The Postal Joint Council of Action (PJCA), including NFPE and FNPO, has given call for one day strike, to be organised on 10.08.2022. This strike is against the proposal of the government to convert the Postal department into a corporation. Undoubtedly, the intended corporatisation of the Postal department, will ultimately lead to the privatisation of the Postal services. BSNLEU strongly condemns the moves of the government to corporatise the Postal department. BSNLEU extends it’s fullest support and solidarity for the Postal strike.

CHQ is saddened to know that, Mrs.Narayani Amma, mother of Com.Manoharan, Organising Secretary (CHQ) passed away on 01-08-2022. She was 86 years old and had been unwell for some time. CHQ conveys it’s heartfelt condolences to Com.Manoharan, his family members and relatives. CHQ also regrets for this belated updating.

दूरसंचार का माया बाजार  !!!

जुलाई 2022 में नीलामी के जरिए 5G स्पेक्ट्रम बेचा गया था। नीलामी से पहले सरकार ने बताया था कि 72 गीगाहर्ट्ज स्पेक्ट्रम की नीलामी की जाएगी।  इस 72 गीगाहर्ट्ज स्पेक्ट्रम का बेस प्राइस 4.3 लाख करोड़ रुपये तय किया गया था।  5G स्पेक्ट्रम की नीलामी अब खत्म हो चुकी है।  4.3 लाख करोड़ रुपये के आधार मूल्य के मुकाबले सरकार केवल 1.5 लाख करोड़ रुपये ही प्राप्त कर पाई है ।  अब पूर्व दूरसंचार मंत्री श्री ए राजा ने नीलामी में गड़बड़ी का आरोप लगाया है । वर्तमान दूरसंचार मंत्री श्री अश्विनी वैष्णव ने इसका खंडन किया है और बताया है कि नीलामी में 5G स्पेक्ट्रम का केवल एक हिस्सा ही बेचा गया था और बिना बिका हुआ स्पेक्ट्रम सरकार के पास बचा है।  श्री अश्विनी वैष्णव तकनीकी रूप से सही हो सकते हैं ।  लेकिन सवाल यह है कि पूरा 72 गीगाहर्टज स्पेक्ट्रम पूरी तरह से क्यों नहीं बिका ?  सरकार 4.3 लाख करोड़ रुपये के बेस प्राइस का सिर्फ एक तिहाई ही क्यों हासिल कर पाई ?  क्या सरकार कोई जवाब दे सकती है ?  हरगिज नहीं ।

इससे पहले, आइडिया, रिलायंस कम्युनिकेशंस, एयरसेल, टाटा टेलीसर्विसेज, टेलीनॉर इंडिया, आदि सहित कई दूरसंचार कंपनियां थीं, हालांकि, उनमें से अधिकांश को रिलायंस जियो की वित्तीय ताकत से कुचल दिया गया था ।  यह कंपनियां या तो बंद हो गई हैं या उनका विलय हो गया है ।  आज केवल 3 निजी टेलीकॉम कंपनियां हैं, जिनमें से  वोडाफ़ोन आईडिया पहले से ही मौत के मुंह में है ।  टेलीकॉम सेक्टर में सिर्फ जियो और एयरटेल का दबदबा है ।  पहले की तरह अगर और टेलीकॉम कंपनियां इस क्षेत्र में होतीं तो निश्चित तौर पर पूरा स्पेक्ट्रम बिक जाता और सरकार को बेस प्राइस 4.3 लाख करोड़ रुपये से ज्यादा पैसा मिल जाता । वर्तमान स्थिति, जिसमें पूरा 72 गीगाहर्टज स्पेक्ट्रम नहीं बेचा गया है और सरकार को आधार मूल्य का केवल एक तिहाई प्राप्त करने में सक्षम है, मोदी सरकार द्वारा उठाए गए रिलायंस जियो के कदमों का प्रत्यक्ष परिणाम है ।  याद रखें कि कैसे रिलायंस जियो की मदद के लिए सरकार और ट्राई ने कोई कसर नहीं छोड़ी थी ?   याद कीजिए कैसे तत्कालीन दूरसंचार सचिव श्री जे एस दीपक को मोदी सरकार ने रिलायंस जियो द्वारा उल्लंघन के खिलाफ आवाज उठाने के लिए बाहर कर दिया गया था ?

The Telecom Maaya Bazar !!!!

