The government has frozen the IDA increase of the Non-Executives from 01.10.2020 up to 01.04.2021. Against this injustice, BSNLEU filed a case in the Hon’ble Kerala High Court and the Hon’ble Court ordered that IDA freezing is not applicable to the Non-Executives of BSNL. However, the CMD BSNL did not make payment of the IDA arrears. Subsequently, the DoT has directed the BSNL not to make payment of the IDA arrears. Hence, the matter is lying pending. BSNLEU has already requested it’s advocate to take necessary legal action. Under these circumstances, a fake message was circulated yesterday in the name of Com.P.Abhimanyu, General Secretary. The message says that, the Corporate Office has issued order for payment of IDA arrears. Com.P.Abhimanyu, General Secretary, has not issued any such message, since the Corporate Office has not issued order for the payment of IDA arrears. The fake message has been circulated by miscreants to tarnish the image of BSNLEU and Com.P.Abhimanyu, General Secretary. The CHQ of BSNLEU strongly condemns this mischief. Members of BSNLEU are requested not to believe such message being circulated by mischievous elements. Messages forwarded only by the circle secretaries and district secretaries should be taken into account by our comrades.

As per TRAI report, Reliance Jio gained net 31.11 lakh mobile subscribers in May, Bharti Airtel added net 10.27 lakh users. Vodafone Idea lost net 7.59 lakh mobile subscribers, BSNL shed net 5.3 lakh subscribers and MTNL lost net 2,665.

The government and the BSNL Management are moving fast to handover BSNL’s 14,917 mobile towers to the private, under the National Monetisation Pipeline. The CMD BSNL is taking speedy action to implement the decision of the government. In the budget, the government has categorically stated that, it would earn Rs.40,000 crore, by way of handing over BSNL’s mobile towers and optic fibre (OFC) to the private. If BSNL’s towers and OFC are handed over to the private, under the National Monetisation Pipeline, thereafter, BSNL will have to pay rent to the private, for using it’s own towers and OFC. It is needless to state that, this will kill BSNL.

At a time when the private companies are getting ready to launch their 5G service, launching of BSNL’s 4G service is no where in sight. The TCS has so far not completed it’s Proof of Concept (PoC). The original deadline set for TCS to complete it’s PoC was 30^th November, 2021. This deadline has been extended many times. However, TCS has not been able to complete the PoC till today. It means, the TCS has not been able to prove that, it is having the technology to supply 4G equipments to BSNL. It must be noted that, TCS has committed to supply 1 lakh 4G BTSs to BSNL. However, no one knows how and when TCS is going to do this. Since, BSNL has not been able to launch it’s 4G service, it has started loosing it’s customers. In May, 2022 alone, BSNL has lost 5.3 lakh customers. BSNL’s Revival Package remains only on paper. The Company’s financial condition is deteriorating and it is returning fast to the pre-VRS situation.
 

Hence, the AUAB has given call to organise Lunch-hour Black badge wearing demonstrations on 28-07-2022, opposing the handing over of BSNL’s towers and OFC to the private and demanding meaningful action by the government and the Management to immediately start BSNL’s 4G. The AUAB has decided to invite the media for this programme. All circle and district unions of BSNLEU, are requested to successfully implement this call of the AUAB.

A few months back, the Corporate Office issued letter, giving direction to the CGMs, to stop the deduction of Co-operative Society dues, from the salaries of the employees. BSNLEU strongly protested this and wrote letter to the CMD BSNL and demanded that the deduction of society dues, from the salaries of employees should continue. Today the ERP Branch of the Corporate Office has issued letter, giving direction to the CGMs, stating that the process of deducting recoveries of societies, from the salaries of the employees can continue as per the extant rules.

