JAO LICE for the vacancy year 2016 was conducted in Himachal Pradesh circle, without carrying forward the unfilled vacancies of the JAO LICE conducted in 2012. As a result of this, a candidate belonging to the SC community is deprived of his promotion. BSNLEU has taken up this issue with the Corporate Office and is repeatedly writing reminders. However, no action is taken by the Management so far. In a letter written to the GM(Pers.) today, BSNLEU has criticised the inaction of the Management and has demanded prompt action on the issue.

It has already been intimated that, an Extended meeting of the BSNL Working Women’s Coordination Committee (BSNLWWCC) will be held at New Delhi on 2nd & 3rd September, 2023. The Convenor of the BSNLWWCC has issued the notification for holding this meeting. The same is enclosed herewith.

सूचना एवं प्रसारण सचिव, श्री अपूर्व चंद्रा, दूरसंचार सचिव का कार्यभार संभालेंगे। 

सरकार ने कल घोषणा की है कि सूचना और प्रसारण (I&B) सचिव, अपूर्व चंद्रा दूरसंचार विभाग के सचिव के रूप में अतिरिक्त प्रभार संभालेंगे। दूरसंचार सचिव का पद संभाल रहे श्री के. राजारमन को अंतर्राष्ट्रीय वित्तीय सेवा केंद्र प्राधिकरण (आईएफएससीए) के अध्यक्ष के रूप में नियुक्त किया गया है।

The government announced yesterday that, the Information and Broadcasting (I&B) Secretary, Apurva Chandra will hold the additional charge as the Secretary of the Department of Telecommunications. Shri K.Rajaraman, who has been holding the post of Secretary, Telecom, has been appointed as the Chairman of the International Financial Services Centres Authority (IFSCA).

दूरसंचार विभाग द्वारा भर्ती किए गए और प्रशिक्षण के लिए भेजे गए लेकिन उन्हें बीएसएनएल कर्मचारी द्वारा भर्ती के रूप में माना गया - इस संबंध में माननीय सर्वोच्च न्यायालय के आदेश का कार्यान्वयन -  BSNLEU ने सचिव, दूरसंचार को पत्र लिखा।

बीएसएनएल के गठन से पहले बड़ी संख्या में कर्मचारियों की भर्ती की गई और उन्हें डीओटी द्वारा प्रशिक्षण के लिए भेजा गया। हालाँकि, उनका प्रशिक्षण पूरा होने से पहले, बीएसएनएल का गठन किया गया था और उन सभी कर्मचारियों को बीएसएनएल रिक्रूट्स के रूप में माना गया था। इस प्रकार, उन्हें प्रेसिडेंशियल ऑर्डर जारी नहीं किए गए थे और वे जीपीएफ द्वारा कवर नहीं किए गए थे। BSNLEU ने बार-बार सीएमडी बीएसएनएल और सचिव, दूरसंचार को पत्र लिखकर इस मुद्दे को उठाया। इस बीच प्रभावित कर्मचारी कोर्ट चले गये। कई माननीय सीएटी-CAT और माननीय उच्च न्यायालयों ने कर्मचारियों के पक्ष में आदेश दिया। हालाँकि, डीओटी के निर्देश के अनुसार, बीएसएनएल प्रबंधन ने सुप्रीम कोर्ट में अपील की। 26.07.2023 को हुई सुनवाई में, माननीय सर्वोच्च न्यायालय ने बीएसएनएल द्वारा दायर अपील (एसएलपी) को खारिज कर दिया। यह उन सैकड़ों कर्मचारियों के लिए बहुत बड़ी जीत है जिन्हें न्याय से वंचित रखा गया है। इसके परिणामस्वरूप, BSNLEU ने आज सचिव, दूरसंचार को पत्र लिखा है, जिसकी प्रतिलिपि सीएमडी बीएसएनएल और निदेशक (मानव संसाधन) को भी भेजी है, जिसमें भर्ती किए गए सभी कर्मचारियों के संबंध में माननीय सर्वोच्च न्यायालय के आदेश को तत्काल लागू करने की मांग की गई है जो कर्मचारियों को डीओटी द्वारा प्रशिक्षण के लिए भेजा गया था और बीएसएनएल भर्ती के रूप में माना गया था।
