सर्किल यूनियनों को कैलेंडर भेजे गए।

सीएचक्यू ने वर्ष 2025 के लिए टेबल कैलेंडर छपवाए हैं। ये कैलेंडर सभी सर्किल सचिवों को रजिस्टर्ड डाक से भेजे जा चुके हैं। ये कैलेंडर सर्किल सचिव, सीएचक्यू पदाधिकारियों और जिला सचिवों के लिए हैं। सर्किल सचिवों से अनुरोध है कि वे संलग्न सूची के अनुसार कैलेंडर भेजने के लिए कदम उठाएं।

Recently, BSNLEU has nominated Com.Abhishek Rana, JE, West Bengal circle, to the Staff Side of the National Council. Management has accepted this nomination and has issued letter, which is enclosed for information.

The Parliamentary Committee on Public Undertakings has advised BSNL to take the help of foreign companies, to solve the problems that the Company is facing in providing 4G service. TCS, an Indian company is supplying 4G equipments to BSNL. Out of the total 1 lakh BTSs, 62,000 BTSs are already installed. But, customers are facing a lot of problems and are not getting satisfactory 4G service. To overcome these problems, the Parliamentary Committee has advised BSNL to take the help of foreign companies. Originally, BSNL wanted to procure 4G equipments from foreign companies like Nokia, Erricsson and Samsung. But, government forced BSNL to procure 4G equipments only from an Indian company. Now, to overcome the problems faced in the equipments supplied by the Indian company, Parliamentary Committee has advised BSNL to take the help of foreign companies. Really a good humour.

बीएसएनएल में दूसरा वीआरएस.

बीएसएनएल में दूसरे वीआरएस को लेकर काफी समय से अफवाहें चल रही हैं। कंपनी के शीर्ष अधिकारियों ने कहा है कि दूसरे वीआरएस का कोई प्रस्ताव नहीं है। हालांकि, ऐसा प्रतीत होता है कि बीएसएनएल प्रबंधन दूसरे वीआरएस को लागू करने के लिए कदम उठा रहा है। हम आधिकारिक तौर पर इसकी पुष्टि नहीं कर सकते। लेकिन खबर सच प्रतीत होती है। तीन बार वीआरएस लागू करने के बाद भी एमटीएनएल टिक नहीं सका। बीएसएनएल में दूसरा वीआरएस लागू करके सरकार कंपनी के खर्च में कटौती करना चाहती है। लेकिन, यह गंभीर चिंता का विषय है कि न तो सरकार और न ही प्रबंधन कंपनी के राजस्व को बढ़ाने के लिए सार्थक कदम उठा रहा है। बीएसएनएल को विदेशी कंपनियों से 4G उपकरण खरीदने की अनुमति नहीं दी गई, जिनके पास सिद्ध तकनीक है। सरकार ने बीएसएनएल को टीसीएस से 4G उपकरण खरीदने के लिए मजबूर किया। रिपोर्ट्स कहती हैं कि एक लाख 4G बीटीएस में से 62,000 बीटीएस पहले ही स्थापित हो चुके हैं जब यह स्थिति है तो बीएसएनएल का राजस्व कैसे बढ़ सकता है ? एक बात तो साफ है, सरकार नहीं चाहती कि बीएसएनएल मुनाफा कमाने वाली कंपनी बन जाए। दूसरी वीआरएस लागू करना भविष्य में कंपनी को निजी कंपनियों को सौंपने के लिए कर्मचारियों की संख्या में कटौती करने के अलावा और कुछ नहीं है। 

CHQ has printed table calendars for the year 2025. These calendars are already despatched to all the circle secretaries by registered post. The calendars are meant for the circle secretary, CHQ office bearers and district secretaries. Circle secretaries are requested to kindly take steps for despatching the calendars, as per the list attached.

