निदेशक (महासचिव) के साथ हुई बैठक में भी उठाई गई थी। इसके आधार पर निदेशक (मानव संसाधन) ने वेज नेगोशियेटिंग कमिटी की बैठक आयोजित करने का आश्वासन दिया था। प्रबंधन ने अब *05.03.2024 को वेज नेगोशियेटिंग कमिटी की बैठक* आयोजित करने की अधिसूचना जारी कर दी है। इस बैठक में BSNLEU  के सदस्य भाग ले रहे हैं।

In the backdrop of the notice issued by BSNLEU for one day strike on 16.02.2024, Dr. Kalayan Sagar Nippani, Director (HR) BSNL, invited BSNLEU for talks. In the meeting held between the  Director (HR) and BSNLEU on 07.02.2024, Com.P.Abhimanyu, GS, bitterly complained that the negative attitude being adopted by the BSNL Management, on the issue of Wage Revision, was one of the main reasons behind the strike. In the last National Council meeting, the Staff Side pointed out that the negative attitude of the Management in trying to cut down the Non-executive pay scales already mutually agreed between the Unions and the Management. In that meeting, the Shri Arvind Vadnerkar, the then Director (HR) assured that the views of the Unions would be referred to the Management Side of the Wage Negotiating Committee. However, the Wage Negotiating Committee was never convened thereafter. This complaint was also raised by the GS, BSNLEU, in the meeting held with the Director (HR) on 07.02.2024. Based on this, the Director (HR) assured that the Wage Negotiating Committee meeting would be held. The Management has now issued notification for holding the Wage Negotiating Committee meeting on 05.03.2024. Members of BSNLEU are participating in this meeting.

BSNL Management has imposed Ban on the Compassionate Ground Appointments (CGA)  from April 2019. BSNLEU is continuously pressing on the Management to relax the Ban on the CGA. BSNL EU is demanding that, the Ban on CGA should be relaxed at least for giving jobs to the dependents of the Covid victims and also the employees who died in accidents while on duty. However, the Management has not lifted the Ban on CGA. Hence, today, once again BSNLEU has written letter to the CMD BSNL demanding to relax the Ban imposed on CGA.

ईटीपी के 227 रेग्युलर मजदूर को पूर्वव्यापी रूप से टीएसएम दर्जा जारी करना - दूरसंचार विभाग ने नकारात्मक निर्णय लिया है।

BSNLEU लगातार मांग कर रहा है कि, ईटीपी (सीएनटीएक्सई) के 227 रेग्युलर मजदूर को पूर्वव्यापी रूप से टीएसएम स्थिति के साथ आदेश जारी किया जाना चाहिए। इन 227 कर्मचारियों को बीएसएनएल के गठन से पहले टीएसएम का दर्जा जारी किया जाना चाहिए था। हालांकि, प्रशासन की ओर से हुई चूक के कारण उन्हें टीएसएम का दर्जा जारी नहीं किया गया। इन परिस्थितियों में, माननीय कलकत्ता उच्च न्यायालय ने दूरसंचार विभाग को उनके मामले पर विचार करने का निर्देश दिया था। BSNLEU भी दृढ़ता से मांग कर रहा है कि सभी 227 रेग्युलर मजदूर को पूर्वव्यापी रूप से टीएसएम स्टेटस के साथ आदेश जारी किया जाना चाहिए और उसके आधार पर उन्हें प्रेसिडेंशियल आदेश भी जारी किए जाने चाहिए। इन परिस्थितियों में, सीएचक्यू को पता चला है कि, दूरसंचार विभाग ने 227 आरएम को टीएसएम दर्जा जारी करने के खिलाफ निर्णय लिया है।
