BSNLEU is consistently pressurising the BSNL Management to hold the various LICEs for the Non-Executives. However, the Management has linked the holding of the LICEs with the Restructuring of Manpower process. Initially, August 15th, 2021, was fixed as the deadline for completing the Restructuring. However, two months have already lapsed after the deadline. Hence, BSNLEU has written to the CMD BSNL today, demanding immediately hold the LICEs of the Non-Executives.
View letterThe IDA increase w.e.f. 01.07.2021 and 01.10.2021has not been announced by the DPE so far. As a result of this, even the IDA increase that has become due w.e.f. 01.07.2021 and 01.10.2021, has not been paid to the BSNL employees. Normally, the DPE used to announce the increase in the IDA promptly. In view of this, BSNLEU has written letter to the Secretary, DPE, today, to immediately take steps, so that the DPE announces the IDA increase w.e.f. 01.07.2021 and 01.10.2021without further delay.
View letterThere is inordinate delay in the payment of the medical bills of the serving and retired BSNL employees. The medical bills of the retired employees is not paid from April, 2019 onwards, which means there is a delay of two and half years. The medical bills of the serving employees is not paid from April, 2020. There is one and half years delay in respect of the serving employees. This issue has been raised a number of times with the CMD BSNL. Every time, the strained financial condition of the Company is being shown as the reason for the non-payment of the bills. BSNLEU has written to the CMD BSNL today, demanding immediate payment of all the pending medical bills.
View letterAll are aware that, BSNLEU raised the demand for the implementation of a Health Insurance Scheme to the willing BSNL employees. The BSNL Management also took speedy action and signed an MoU with the New India Assurance, for the implementation of Health Insurance Scheme for the willing employees. More than 17,000 employees opted for the Scheme. The Management told that, the Health Insurance would be implemented from 01.09.2021. However, the same has not happened. We learn that, the Corporate Office of the New India Assurance has not approved the MoU signed between BSNL and the Regional Unit of the New India Assurance. BSNLEU is repeatedly taking up the issue with the Director (HR) for the early implementation of the Health Insurance Scheme. Today, once again BSNLEU has written to the Director (HR) to take necessary steps for the early implementation of the Health Insurance Scheme.

बीएसएनएलईयू-BSNLEU लगातार लगभग ४०० टीएसएम-TSM लिए प्रेसिडेंशियल ओर्डर जारी करवाने की कोशिश कर रहा है जिन्हें सीधे दूरसंचार तकनीशियनों-Telecom Technician के रूप में पदोन्नत किया गया था । काफी देरी के बाद फाइल डीओटी-DOT को भेजी गई थी । हालांकि, डीओटी-DOT ने फाइल बिना कोई कार्रवाई किये बीएसएनएल-BSNL को लौटा दी है । प्रभावित कर्मचारी सेवानिवृत्त हो रहे हैं। बीएसएनएलयू-BSNLEU ने निदेशक (एचआर) बीएसएनएल- Direcotr (HR), BSNL को पत्र लिखकर इस मुद्दे को एक बार फिर से डीओटी-DOT के उच्चतम स्तर के साथ उठाने का अनुरोध किया है।
BSNLEU and the AUAB are continuously pressing upon the BSNL Management, to resume the negotiations for the Wage Revision of the Non-Executives. The Chairman of the Wage Negotiation Committee, Shir H.C. Pant, has already retired from service. Similarly, some members of the Management Side, as well as the Staff Side, have also retired / gone on VRS. Hence, the Wage Negotiation Committee has to be reconstituted. BSNLEU has written to the Director (HR), demanding immediate reconstitution of the Wage Negotiation Committee.
View letterBSNLEU is continuously trying to get Presidential Orders issued for around 400 TSMs who had directly been promoted as Telecom Technicians. After much delay, the file was sent to the DoT. However, the DoT has returned the file to BSNL, without applying it’s mind properly. The affected employees are retiring. BSNLEU has written to the Director (HR) BSNL, requesting to take up this issue once again with the highest level of the DoT.
View letterIn the case filed by BSNLEU, on 17.02.2021, the Hon’ble Kerala High Court ordered that IDA increase, w.e.f. 01.10.2020, should be paid to the Non-Executives of BSNL. On 02.08.2021 the DPE released the details of IDA increase, w.e.f. 01.10.2020. On 03.08.2021 itself, BSNLEU wrote to the CMD BSNL, demanding to immediately pay the IDA arrears to the Non-Executives. However, it took more than two months for the CMD BSNL to approve the file for the payment of IDA arrears. Still, no one knows when the actual payment will be made. BSNLEU has written to the CMD BSNL today, demanding to immediately take steps for the payment of IDA arrears.
View letterBSNL has introduced a “Career Progression Policy” on 01.05.2008, for the Sports Personnel working in BSNL. According to this Policy, outstanding sports personnel in international and national level tournaments are to be given with promotions. The Policy says that, names of the eligible sports persons should be called for every year and the same should be sent to the Corporate Office with recommendations. However, practically, the Corporate Office has held up the promotions of the eligible sports personnel. BSNLEU is continuously pressurising the Management to implement the Career Progression Policy. Once again, BSNLEU has written to the CMD BSNL yesterday, demanding prompt action on this matter.
View letterA large number of employees have been subjected to “pick and choose” transfers in Ludhiana SSA, within a few months. No norms has been adopted in these transfer and postings. Members of BSNLEU and women employees are being targeted by the GMTD, Ludhiana. The matter has been taken to the notice of the CGM, Punjab circle. However, he has not intervened. Hence, BSNLEU has written to the Director (HR) yesterday, and has requested his intervention.