दरभंगा जिले के 140 आरएम को प्रेसिडेंशियल ओर्डर जारी करें : महासचिव, BSNLEU ने निदेशक (एचआर) के साथ बैठक में मांग उठाई।

बिहार सर्कल में दरभंगा जिले के 140 आरएम को प्रेसिडेंशियल ओर्डर जारी करने के संबंध में BSNLEU और निदेशक (एचआर) के बीच आज एक बैठक हुई।  श्री सौरभ त्यागी, पीजीएम (स्था.) ने भी इस बैठक में भाग लिया।  साथी पी. अभिमन्यु, महासचिव ने निम्नलिखित निवेदन किया :-

1. 18.02.1999 को माननीय CAT, पटना ने दूरसंचार विभाग को 191 केज़्यूल मजदूरों को टीएसएम का दर्जा प्रदान करने और उनकी सेवाओं को नियमित करने का निर्देश दिया।
2. 01.05.2001 को महाप्रबंधक, दरभंगा ने 191 केज़्यूल मजदूरों को टीएसएम का दर्जा जारी किया।  लेकिन पत्र में यह भी कहा गया था कि यह आदेश प्रोविज़नल /  एडहोक है और यदि लेबर कार्ड वास्तविक नहीं साबित होते हैं तो इसे रद्द किया जा सकता है।
3. 18.07.2002 को जनरल मेनेजर, दरभंगा ने 140 टीएसएम को रेग्युलर मजदूर के रूप में नियुक्त किया।
4. कार्पोरेट कार्यालय के दिनांक 01.12.2018 के पत्र के आधार पर रेग्युलर मजदूरों को जारी चार्जशीट रद्द की जाती है।
5. दरभंगा के महाप्रबंधक और उप महाप्रबंधक पर जारी आरोप पत्र भी वापस ले लिए गए।
6. 140 अधिकारियों को टीएसएम का दर्जा जारी किए 21 साल हो चुके हैं।  उनके प्रेसिडेंशियल ओर्डर में देरी करना अनुचित है।

साथी पी.अभिमन्यु, महासचिव ने जोरदार मांग की है कि पूर्वोक्त तथ्यों को देखते हुए सभी 140 रेग्युलर मजदूरों को तुरंत प्रेसिडेंशियल ओर्डर जारी किए जाएं।  महासचिव ने निदेशक (मानव संसाधन) से प्रेसिडेंशियल ओर्डर जारी करने के लिए इस मुद्दे को दूरसंचार विभाग के साथ उठाने का भी अनुरोध किया।

A meeting was held today between BSNLEU and the Director (HR), regarding issuing of Presidential Orders to 140 RMs of Darbhanga district, in Bihar circle. Shri Saurabh Tyagi, PGM(Estt.) also participated in this meeting. Com.P.Abhimanyu, GS, made the following presentation:-

1. On 18.02.1999, the Hon’ble CAT, Patna, directed the DoT to confer TSM status to 191 Casual Mazdoors and also to regularise their services.
2. On 01.05.2001, the GM, Darbhanga, issued TSM status to 191 Casual Mazdoors. But it was also stated in the letter that, this order is provisional / adhoc and is liable to be cancelled, if the labour cards are proved to be not genuine.
3. On 18.07.2002, the GM, Darbhanga, appointed 140 TSMs as Regular Mazdoors.
4. Charge sheet issued to all the Regular Mazdoors are cancelled based on the Corporate Office letter dated 01.12.2018.
5. Charge sheets issued to the GM and DGM, Darbhanga, were also withdrawn.
6. It is already 21 years since TSM status was issued to the 140 officials. Delaying their Presidential Orders is unjustified.

Com.P.Abhimanyu, GS, strongly demanded that, in view of the foregoing facts, Presidential Orders should immediately be issued to all the 140 Regular Mazdoors. The General Secretary also requested the Director (HR) to take up this issue with the DoT, for the issuing of Presidential Orders.

In his meeting held today with Shri Arvind Vadnerkar, Director (HR), Com.P.Abhimanyu, GS, demanded that, the Wage Negotiating Committee of the Non-Executives should be reconstituted. This demand is raised in view of the fact that, Shri R.K. Goyal, who is the chairman of the Wage Negotiating Committee, has already been transferred as CGM, NTR circle. The General Secretary also demanded that, the meeting of the Wage Negotiating Committee should be convened without further delay, after reconstituting the same.
