On 30.10.2024, BSNLEU wrote a letter to the Director (HR), seeking a meeting to discuss a certain important staff issues. The issues to be discussed were also listed in that letter. Based on this, a meeting is held today. Apart from Dr. Kalyan Sagar Nippani, Director (HR), Shri Sanjeev Tyagi, PGM(Admn.), Ms. Anita Johri, PGM(SR) and Shri Ram Kishan, DGM(Estt.) were also present in the meeting. From BSNLEU, Com.P. Abhimanyu, GS, attended the meeting. Details of the issues discussed and the reply given by the Director (HR) are given below:-
- Breaking the deadlock prevailing in the Wage Revision of the Non-Executives.

- Request to review the norms for the sanctioning of posts in various cadres, in respect of circles having hilly and far-flung terrains.
The General Secretary pointed out that, many parts of the hilly states like Himachal Pradesh, Uttarakhand and Jammu & Kashmir, remain snow-laden for many months of the year. Hence, he demanded that special norms should be fixed for the sanctioning of posts for these hilly circles. Similarly, the circles of NE-I, NE-II and Assam have far-flung terrains, which also need special norms for the sanctioning of staff. For this, the PGM(Restg.) replied that, special norms are already there for the hilly circles and the same will be shared with the Union. She also stated that, the issue of special norms to Assam, NE-I and NE-II would be looked into.
- Lack of fairplay and transparency in the selection of coaches by the Sports Cell of the Admin. Branch.
The General Secretary pointed that, two years back, the Corporate Office called for applications, for the selection of coaches. However, this selection of coaches did not take place at all and the Sports Cell of the Admin. Branch is sending coaches for various tournaments on “pick-and-choose” method. He told that, there is totally lack of fairplay and transparency in the functioning of the Sports Cell. The PGM(Admn.) gave some lame excuses on this issue. The General Secretary did not accept the reply. Finally, the Director (HR) assured that, selection of qualified coaches would soon be done in a transparent and fair manner.
- Injustice done to the outstanding sports personnel.
The General Secretary pointed out that, some outstanding sports personnel have been recommended by their respective CGMs, for career progression, based on the old ‘career progression policy’. The General Secretary pointed out that, BSNLEU has already written letter to the PGM(Admn.) with the names of Ms.Sumitra Pujari, Assam Circle, Ms. Nandita Dutta, West Bengal circle and Shri Ravi Kumar, Karnataka Circle. The General Secretary strongly demanded these cases should be considered by the Corporate Office based on the old career progression policy. The Director (HR) assured that, necessary action would be taken on this issue.
- Directing the Non-Executives to mark attendance through Mobile App in Kerala circle.

- JTO (OL) LICE held in February, 2024 – requesting to consider posting the willing qualified candidates in other circles, where posts remain unfilled.
In the JTO (OL) LICE held on February, 2024, posts remain unfilled in some circles, while qualified candidates did not get promotion in some other circles, due to non-availability of vacancies. In today’s meeting, the General Secretary demanded that willing qualified officials, should be posted in circles where posts remain unfilled. The Director (HR) agreed to look into this issue.
- Hardships experienced by the candidates in the recently conducted JE LICE and TT LICE.
BSNLEU has already complained that, the private agencies, to whom conducting the online LICEs are outsourced, are conducting the exams without even the minimum facilities. In many circles, the LICEs were conducted in cramped places, without even facilities for toilets, parking, etc. In today’s meeting, the General Secretary strongly raised this issue with the Director (HR). The Director (HR) took this issue seriously and directed the PGM(SR) to take appropriate action on the complaint.
In the meeting held with the Director(HR) today, Com.P.Abhimanyu, GS, complained that, the CGM, Kerala circle had directed the Non-Executives to mark attendance through Mobile App. He told that, a good number of Non-Executives are not having smartphone and the direction of the CGM, Kerala to mark attendance through Mobile App is totally unwarranted. For this, the Director (HR) replied that this direction of the CGM, Kerala, has been put on hold.
Utilising this opportunity, the General Secretary pointed out that, the Executives are given reimbursement for purchasing mobile handsets, while the same is being denied to the Non-Executives. He demanded that, the Non-Executives should also be given reimbursement for purchasing mobile handsets, at par with the Executives. The Director (HR) replied that, this demand will be considered positively.
नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध को समाप्त करना - BSNLEU के महासचिव साथी पी. अभिमन्यु ने निदेशक (मानव संसाधन) के साथ महत्वपूर्ण चर्चा की।
आज महासचिव साथी पी. अभिमन्यु ने श्री कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) के साथ वेतन संशोधन मुद्दे पर महत्वपूर्ण चर्चा की। उन्होंने नॉन एक्ज़िक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध के बारे में चर्चा की। महासचिव ने निदेशक (मानव संसाधन) को बताया कि नॉन एक्ज़िक्यूटिव्स के लिए 27.07.2018 को आयोजित वेईज नेगोशियेटिंग कमिटी की बैठक में सहमत नए वेतनमानों का कार्यान्वयन न होना नॉन एक्ज़ीक्यूटिव्स के वेतन संशोधन में व्याप्त गतिरोध का कारण है। उन्होंने शिकायत की कि प्रबंधन पक्ष पहले से हुए समझौते से पीछे हट गया है और अब नॉन एक्ज़िज़क्यूटिव्स के लिए कम वेतनमान की पेशकश कर रहा है।
महासचिव ने बताया कि यह स्वीकार्य नहीं है तथा मांग की कि 27/7/2018 को यूनियनों एवं प्रबंधन द्वारा सहमत वेतनमान लागू किया जाए। महासचिव ने निदेशक (मानव संसाधन) को एक चार्ट भी सौंपा, जिसमें तीसरी पीआरसी द्वारा दिए गए एक्ज़िक्यूटिव्स के वेतनमान तथा नॉन एक्ज़ीक्यूटिव्स पर लगाए जा रहे अल्प वेतनमानों का तुलनात्मक अध्ययन शामिल था। महासचिव ने यह भी मांग की कि प्रबंधन वेईज नेगोशियेटिंग कमिटी के लिए नए अध्यक्ष की नियुक्ति करे, क्योंकि वर्तमान अध्यक्ष श्री आर.के. गोयल बीमार हो गए हैं तथा शीघ्र ही उनके दूरसंचार विभाग में वापस जाने की संभावना है। निदेशक (मानव संसाधन) ने उत्तर दिया कि नए अध्यक्ष की नियुक्ति की मांग पर प्रबंधन विचार कर रहा है। उन्होंने यह भी आश्वासन दिया कि नॉन एक्ज़िक्यूटिव्स के नए वेतनमानों के संबंध में प्रबंधन खुले मन से निर्णय लेगा। महासचिव ने BSNLEU की मांगों के प्रति सकारात्मक होने के लिए निदेशक (मानव संसाधन) को हृदय से धन्यवाद दिया।
Com.P.Abhimanyu, General Secretary, held an important discussion with Dr. Kalyan Sagar Nippani, Director(HR) today, on the Wage Revision issue. He discussed about the deadlock prevailing in the Wage Revision of the Non- Executives. The General Secretary told the Director(HR) that, the non-implementation of the new pay scales for the Non-Executives, agreed to in the Wage Negotiating Committee meeting held on 27.07.2018, is the reason for the deadlock prevailing in the Wage Revision of the Non-Executives. He complained that, the Management Side had gone back from the agreement already reached and is offering shorter pay scales for the Non Executives now.
The General Secretary told that, this is not acceptable and demanded that the pay scales agreed by the unions and the Management on 27/7/2018 should be implemented. The General Secretary also handed over a chart to the Director (HR), containing a comparative study of the pay scales of the Executives, given by the 3rd PRC and also the shorter pay scales being imposed on the Non-Executives. The General Secretary also demanded that, the Management should appoint a new Chairman to the Wage Negotiating Committee, since the present Chairman, Shri R.K. Goyal, has fallen ill and is likely to go back to the DoT shortly. The Director(HR) replied that, the demand for appointment of a new Chairman is being considered by the Management. He also assured that, the Management will take a decision open mindedly, regarding the new pay scales of the Non-Executives. The General Secretary sincerely thanked the Director (HR) for being positive to the demands of BSNLEU.
BSNLEU has already informed all that, the meeting of the Wage Negotiating Committee could not be held due to the illness of the Chairman of the Committee. In a meeting held yesterday, Com.P.Abhimanyu, GS, BSNLEU, took this matter to the notice of Dr. Kalyan Sagar Nippani, Director (HR). Com. P. Abhimanyu, GS, explained to the Director (HR), about the need for signing of the Wage Revision agreement without further delay. In this connection, the General Secretary, urged upon the Director (HR) to consider appointing some other officer as the Chairman of the Wage Negotiating Committee, keeping in view the illness of the incumbent Chairman. The Director (HR) noted the issue and replied that, this issue would be considered with due seriousness.
