A formal meeting was held with the Director (HR) on 18.02.2026 following submission of a memorandum on 05.02.2026 highlighting the burning issues of Non-Executives and demanding their immediate settlement. The discussion lasted for more than one hour, during which over 15 important issues were taken up with the Management. The Staff Side strongly expressed its resentment and dissatisfaction over the prolonged delay in resolving these matters. The Staff Side was represented by Com. Animesh Mitra, General Secretary, BSNLEU, Com. Chandeshwar Singh, General Secretary, NFTE BSNL Com. M. Vijayakumar, President, BSNLEU, Com. Irfan Pasha, Treasurer, BSNLEU (CHQ), Com. Ashwin Kumar, AGS, BSNLEU, Com. Uttam Kumar, Dy.GS, NFTE BSNL and Com. Mahavir Singh, Secretary, NFTE BSNL (CHQ). From the official side, the meeting was attended by Dr. Kalyan Sagar Nippani, Director (HR), Shri S.P. Singh, PGM (Estt) and Shri Rajeevi Kaushik, PGM (SR). 

 

At the outset, the Director (HR) confirmed that the BSNL Board has approved the Wage Agreement for Non-Executives and that the minutes were issued on Monday. It was further informed that the same will be forwarded to the DoT at the earliest. While thanking the Management for approving the Wage Agreement, the Staff Side recorded strong protest and expressed serious grievances regarding the delay and lack of progress in settling several long-pending issues. It was pointed out that many of these issues have already been discussed in the National Council as well as in earlier formal meetings with both Recognised Unions, but the Management has adopted varying approaches without arriving at concrete solutions. During the discussion, the Director (HR) and the official side assured that necessary action will be taken to settle the issues within a time frame extending up to March 2026. The Staff Side is awaiting the written minutes from the Management. It was also clearly conveyed that if the issues are not resolved within the assured timeframe, the Staff Side will be compelled to launch future agitational programmes to draw the attention of the CMD, BSNL.

It is unfortunate that some Circle Unions are yet to submit the strike report to the CHQ. Although the Management has already released data regarding absenteeism on the day of the strike, more than four days have passed and complete reports from all circles are still pending. So far, CHQ has received participation details from Assam, Andhra Pradesh, Chennai Telephones, Gujarat, Karnataka, Kerala, Calcutta Telephones, Madhya Pradesh, Maharashtra, NE-I, Rajasthan, Tamil Nadu, Telangana, Uttarakhand, West Bengal, and Sikkim circles. However, strike particulars from 14 circles are still awaited. This delay is creating difficulties for CHQ in conducting a proper and comprehensive analysis of the strike review. Therefore, all concerned Circle Secretaries are once again requested to treat this matter as urgent and submit the strike particulars to CHQ without any further delay.

A Formal meeting with the Director (HR) is scheduled to be held on 18th February, 2026, at the Corporate Office to discuss and resolve the pending and burning issues concerning Non-Executives. Both the recognised unions have already submitted memoranda highlighting the pending issues. Subsequently, the SR Section has sought the latest status of individual cases currently pending across various sections at the Corporate Office. The meeting has been convened to deliberate on these matters and to work towards their early resolution. CEC Members who wish to submit any inputs or suggestions regarding the already notified agenda are requested to forward the same to CHQ at the earliest, so that they may be consolidated prior to the meeting. Notification for the meeting has already been issued by the Management.

CEC Members are requested to kindly note that CHQ has already circulated the decisions taken at the Mangaluru CEC Meeting. The meeting has adopted several important decisions and finalized key programmes to be organised during March 2026. It is our collective responsibility to ensure that these decisions are effectively carried forward and implemented at the grassroots level of our organisation. In this regard, all circles are urged to convene their Circle Working Committee meetings immediately so that the decisions and proposed programmes can be communicated to the District and Branch Secretaries without any delay, ensuring timely and effective implementation. Your prompt and sincere action in this matter is highly solicited.
