Shri S.P.Mhapankar, motor driver Maharashtra circle, has been regularised in service, w.e.f. 03-06-1998 as per the order of the Central Government Industrial Tribunal (CGIT) dated 11-11-2013. It is already 11 years since this official has been regularised. However,  Presidential Order has not been issued to him so far. Importantly, the official has not been given any promotion so far under the NEPP. This case has been brought to the notice of the CHQ only two days back. Immediately , the CHQ of BSNLEU has a written letter to the PGM(Estt.), BSNL Corporate Office today and has insisted upon the Management to immediately take necessary steps for the issuing of Presidential Order to the official and also granting of promotions under NEPP to him.

BSNLEU का 11वां ऑल इंडिया कॉन्फरंस 22 और 23 जुलाई, 2025 को कोयंबटूर में आयोजित किया जाएगा।

BSNLEU के ऑल इंडिया सेंटर ने पहले ही निर्णय ले लिया है कि BSNLEU का 11वां ऑल इंडिया कॉन्फरंस तमिलनाडु में आयोजित किया जाएगा। यह कॉन्फरंस तमिलनाडु और चेन्नई टेलीफोन सर्किल यूनियनों द्वारा संयुक्त रूप से आयोजित किया जाएगा और कोयंबटूर में आयोजित किया जाएगा। 12 जनवरी 2025 को ऑनलाइन आयोजित BSNLEU की केंद्रीय कार्यकारी समिति की बैठक में इस 11वें ऑल इंडिया कॉन्फरंस के सफल आयोजन के लिए कई महत्वपूर्ण निर्णय लिए गए हैं। सीएचक्यू ने अपने परिपत्र संख्या 23 दिनांक 14-01-2025 के माध्यम से इन निर्णयों को पहले ही सूचित कर दिया है। इस बीच, ऑल इंडिया सेंटर ने 11वें ऑल इंडिया कॉन्फरंस की तारीखों को अंतिम रूप दे दिया है। तदनुसार, यह ऑल इंडिया कॉन्फरंस 22 और 23 जुलाई, 2025 को आयोजित किया जाएगा। तमिलनाडु और चेन्नई सर्कल यूनियनें कोयंबटूर में 11वें ऑल इंडिया कॉन्फरंस को सफलतापूर्वक आयोजित करने और इसे यादगार बनाने के लिए हर संभव प्रयास कर रही हैं। 

The All India Centre of BSNLEU has already decided that, the 11th All India Conference of BSNLEU will be held in Tamil Nadu. This Conference will be jointly hosted by Tamil Nadu and Chennai Telephones circle unions and will be conducted at Coimbatore. The Central Executive Committee meeting of BSNLEU, held online on 12th January 2025, has taken many important decisions for successfully conducting this 11th All India Conference. The CHQ has already communicated these decisions through it's circular no.23 dated 14-01-2025. In the meanwhile, the All India Centre has finalised the dates of the 11th All India Conference. Accordingly, this All India Conference will be held on 22nd and 23rd July, 2025. The Tamil Nadu and Chennai circle unions are making all out efforts to successfully hold the 11th All India Conference at Coimbatore and also to make it a memorable one.

प्रत्येक 5 वर्ष पूर्ण होने पर एक्ज़िक्यूटिव्स को पदोन्नति देना तथा प्रत्येक 8 वर्ष पूर्ण होने पर नॉन एक्ज़ीक्यूटिव्स को पदोन्नति देना गोरी चमड़ी वाले लोगों के साथ एक प्रकार का व्यवहार तथा काली चमड़ी वाले लोगों के साथ दूसरे प्रकार का व्यवहार करने के अलावा और कुछ नहीं है - नेशनल काउंसिल की बैठक में BSNLEU के महासचिव  पी. अभिमन्यु ने तर्क दिया।

