Wage Negotiating Committee for the Non-Executives was formed on 20.07.2018. In this Committee, the new pay scales of the Non-Executives are unanimously agreed to, both by the Management and the Recognised Unions on 27.07.2018. However, thereafter, the Management Side wanted to reduce the minimum and the maximum of these pay scales, so as to cut down the expenditure on payment of Pension Contribution. If this is done, the problem of stagnation will continue in the future also. Further, this will increase the gap between the pay scales of the Executives and Non-Executives in a big way. Hence, the Unions did not accept to reduce the pay scales and there is a deadlock in the Wage Negotiating Committee. This issue was prominently raised by the Staff Side in the National Council meeting held on 07.08.2023. The Staff Side raised the two questions to the Director(HR). 

1. The Management is also a party to the new Pay Scales finalised in the Wage Negotiating Committee on 27-07-2018. Then, why the Management wants to cut down those pay scales now?

2. Management has no power to reduce the minimum or the maximum of the Executive pay scales, already recommended by the 3^rd Pay Revision Committee. Then, why the Management wants to reduce the pay scales of the Non-Executives alone?

All the Staff members strongly argued that, the pay scales of the Non-Executives already accepted both by the Management and the Unions in the Wage Negotiating Committee, should not be reduced. 

Decision:

The Director (HR) stated that the points raised by the Staff Side, i.e., agreed pay scales should not be changed, will be looked into by the Management Side of the Wage Negotiating Committee.

नेशनल काउंसिल की 39वीं बैठक आज आयोजित की गई । श्री अरविंद वडनेरकर, निदेशक, (मानव संसाधन) ने बैठक की अध्यक्षता की। बीएसएनएल के सीएमडी श्री पीके पुरवार ने बैठक को संबोधित किया और नेशनल काउंसिल के सदस्यों को विकासात्मक गतिविधियों, खासकर बीएसएनएल की 4G लॉन्चिंग की स्थिति के बारे में जानकारी दी। इसके बाद एजेंडा पर विस्तार से चर्चा हुई। चर्चा उपयोगी रही हैं। अनिवार्य परिस्थितियों के कारण चर्चा का विवरण आज वेबसाइट पर अपलोड नहीं किया जा सका। इसे कल अपलोड किया जाएगा। इस संबंध में देरी के लिए खेद है।

The 39th meeting of the National Council is held today. Shri Arvind Vadnerkar, Director, (HR), presided over the meeting. Shri P.K. Purwar, CMD BSNL, addressed the meeting and briefed the National Council members about the developmental activities, especially about the status of BSNL’s 4G launching. Thereafter, detailed discussions took place on the agenda items. The discussions are useful.  Due to unavoidable circumstances, the details of the discussion could not be uploaded on the website today. The same will be uploaded tomorrow. बीएसएनएलडब्ल्यूडब्ल्यूसीसी, तमिलनाडु सर्कल का उत्साहपूर्ण सर्कल कॉन्फ़रन्स आज विरुधुनगर में आयोजित किया गया।

बीएसएनएल वर्किंग वीमेन्स को-ऑर्डिनेशन कमिटी (बीएसएनएलडब्ल्यूडब्ल्यूसीसी) का सर्कल कॉन्फ़रन् सआज विरुधुनगर में उत्साहपूर्वक आयोजित किया गया। समिति सदस्य और बीएसएनएलडब्ल्यूडब्ल्यूसीसी के पूर्व अखिल भारतीय संयोजक  साथी पी.इंदिरा ने अध्यक्षता की और अध्यक्षीय भाषण दिया। BSNLEU, विरुधुनगर के जिला सचिव साथी जया कुमार ने सभी का स्वागत किया। साथी जी. उमा रानी, अखिल भारतीय समिति सदस्य ने शोक प्रस्ताव रखा। सम्मेलन का उद्घाटन भाषण साथी के.एन. ज्योति लक्ष्मी, अखिल भारतीय संयोजक द्वारा दिया गया। गतिविधियों पर रिपोर्ट सर्कल संयोजक साथी बार्लिन द्वारा प्रस्तुत की गई। साथी पी. अभिमन्यु, महासचिव ने सम्मेलन को संबोधित किया और महिला कर्मचारियों के उन मुद्दों पर विस्तार से बात की, जिन्हें BSNLEU अखिल भारतीय स्तर पर उठा रहा है। उन्होंने वेतन संशोधन की वर्तमान स्थिति, बीएसएनएल की 4G/5G सेवा का आरंभ, नई प्रमोशन नीति और नोन एक्जीक्यूटिव्स के अन्य मुद्दों के बारे में भी बताया। साथी बाबू राधाकृष्णन, सर्कल अध्यक्ष, साथी पी.राजू, सर्कल सचिव और साथी इदरीस, सर्कल सचिव, बीएसएनएलसीसीडब्ल्यूएफ ने सम्मेलन को संबोधित किया और शुभकामनाएं दीं। प्रतिनिधि सत्र में प्रतिभागियों द्वारा जीवंत बहस की गई। इसके बाद महासचिव साथी पी. अभिमन्यु ने प्रतिनिधियों द्वारा उठाए गए अखिल भारतीय स्तर के मुद्दों का जवाब दिया। अंत में, संयोजक साथी बार्लिन कनगराज ने सारांश भाषण दिया। सम्मेलन में सर्वसम्मति से कई प्रस्ताव पारित किये गये। नई कमेटी का चुनाव सर्वसम्मति से हुआ। साथी कुमुदवल्ली ने धन्यवाद ज्ञापित किया।
