नियम 8 के तहत पति-पत्नी के आधार पर स्थानांतरण के लिए अनुरोध - इस विषय पर कार्मिक एवं प्रशिक्षण विभाग के आदेश को लागू किया जाए - BSNLEU ने सीएमडी बीएसएनएल को लिखा पत्र।

डीओपीटी ने स्पष्ट निर्देश जारी किया है कि पति और पत्नी को एक ही स्थान पर तैनात किया जाना चाहिए। हालांकि, बीएसएनएल में पति-पत्नी के आधार पर नियम 8 के तहत कुछ सर्किलों में स्थानांतरण चाहने वाले जेई को इससे वंचित किया जा रहा है। ऐसा इसलिए है क्योंकि उन सर्किलों को जेई के कैडर में "अतिरिक्त सर्किल" के रूप में परिभाषित किया गया है। यह डीओपीएंडटी के आदेश का उल्लंघन है। BSNLEU लगातार मांग कर रहा है कि पति-पत्नी के आधार पर लागू नियम 8 के स्थानांतरण पर विचार किया जाना चाहिए, भले ही वह सर्किल "अतिरिक्त सर्किल" हो या नहीं। आज एक बार फिर BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर डीओपीएंडटी के आदेश को लागू करने की मांग की है।

BSNLEU is continuously demanding that, the duties and responsibilities of the various non-executive cadres should be defined. Earlier, such duties and responsibilities were well defined in the P&T Department and in the Department of Telecommunications. However, after formation of BSNL, Management has not defined the duties and responsibilities of various cadres. This is leading to ambiguities and vagueness with regards to the duties and responsibilities of the Non-Executive cadres. For example, the JE cadre is being forcibly imposed with the post of BBM (Bharatnet Business Manager). The term Manager itself clearly indicates that, this is the responsibility of the Executives. But the BBM is being forcibly imposed on the JEs.  This is because, the duties and responsibilities of the Non-Executive cadres are not defined. Today, BSNLEU has once again, written letter to the CMD BSNL, demanding that the duties and responsibilities of the Non-Executive cadres should be defined at the earliest.

The DoP&T has issued clear-cut instruction stating that,  husband and wife should be posted in the same station. However, in BSNL, JEs seeking transfer under Rule 8 to certain circles, under spouse ground, are being denied of the same. This is because, those circles are defined as “surplus circles” in the cadre of JE. This is nothing but, violation of the DoP&T order. BSNLEU is continuously demanding that, the Rule 8 transfer applied under spouse ground, should be considered irrespective of whether the circle is a “surplus circle or not”. Today, once again, BSNLEU has written letter to the CMD BSNL, demanding implementation of the DoP&T order.

We have come to know that the Management has initiated action for the merger of West Bengal circle with Kolkata circle and Tamil Nadu circle with Chennai circle. The Management has formed a committee consisting of CGM Kolkata, CGM Chennai, CGM Tamil Nadu and four senior officers from the Corporate Office. The Corporate Office letter, intimating formation of this committee is enclosed.

It has been brought to the notice of the CHQ of BSNLEU that, frequent / daily outage of service is taking place in Gujarat circle due to failure of uplinks in Prabhadevi Exchange in Mumbai. BSNLEU has requested an early solution to this problem, or else our EB and FTTH customers may opt for other service providers.
