वेईज नेगोशियेटिंग कमिटी की बैठक में देरी।

जैसा कि सभी साथियों को पता है, BSNLEU का सीएचक्यू जल्द से जल्द वेईज रिवीज़न समझौते पर हस्ताक्षर करने के लिए गंभीर प्रयास कर रहा है। सभी जानते हैं कि नॉन एक्ज़ीक्यूटिव्स के नए वेतनमानों को लेकर वेईज नेगोशियेटिंग कमिटी में गतिरोध बना हुआ है। BSNLEU इस बात पर जोर दे रहा है कि 27.07.2018 को आयोजित बैठक में पहले से तय नए वेतनमान को लागू किया जाना चाहिए। हालांकि,  वेईज नेगोशियेटिंग कमिटी में प्रबंधन पक्ष छोटे वेतनमान को लागू करना चाहता है। इस गतिरोध को तोड़ने के लिए BSNLEU ने सीएमडी बीएसएनएल के साथ 05.09.2024 और निदेशक (मानव संसाधन) के साथ 06.09.2024 को चर्चा की है। फिर से, BSNLEU ने इस मुद्दे पर सीएमडी बीएसएनएल और निदेशक (मानव संसाधन) के साथ 28.10.2024 को आयोजित बैठक में विस्तार से चर्चा की है। इन परिस्थितियों में वेइज नेगोशियेटिंग कमिटी की पिछली बैठक साथी शेषाद्रि, उप महासचिव, एनएफटीई और वेईज नेगोशियेटिंग कमिटी के सदस्य की आकस्मिक मृत्यु के कारण नहीं हो सकी थी। इसके बाद BSNLEU ने नवंबर के पहले सप्ताह में अगली बैठक आयोजित करने के लिए गंभीर प्रयास किए। बैठक आयोजित करने की तारीख पर BSNLEU द्वारा प्रिंसिपल जनरल मैनेजर (एसआर) के साथ बार-बार चर्चा की गई श्री सौरभ त्यागी, चीफ जनरल मैनेजर, जेएंडके सर्कल, वेईज नेगोशियेटिंग कमिटी के एक अन्य सदस्य हैं, उनके पिता का 04.11.2024 को निधन हो गया है और श्री सौरभ त्यागी छुट्टी पर चले गए हैं। उपर्युक्त घटनाक्रमों के कारण वेईज नेगोशियेटिंग कमिटी की बैठक आयोजित करने में देरी हुई है। BSNLEU वेईज नेगोशियेटिंग कमिटी की अगली बैठक जल्द से जल्द आयोजित करने का पूरा प्रयास करेगा। 

BSNLEU has already taken up with the Corporate Office, the issue of non-issuance of Presidential Order to late Shri G. Anthony Selvaraj, TM, Mangalore. Non-issuance of Presidential Order to late Shri G. Anthony Selvaraj, is purely an administrative lapse and not due to any mistake committed by the late official. Based on the intervention of BSNLEU, the Corporate Office directed the CGM Office, Karnataka circle, to send all the relevant details related to issuing Presidential Order to late Shri G. Anthony Selvaraj. The CGM Office, Karnataka circle also has sent all the necessary details to the Corporate Office. In this backdrop, BSNLEU has once again written letter to the PGM(Estt.), Corporate Office, today, requesting to take steps on priority basis, for the early  issuing of Presidential Order to late Shri G. Anthony Selvaraj.

As all comrades are aware, the CHQ of BSNLEU is taking serious efforts for the signing the Wage Revision agreement at the earliest. Everyone knows that, a dead-lock is prevailing in the Wage Negotiating Committee, regarding the new pay scales of the Non-Executives. BSNLEU is insisting that the new pay scales, already finalised in the meeting held on 27.07.2018, should be implemented. However, the Management Side in the Wage Negotiating Committee wants to implement shorter pay scales. To break this deadlock, BSNLEU has conducted discussions with the CMD BSNL on 05.09.2024 and with the Director (HR) on 06.09.2024. Again, BSNLEU has discussed this issue in detail with the CMD BSNL and the Director (HR) in the meeting held on 28.10.2024. Under these circumstances, the last meeting of the Wage Negotiating Committee could not be held due to the sudden death of Com.Sheshadri, Dy.GS, NFTE and also a member of the Wage Negotiating Committee. Thereafter, BSNLEU took serious efforts to conduct the next meeting in the first week of November. The date for conducting the meeting is repeatedly discussed by BSNLEU, with the PGM(SR). It was agreed to conduct the meeting in the first week of November, 2024. However, it is reported that, all of a sudden, the Chairman of the Wage Negotiating Committee has become ill (heart attack). Shri Saurabh Tyagi, CGM, J&K circle, is another member of the Wage Negotiating Committee. His father has passed away on 04.11.2024 and Shri Saurabh Tyagi went on leave. Due to the above mentioned developments, conducting of the Wage Negotiating Committee meeting has got delayed.  BSNLEU will take it’s best efforts to conduct the next meeting of the Wage Negotiating Committee as early as possible.

