दूरसंचार विभाग द्वारा भर्ती कर प्रशिक्षण के लिए भेजे गए कर्मचारी - माननीय सुप्रीम कोर्ट के 26-07-2024 के आदेश के लाभ से वंचित - BSNLEU ने श्री ज्योतिरादित्य को पत्र लिखा सिंधिया, माननीय संचार मंत्री और उनके हस्तक्षेप की मांग की।

बीएसएनएल कर्मचारियों का एक वर्ग मूल रूप से दूरसंचार विभाग द्वारा भर्ती कर प्रशिक्षण के लिए भेजा जाता है। हालांकि, जब तक वे अपना प्रशिक्षण पूरा करते हैं, तब तक बीएसएनएल का गठन हो चुका होता है। उन सभी कर्मचारियों की नियुक्ति बीएसएनएल में की जाती है। हालांकि, चूंकि वे दूरसंचार विभाग द्वारा भर्ती किए गए हैं, इसलिए उन्हें दूरसंचार विभाग द्वारा भर्ती किया जाना चाहिए था और उन्हें प्रेसिडेंशियल ऑर्डर जारी किया जाना चाहिए था। लेकिन, उन्हें केवल बीएसएनएल द्वारा भर्ती किया गया माना गया। BSNLEU ने उनका मामला उठाया और बीएसएनएल प्रबंधन और दूरसंचार विभाग के समक्ष बहस की। हालांकि, दूरसंचार विभाग ने BSNLEU की मांग को स्वीकार नहीं किया। इस स्थिति में, प्रभावित कर्मचारियों के एक वर्ग ने माननीय कैट की विभिन्न पीठों से संपर्क किया। माननीय कैट ने प्रभावित कर्मचारियों के पक्ष में फैसला सुनाया। इन निर्णयों के खिलाफ, बीएसएनएल ने संबंधित माननीय उच्च न्यायालयों में अपील की। ​​सभी माननीय उच्च न्यायालयों ने भी कर्मचारियों के पक्ष में निर्णय दिया। इसके बाद, बीएसएनएल प्रबंधन ने भारत के माननीय सर्वोच्च न्यायालय में अपील की। ​​अंत में, 26-07-2023 को भारत के माननीय सर्वोच्च न्यायालय ने भी प्रभावित कर्मचारियों के पक्ष में निर्णय सुनाया। लेकिन, 22-2-2024 को डीओटी ने एक आदेश जारी किया जिसमें कहा गया कि 26-07-2024 के माननीय सर्वोच्च न्यायालय के आदेश का लाभ केवल उन कर्मचारियों के संबंध में लागू किया जाएगा जिन्होंने अदालत में मामला दायर किया था। यह आदेश उन प्रभावित कर्मचारियों को माननीय सर्वोच्च न्यायालय के आदेश का लाभ देने से इनकार करता है जिन्होंने अदालत का दरवाजा नहीं खटखटाया। BSNLEU लगातार इस मुद्दे को बीएसएनएल प्रबंधन और दूरसंचार विभाग के सामने उठा रहा है। आज BSNLEU ने एक बार फिर माननीय संचार मंत्री श्री ज्योतिरादित्य सिंधिया को पत्र लिखकर इस मामले में हस्तक्षेप करने तथा माननीय सर्वोच्च न्यायालय के दिनांक 26-07-2023 के आदेश का क्रियान्वयन प्रभावित कर्मचारियों तक सुनिश्चित करने का अनुरोध किया है, चाहे उन्होंने न्यायालय में मामला दायर किया हो या नहीं।

