It is a very significant development that, the Parliamentary Committee on Public Undertakings has strongly taken up with the government, the issue of Wage Revision of BSNL Employees. The government has replied that Wage Revision of BSNL employees is not possible, in view of the financial condition of the Company. However, even thereafter, the Committee on Public Undertakings has told that, the government should consider implemention of Wage Revision of BSNL employees. In this background, BSNLEU has written a letter to the Hon'ble Minister of Communications, citing the report of the Parliamentary Committee on Public Undertakings, and has demanded implementation of wage revision immediately.

The Parliamentary Committee on Public Undertakings (COPU),  in it's 15th report, submitted in the Parliament on 12-08-2025, has expressed it's deep concern over the non- implementation of Wage Revision to BSNL Employees. 

 

The COPU has pointed out that, huge differences are there between the BSNL employees and the ITS officers, in the matters of Pay, Allowances and Retirement Benefits. The COPU has pointed out that, the ITS officers have got Pay Revision as per the recommendations of the 7th Central Pay Committee (7 th CPC). At the same time recommendations of the 3rd PRC are not implemented for BSNL employees. The COPU report states, "ITS officers enjoy more comprehensive allowances and perks in line with central government standards, whereas BSNL employees' benefits are constrained by the company's financial limitations".

 

However, in reply to the observations of the COPU, the DoT has replied that, BSNL employees are not considered for Wage Revision as per the recommendations of the 3rd PRC, since BSNL is continuously running in loss from the financial year 2009-10 onwards.

 

The Committee on Public Undertakings (COPU), consists of MPs from all political parties, including BJP, Congress, CPI(M) and other Regional Parties. Thus, MPs of all political parties have expressed their unhappiness over non- implementation of Wage  Revision to BSNL employees. This is the democratic voice of this country the government should consider the COPU report in the right perspective and should implement wage Revision for BSNL employees.

BSNL Management is wasting a lot of money in filing court cases, to deny benefits to the deserving employees. In one such case, the Supreme Court of India has severely criticised the BSNL Management and has ordered BSNL to pay Rs.1 lakh as the cost, for unnecessarily filing an appeal against the High Court order, in the matter of giving Compassionate Ground Appointment to a deserving candidate. Importantly, the Supreme Court has told the BSNL Management that, the amount could be recovered from the officer who wrongly advised to file the appeal in the Supreme Court. The details of the case are as follows. The Madhya Pradesh circle administration of BSNL wrongly denied Compassionate Ground appointment to a candidate. The candidate filed a case in the CAT and got a favourable judgement. However, the Management filed an appeal in the High Court of Madhya Pradesh against the CAT order. The Madhya Pradesh High Court also gave an order in favour of the candidate. Against this order of the Madhya Pradesh High Court, BSNL Management filed an appeal in the Supreme Court. Refusing to interfere with the CAT judgement, the Supreme Court has criticised the BSNL Management. The Supreme Court observed that, a government-owned company like BSNL was not expected to file a case against the granting of Compassionate Ground Appointment to the legal heir of an employee who died in harness. Whether the BSNL Management will learn lessons from this order of the Supreme Court?

The Extended Circle Working Committee meeting of BSNLEU, CTD Circle was held on 14th August at the Telephone Bhawan Club Auditorium. The meeting was presided over by Com. Jayanta Ghosh, President, BSNLEU, CTD Circle and witnessed a large gathering of BSNL employees.

 

A felicitation programme was organised to honour the newly elected General Secretary, Com. Animesh Mitra, and the newly elected Vice-President, Com. Sisir Roy. At the outset, Com. Sankar Kishor Nepal, welcomed all participants and felicitated the leaders. In his address, he highlighted staff-related problems and emphasised the need for a united struggle, especially on development-related issues.

 

During the CEC meeting, leaders of CTD Circle spoke on key matters, including staff issues and the 3rd PRC. In their concluding speeches, Com. Sisir Roy and Com. Animesh Mitra elaborated on the current socio-economic scenario of the country and the role of BSNL Management. Com. Animesh Mitra, GS, also briefed the gathering on the latest developments in the Wage Negotiation Committee and reiterated CHQ’s stand to press the Management for convening the next meeting within this month. The programme was also attended by Com. Sanjib Banerjee, CS, AIBDPA and Com. Pradipta Ghosh, CS, CTTMU, among others.