5G spectrum was sold through auctioning in July, 2022. Before auctioning, the government told that, 72GHz spectrum would be auctioned. The base price of this 72GHz spectrum was fixed at Rs.4.3 lakh crore. The 5G spectrum auctioning is over now. As against the base price of Rs.4.3 lakh crore, the government was able to get only Rs.1.5 lakh crore. Now, former Telecom Minister, Shri A. Raja, has accused of misdeeds in the auctioning. The present Telecom Minister, Shri Ashwini Vaishnaw, has refuted this and has told that, only a portion of the 5G spectrum was sold out in the auctioning and that, the unsold spectrum is remaining with the government. Shri Ashwini Vaishnaw may be technically correct. But the question is, why the entire 72GHz spectrum was not sold out fully?  Why the government was able to get only one third of the base price of Rs.4.3 lakh crore? Whether the government can give any reply? Certainly not. Earlier, there were many telecom companies, including Idea, Reliance Communications, Aircel, Tata Teleservices, Telenor India, etc. However, most of them were crushed to death by the financial muscle of Reliance Jio. Those companies are either closed down or got merged. Today, only 3 private telecom companies are there, out of which Vodafone Idea is in the death-bed. Only Jio and Airtel are dominating the telecom sector. As in the past, if more telecom companies are there in the field, certainly the entire spectrum would have been sold out and the government would have got more money than the base price of Rs.4.3 lakh crore. The present situation, wherein the entire 72GHz spectrum was not sold out and that the government was able to get only one third of the base price, is the direct result of the pro-Reliance Jio steps taken by the Modi government. The government and the TRAI took many measures to help Reliance Jio. Remember how Shri J.S. Deepak, the then Telecom Secretary, was kicked out by Modi government for venturing to raise his voice against the violations of Reliance Jio?

BSNLEU is continuously taking up the Rule-8 transfer cases of JEs. Due to the continuous efforts of BSNLEU, the Corporate Office issued letter to all the CGMs on 16.06.2022, directing to implement the transfers of JEs from Surplus circles to Deficit circles. However, this order is not being implemented in many circles. The attention of the CHQ is drawn that the Corporate Office order is not implemented in NE-I circle. The CHQ has written letter to the Director (HR) today, requesting him to ensure that, the Corporate Office direction is implemented by NE-I circle administration.

As per the decision of the All India Centre, Tamil Nadu and Chennai circle unions are organising a two day trade union class at Chennai, today and tomorrow. Com.A. Babu Radhakrishnan, CP, Tamil Nadu, is presiding over. Com.M. Sridhara Subramanian, CS, Chennai, delivered the welcome address. Classes are being conducted on the topics of (a) The 3 streams of the Indian freedom struggle (b) The Public Sector and the Trade Union Movement (c) Society - trade unions and class struggle (d) Challenges before BSNL. बीएसएनएल के साथ बीबीएनएल का कोई विलय नहीं  - बीएसएनएल केवल बीबीएनएल के प्रचालन और रखरखाव का कार्य करेगा।

दिनांक 27.07.2022 को घोषित बीएसएनएल पुनरुद्धार पैकेज के महत्वपूर्ण पहलुओं में से एक, बीएसएनएल के साथ बीबीएनएल का विलय है। कल दूरसंचार विभाग ने एक कार्यालय ज्ञापन जारी किया है जिसमें बीएसएनएल पुनरुद्धार पैकेज के विभिन्न पहलुओं को शामिल किया गया है। यदि हम इस कार्यालय ज्ञापन को पढ़ते हैं, तो हम समझ सकते हैं कि वास्तव में बीबीएनएल का बीएसएनएल में विलय नहीं किया जाएगा। कार्यालय ज्ञापन में स्पष्ट रूप से निम्नलिखित कहा गया है : 

(i) बीबीएनएल (ओएफसी) की अवसंरचना-इंफ़्रास्ट्रक्चर एक राष्ट्रीय परिसंपत्ति होगी, जिसका स्वामित्व यूएसओएफ के पास होगा। 

(ii)  बीबीएनएल के ओएफसी का उपयोग सभी दूरसंचार कंपनियों द्वारा (निजी कंपनियों सहित) किया जाएगा 

(iii) बीएसएनएल बीबीएनएल के प्रचालन और अनुरक्षण का कार्य करेगा।

One of the important aspects of the BSNL Revival Package announced on 27.07.2022, is the merger of BBNL with BSNL. Yesterday, the DoT has issued an Office Memorandum, containing the various aspects of the BSNL Revival Package. If we read this OM, we can understand that actually BBNL will not be merged with BSNL. The OM clearly says the following:-

1. The infrastructure of BBNL (OFC) will be a national asset, owned by USOF.
2. The OFC of BBNL will be used by all the telecom companies (including private companies).
3. BSNL will carry out the operation and maintenance of BBNL.

The DoT OM cited above is enclosed for the information of our comrades.

Consequent to the campaign of submitting memorandum by the AUAB, to the MPs, Shri S. Venkatesan, Lok Sabha Member of the CPI(M) from Madurai, has written to Shri Ashwini Vaishnaw, Hon’ble Minister for Communications on the 3^rd Pay Revision issue. The Hon’ble MP has pointed out that, the top officers working in BSNL have already got their Pay Revision and that, the same should not be denied to the other employees and officers of BSNL.