 एक्ज़ीक्यूटिव प्रमोशन पॉलिसी (ईपीपी) के अनुसार एक्ज़िक्यूटिव्स को प्रत्येक 5 वर्ष पश्चात पदोन्नति मिलती है। लेकिन नॉन एक्ज़ीक्यूटिव प्रमोशन पॉलिसी (एनईपीपी) के अनुसार नॉन एक्ज़ीक्यूटिव्स को प्रत्येक 8 वर्ष पूर्ण होने पर ही पदोन्नति मिलती है। BSNLEU लंबे समय से मांग कर रहा है कि ईपीपी तथा एनईपीपी के बीच भेदभाव को समाप्त किया जाए। उल्लेखनीय है कि BSNLEU ने इस भेदभाव के समाधान की मांग को लेकर अनेक संघर्ष किए हैं। 13.01.2025 को आयोजित नेशनल काउंसिल की बैठक में BSNLEU द्वारा इस मुद्दे को उठाया गया। बैठक की अध्यक्षता निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी ने की। इस मुद्दे पर BSNLEU के महासचिव साथी पी.अभिमन्यु ने तर्क प्रस्तुत किए। महासचिव ने पूछा, "जब एक्ज़िक्यूटिव्स को हर 5 साल पूरे होने पर पदोन्नति मिलती है, तो नॉन एक्ज़ीक्यूटिव्स को 8 साल पूरे होने पर ही पदोन्नति क्यों दी जानी चाहिए ?" उन्होंने आगे कहा कि एक्ज़ीक्यूटिव्स को हर 5 साल पूरे होने पर पदोन्नति देना और नॉन एक्ज़ीक्यूटिव्स को हर 8 साल पूरे होने पर ही पदोन्नति देना, गोरी चमड़ी वाले लोगों के साथ एक तरह का व्यवहार और काली चमड़ी वाले लोगों के साथ दूसरे तरह का व्यवहार करने के अलावा और कुछ नहीं है। डॉ. कल्याण सागर निप्पानी, निदेशक (मानव संसाधन) ने नॉन एक्ज़िक्यूटिव्स के दर्द और पीड़ा को समझा। उन्होंने तुरंत आदेश दिया कि इस मुद्दे को सुलझाने के लिए एक समिति बनाई जानी चाहिए। निश्चित रूप से, यह एक बड़ी सफलता है। BSNLEU, निदेशक (मानव संसाधन) डॉ. कल्याण सागर निप्पानी के मानवीय दृष्टिकोण के लिए तहे दिल से धन्यवाद देता है। हम यह सुनिश्चित करेंगे कि समयबद्ध पदोन्नति के मामले में एक्ज़िक्यूटिव्स और नॉन एक्ज़ीक्यूटिव्स के बीच भेदभाव जल्द ही खत्म हो जाए। 
 

As per the Executive Promotion Policy (EPP), Executives get promotion after every 5 years. But, as per the Non-Executive Promotion Policy (NEPP), Non-Executives get promotion only on completion of every 8 years. BSNLEU has long been demanding that, the discrimination between EPP and NEPP should be removed. It is important to mention that, BSNLEU has organised many struggles, demanding settlement of this discrimination. This issue was taken up by BSNLEU in the National Council meeting held on 13.01.2025. Dr. Kalyan Sagar Nippani, Director (HR) presided over the meeting. Com.P.Abhimanyu, GS, BSNLEU, spearheaded the arguments on this issue. “When the Executives get promotion on completion of every 5 years, why should the Non-Executives be given promotion only after completion of 8 years,” asked the GS, BSNLEU. Further he stated that giving promotions on completion of every 5 years to the Executives and giving promotions to the Non-Executives only on completion of every 8 years, is nothing but giving one type of treatment to the white-skinned people and giving another type of treatment to the black-skinned people. Dr. Kalyan Sagar Nippani, Director (HR) understood the pain and anguish  of the Non-Executives. He immediately ordered that, a Committee should be formed to settle this issue. Certainly, this is a major breakthrough. BSNLEU heartily thanks the humanitarian approach of Dr.Kalyan Sagar Nippani, Director(HR). We will ensure that the discrimination between the No-Executives and the Executives, in the matter of time-bound promotions is settled soon.
