On 29.07.2025, All the General Secretaries of unions and associations met Shri Papa Sudhakar Rao, Director (EB), who is the holding charge of Director (HR) during leave period of Dr. Kalyan Sagar Nippani, Director (HR) in presence of Shri Rajeev Kumar Kaushik, PGM (Pers).
The meeting focused on the issue created by CGM, Tamil Nadu and Chennai circle by not granting meetings to Recognised Unions and Associations. The Director (HR) went through the representation given by General Secretaries of all Unions and Associations and was surprised to know that the CGM, Tamil Nadu and Chennai has not given a single formal or informal meeting to any Union or Association. He categorically asked the reason for unrest situation and we have elaborated about the role of CGM to grant of formal/informal meetings.
Director (HR) expressed serious concern about the situation and assured that detailed and point wise explanation will be called from the CGM, Tamil Nadu and Chennai. He also assured to have personally talked to him for needful action to settle the issue. He also directed PGM (Pers.) to take immediate action on the subject.
After the retirement of former CMD BSNL, Shri P.K. Purvar, BSNL is not having a regular CMD BSNL since 15-07-2024. Shri A.Robert J.Ravi is temporarily holding the charge of the CMD BSNL. In between, one meeting of the Public Enterprises Selection Board was held for the selection of the new CMD BSNL. However, no one was selected in that meeting. Under these circumstances, the DoT has constituted a Search - Cum - Selection Committee, for the selection of the new CMD BSNL. Copy of the DoT letter is enclosed for the information of our comrades.

View letterAs per the TRAI report, BSNL has lost 3,05,766 customers in the month of June 2025 alone. However, in the same month, Jio has added 19,12,780 connections and Airtel has added 7,63,482 connections. Undoubtedly, BSNL's customer loss is due to the poor quality of it's 4G service. In another reporting made in the New Indian Express on 24-07-2025, BSNL has performed poorly in the Independent Drive Test (IDT) conducted by the Telecom Regulatory Authority of India (TRAI) for the Uttar Pradesh (West) Licensed Service Area (LSA) in June. According to the report, BSNL recorded the highest call drop rate and the highest incidence of call muting among major telecom operators, including Reliance Jio (RJIL), Bharti Airtel, and Vodafone Idea. As per the findings, BSNL’s Call Setup Success Rate (CSSR) stood at 86.57%, indicating that nearly 13% of call attempts failed to connect. Its Call Setup Time (CST) — the time taken to establish a call — was measured at 3.03 seconds, significantly longer than its competitors. BSNL also recorded the highest Drop Call Rate (DCR) at 3.45% in auto-selection mode, suggesting major network issues such as poor connectivity or inadequate mobile tower coverage in the area. This comes despite government claims that BSNL has rolled out over 95,000 mobile towers across the country.