A section of the BSNL employees are originally recruited and sent for training by the DoT. However, by the time they completed their training, BSNL is formed. All those employees are appointed in BSNL. However, since they are recruited by the DoT, they should have been treated as DoT recruitees and Presidential Orders should have been issued to them. But, they were treated as BSNL recruitees only. BSNLEU took up their case and argued before BSNL Management and the DoT. However, DoT did not accept BSNLEU's demand. Under this situation, a section of the affected employees approached various benches of the Hon'ble CAT. Hon'ble CATs delivered judgement in favour of the affected employees. Against these judgements, BSNL appealed in the respective Hon'ble High Courts. All the Hon'ble High courts also gave judgment in favour of the employees. Thereafter, BSNL Management appealed in the Hon'ble Supreme Court of India. Finally, on 26-07-2023, the Hon'ble Supreme Court of India also delivered judgement in favour of the affected employees. But, on 22-2-2024, the DoT issued an order stating that, the benefit of the Hon'ble Supreme Court order dated 26-07-2024 would be implemented only in respect of the employees who filed case in the court. This order denies the benefit of the Hon'ble Supreme Court order to the affected employees who did not approach the court. BSNLEU is continuously raising this issue with the BSNL Management and the DoT. Today, BSNLEU has once again written letter to shri Jyotiraditya Scindia, Hon'ble Minister of Communications, requesting him to intervene in this matter and to ensure implementation of the order of the Hon'ble Supreme Court dated 26-07-2023, to the affected employees, irrespective of whether they have filed case in the court or not.

The All India Conference of SEWA BSNL was held at New Delhi on 19^th November, 2024 in Dr. Ambedkar International Centre. Com.N.D.Ram, General Secretary, SEWA BSNL, welcomed everyone. On behalf of BSNLEU, Com.Animesh Mitra, President, attended this conference and addressed the Open Session. In his address, Com. Animesh Mitra explained about the anti-BSNL policies of the government and also explained how BSNL employees are being denied of their Wage Revision. The Conference was also addressed by the leaders of other unions and associations of BSNL. The CHQ of BSNLEU heartily congratulates SEWA BSNL for its successful All India Conference. BSNLEU also greets the newly elected office bearers of SEWA BSNL.

In the BSNL Athletics meet, held in Guwahati from 11^th to 13^th November, 2024, a good number of BSNLEU office bearers have won medals. Yesterday we gave some details. Apart from that, Com.Puneet Kumar, Circle Secretary, BSNLEU, UP (West), has won Gold medal in the 81 kg weightlifting. He has also won Silver medal in the 93 kg powerlifting. CHQ heartily congratulates Com.Puneet Kumar, for winning double medals. Apart from this, Com.P.Thangaraj, TT, Salem, Tamil Nadu, has won Silver medal in powerlifting. Com.J. Edukondalu, ADS, BSNLEU, Nalgonda, Telangana circle, has won Bronze medal in the 120 kg category weightlifting.  

मोबाइल हैंडसेट की लागत की प्रतिपूर्ति की सुविधा छूटे हुए नॉन एक्ज़ीक्यूटिव केडर के लोगों को भी मिले – BSNLEU ने निदेशक (मानव संसाधन) को लिखा पत्र।

दिनांक 07.05.2024 को बीएसएनएल प्रबंधन ने मोबाइल हैंडसेट की लागत की प्रतिपूर्ति की वित्तीय सीमा को बढ़ाते हुए पत्र जारी किया। इसके तत्काल बाद 08.05.2024 को BSNLEU ने प्रबंधन को एक कड़ा पत्र लिखकर मांग की कि मोबाइल हैंडसेट की लागत की प्रतिपूर्ति की सुविधा सभी नॉन एक्ज़ीक्यूटिव केडर को भी दी जाए। इसके बाद BSNLEU ने कई मौकों पर प्रबंधन के समक्ष इस मांग को जोरदार तरीके से उठाया। दिनांक 08.11.2024 को साथी पी अभिमन्यु, महासचिव ने निदेशक (मानव संसाधन) के साथ बैठक की। उस बैठक में प्रबंधन ने बताया कि जेई संवर्ग को मोबाइल हैंडसेट की लागत की प्रतिपूर्ति की सुविधा देने के लिए कार्रवाई की जा रही है। महासचिव ने प्रबंधन के इस निर्णय का स्वागत किया। साथ ही उन्होंने पुरजोर मांग की कि यह सुविधा सीनियर टीओए, टीटी और एटीटी सहित नॉन एक्ज़ीक्यूटिव की अन्य सभी केडर को भी दी जानी चाहिए। आज BSNLEU ने निदेशक (मानव संसाधन ) को एक विस्तृत पत्र लिखकर छूटे हुए नॉन एक्ज़ीक्यूटिव केडर को भी मोबाइल हैंडसेट की लागत प्रतिपूर्ति की सुविधा देने की मांग की है। BSNLEU इस मांग को प्रबंधन के समक्ष तब तक उठाता रहेगा, जब तक इसका समाधान नहीं हो जाता।