As has already been announced, the BSNL Casual Contract Workers Federation (BSNLCCWF) has given call to organise demonstrations and submission of memorandum to the RLC / LEO, tomorrow the 05.11.2024, demanding settlement of the issues of the casual and contract workers. The Kolkata CEC meeting of BSNLEU has decided to jointly organise all the calls of the BSNLCCWF, for the settlement of the demands of casual and contract workers. Hence, all the circle and district unions of BSNLEU are requested to take the initiative for organising demonstrations tomorrow and also for submitting the memorandum to the RLC / LEO. Copy of the memorandum is enclosed.  

जिन सर्किलों में जेई के पद रिक्त हैं, वहां के अभ्यर्थियों के लिए विशेष जेई एलआईसीई आयोजित करें-BSNLEU ने निदेशक (एचआर) को लिखा पत्र।

हाल ही में जेई एलआईसीई आयोजित की गई थी। लेकिन, रिक्त पद न होने के कारण कई सर्किलों के अभ्यर्थी इस जेई एलआईसीई में शामिल नहीं हो पाए थे। ऐसा पहली बार नहीं हो रहा है। इससे पहले भी जेई एलआईसीई आयोजित की गई थी, लेकिन रिक्त पद न होने के कारण कई सर्किलों के अभ्यर्थी परीक्षा में शामिल नहीं हो पाए थे। इसलिए, BSNLEU ने आज निदेशक (एचआर) को पत्र लिखकर कुछ समय पहले आयोजित विशेष जेटीओ एलआईसीई की तर्ज पर विशेष जेई एलआईसीई आयोजित करने की मांग की है। इस प्रस्ताव के अनुसार, जिन सर्किलों में रिक्त पद उपलब्ध नहीं हैं, वहां के अभ्यर्थियों को अन्य सर्किलों में रिक्त पदों के सापेक्ष परीक्षा में शामिल होने और उन सर्किलों में जेई के रूप में चयनित होने का अवसर मिलेगा।

Recently, the JE LICE was conducted. However, candidates of many circles could not appear in this JE LICE, due to non-availability of vacancy. This is not the first time that, such development is taking place. Previously also, JE LICE was conducted, but the candidates of a number of circles could not appear in the exam, due to non -availability of vacancy. Hence, BSNLEU has written letter to the Director (HR) today, demanding to hold a special JE LICE, on the same analogy, as the special JTO LICE was conducted sometime back. According to this proposal, candidates of the circles where vacant post are not available, will get an opportunity to appear in the exam, against the vacancies in other circles and get selected as JE in those circles.

जेई कैडर में किए गए विभाजन को हटाएं - सभी जेई को जिला कैडर मानें - BSNLEU ने निदेशक (मानव संसाधन) को लिखा पत्र।

पहले जेई कैडर एसएसए कैडर था। सभी जेई को एसएसए कैडर माना जाता था। हालांकि, बाद में जेई कैडर को दो भागों में विभाजित कर दिया गया। 2014 से पहले भर्ती किए गए जेई को एसएसए कैडर माना जाता है। 2014 के बाद भर्ती किए गए जेई को सर्कल कैडर माना जाता है। जेई कैडर की स्थिति में इस दोहरेपन से कंपनी को किसी भी तरह से लाभ नहीं हुआ है। हालांकि, इस विभाजन ने भ्रम पैदा किया है और जेई को यह पसंद नहीं आ रहा है। आज BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर यह सुनिश्चित करने के लिए कार्रवाई करने की मांग की है कि पूरे जेई कैडर को जिला कैडर माना जाए।

Earlier, the JE cadre was an SSA cadre. Entire JEs were treated as SSA cadre. However, subsequently, the JE cadre was divided into two parts. Those JEs recruited prior  to 2014 are treated as SSA cadre. The JEs recruited after 2014 are treated as circle cadre. This duality in the status of the JE cadre has not benefited the Organisation in any manner. However, this division has created confusion and is not being liked by the JEs. Today BSNLEU has written letter to the Director (HR), demanding to take action to ensure that, the entire JE cadre is treated as the district cadre.

Deepavali, the festival of lights, celebrates the triumph of light over darkness, good over evil, and hope over despair. The festival is marked by the lighting of lamps, bursting of crackers, exchanging sweets, and sharing heartfelt wishes with loved ones.