Rumours are going on for quite some time about implementation of 2^nd VRS in BSNL. Top officers of the Company have stated that there is no proposal for 2^nd VRS. However, it appears that, BSNL Management is taking steps for implementing 2^nd VRS. We cannot officially confirm this. But the news appears to be true. MTNL could not survive even after implementation of VRS 3 times. By implementing 2^nd VRS in BSNL, government wants to cut down the expenditure of the Company. But, it is a matter of serious concern that, neither the government nor the Management is taking meaningful steps for increasing the revenue of the Company. BSNL was not allowed to procure 4G equipments from foreign companies which are having proven technology. Government forced BSNL to procure 4G equipments from TCS. Reports say that, out of the one lakh 4G BTSs, 62,000 BTSs are already installed. However, BSNL customers are neither getting good quality voice call nor good data service. When this is the situation, how BSNL’s revenue can increase? One thing is clear. Government does not want BSNL to become a profit making Company. Implementation of 2^nd VRS is nothing but cutting down the manpower for handing over the Company to private corporates in future. 

A meeting of the Joint Committee for Wage Revision is held today. Shri Saurabh Tyagi, new Chairman of the Committee, presided over. From the Staff Side, all members from BSNLEU and NFTE attended. The PGM (SR) briefed on the deliberations that took place in the last meeting of the Committee held on 22.03.2024. Thereafter, discussions started on finalising the new pay scales. The Staff Side members of both BSNLEU and NFTE insisted that the pay scales finalised on 27.07.2018 should be implemented. But, Management Side was not prepared to accept this. After much deliberations, an understanding is reached. As per this, the Staff Side will submit live cases of stagnation based on 5% fitment. The Staff Side assured to submit these details by 30th December, 2024. Immediately, thereafter, an informal discussion will take place between the Staff Side and Management Side. Based on this discussion, new pay scales will be finalised. We hope that the decision taken in today’s meeting will help to overcome the deadlock that is prevailing in the settlement of Wage Revision of the Non-Executives.

वेईज रिविज़न कमिटी की बैठक।

वेईज रिविज़न के लिए जॉइंट कमिटी की बैठक आज हुई। कमिटी के नए अध्यक्ष श्री सौरभ त्यागी ने अध्यक्षता की। स्टाफ की ओर से BSNLEU और एनएफटीई के सभी सदस्य शामिल हुए। प्रिंसिपल जनरल मैनेजर (एसआर) ने 22.03.2024 को हुई कमिटी की पिछली बैठक में हुए विचार-विमर्श की जानकारी दी। इसके बाद नए वेतनमानों को अंतिम रूप देने पर चर्चा शुरू हुई। BSNLEU और एनएफटीई दोनों के स्टाफ पक्ष के सदस्यों ने जोर देकर कहा कि 27.07.2018 को अंतिम रूप दिए गए वेतनमानों को लागू किया जाना चाहिए। लेकिन प्रबंधन पक्ष इसे मानने के लिए तैयार नहीं था। काफी विचार-विमर्श के बाद सहमति बनी। इसके अनुसार स्टाफ पक्ष 5% फिटमेंट के आधार पर स्थगन के लाइव मामले प्रस्तुत करेगा। स्टाफ पक्ष ने 30 दिसंबर, 2024 तक ये विवरण प्रस्तुत करने का आश्वासन दिया। इसके तुरंत बाद स्टाफ पक्ष और प्रबंधन पक्ष के बीच अनौपचारिक चर्चा होगी। इस चर्चा के आधार पर नए वेतनमानों को अंतिम रूप दिया जाएगा। हमें उम्मीद है कि आज की बैठक में लिए गए निर्णय से नॉन एक्ज़ीक्यूटिव्स के वेतन संशोधन के निपटारे में व्याप्त गतिरोध को दूर करने में मदद मिलेगी। 

श्री सुधाकर राव पापा को निदेशक (एंटरप्राइज) नियुक्त किया गया.

मंत्रिमंडल की नियुक्ति समिति ने श्री सुधाकर राव पापा को बीएसएनएल के निदेशक (एंटरप्राइज) के रूप में नियुक्त करने की मंजूरी दे दी है। वे 5 वर्ष की अवधि के लिए इस पद पर रहेंगे।
