The issue regarding Career Progression for outstanding sports personnel was discussed in the Formal Meeting held with the Director (HR) on 16.07.2025. Even after the lapse of nearly five months, no positive action has been taken by the Corporate Office. Com. Animesh Mitra, GS, BSNLEU, once again raised this matter in his meeting with Director (HR) on 25^th November, 2025. He expressed his dissatisfaction over the negative approach of the Admn. Section of the Corporate Office in denying promotion to the eligible sports personnel. During the discussion, he pointed out that the request pertains to only six candidates from four circles, for which a favourable decision should reasonably be taken by the Management. After giving a patient hearing, the Director (HR) directed the PGM (Admn.) to re-examine the matter and take appropriate action.

It was already decided that the dependents of employees who expire while on duty are to be considered for appointment on Compassionate Grounds. CHQ has received the recommendation from the AP Circle administration supporting the request for appointment to Smt. C. Manjula, W/o late Shri C. Pandu Rangha Rao. It is deeply shocking that Shri C. Pandu Rangha Rao lost his life while performing official duty. He accidentally came in contact with an 11 KV electrical line, suffered a severe electric shock, and passed away. The AP Circle administration has duly recommended the CGA appointment for Smt. Manjula, and forwarded the proposal to the Corporate Office on 12.03.2025, under the 5% CGA quota vacancies. In view of the prolonged delay, CHQ has written to the Director (HR) today, seeking his immediate intervention so that the widow can receive the appointment without any further delay.

देश और बीएसएनएल में वर्तमान मुद्दों पर चर्चाएँ – पूरे महीने तक BA-स्तर के कन्वेंशनों का आयोजन पूरी गंभीरता से करें।

ज़मीनी स्तर पर समन्वय समितियों के कामकाज की समीक्षा करते हुए, पिछली ऑनलाइन सीईसी बैठक में यह निर्णय लिया गया था कि BSNLEU को BA-स्तर के कन्वेंशनों को आयोजित करने के लिए ईमानदारी और ज़ोरदार प्रयास करने चाहिए। इन कन्वेंशनों का उद्देश्य हमारे सदस्यों के बीच देश में हाल के घटनाक्रमों के साथ-साथ बीएसएनएल में वर्तमान स्थिति के बारे में जागरूकता पैदा करना है।  सरकार ने हाल ही में श्रम शक्ति नीति – 2025 जारी की है, जिसके लिए श्रमिकों के बीच एक गंभीर अभियान कार्यक्रम चलाना आवश्यक है।  इसके साथ ही, सरकार ने चार श्रम संहिताओं को लागू करने की दिशा में कदम बढ़ाया है, जिससे कर्मचारियों को शिक्षित और संगठित करना और भी महत्वपूर्ण हो जाता है। हालांकि 08.10.2025 को वेतन समझौते की एक बैठक हुई थी, लेकिन प्रबंधन बीएसएनएल बोर्ड की मंजूरी प्राप्त करने के प्रति उदासीन रवैया दिखा रहा है। इसके लिए यूनियनों द्वारा निरंतर निगरानी और समय पर हस्तक्षेप की आवश्यकता है।पेंशनभोगियों और आकस्मिक/संविदा कर्मचारियों से संबंधित भी कई महत्वपूर्ण मुद्दे हैं, और यह आवश्यक है कि हमारे सदस्य इन मामलों से पर्याप्त रूप से अवगत हों। इसलिए, BSNLEU ने दिसंबर महीने भर BA-स्तर के कन्वेंशन आयोजित करने का निर्णय लिया है, जिसमें नियमित कर्मचारियों, पेंशनभोगियों और आकस्मिक/संविदा कर्मचारियों की सक्रिय भागीदारी होगी। जिला यूनियनें अपनी सुविधानुसार इन कार्यक्रमों को निर्धारित कर सकती हैं। सर्किल यूनियनों से अनुरोध है कि वे AIBDPA और BSNLCCWF के नेतृत्व के परामर्श से कार्यक्रम पर चर्चा करें और उसे अंतिम रूप दें।

संचार आधार सिस्टम 48 घंटे से काम नहीं कर रहा है, जिससे कंपनी को रेवेन्यू का नुकसान हो रहा है।

यह दुख की बात है कि संचार आधार सिस्टम के काम न करने की वजह से बीएसएनएल की सेवाओं पर बहुत बुरा असर पड़ रहा है, जो नए सीम कार्ड और रिप्लेसमेंट सीम जारी करने के लिए ज़रूरी है। यह सिस्टम 01-12-2025 से काम नहीं कर रहा है। बताया गया है कि संचार आधार सेवा चलाने के लिए ऑथराइज़्ड कंपनी का कॉन्ट्रैक्ट पीरियड खत्म हो गया है और बीएसएनएल ने अभी तक कॉन्ट्रैक्ट रिन्यू नहीं किया है। इसलिए, कंपनी ने अपनी सेवाएं वापस ले ली हैं। सीएचक्यू को अलग-अलग फील्ड यूनिट्स, खासकर ऑफिस और एक्सचेंज में कस्टमर सर्विस सेंटर्स से शिकायतें मिली हैं कि वे अभी नए कनेक्शन या डुप्लीकेट सीम जारी नहीं कर पा रहे हैं। यह बहुत दुख की बात है कि 48 घंटे बाद भी, यह मामला सुलझा नहीं है, जिससे बीएसएनएल को रेवेन्यू का नुकसान हो रहा है। BSNLEU इस मामले को तुरंत दखल देने के लिए मैनेजमेंट के सामने उठाएगा।

While reviewing the functioning of the Coordination Committees at the grass-root level, the last online CEC meeting decided that BSNLEU should take sincere and vigorous efforts to organise BA-level Conventions. These conventions are intended to create awareness among our members about the recent developments in the country as well as the current situation in BSNL. The Government has recently released the Shram Shakti Niti – 2025, which necessitates a serious campaign programme among the workers. At the same time, the Government has moved ahead with the implementation of the Four Labour Codes, making it even more important to educate and mobilise the workforce. Though a Wage Agreement meeting was held on 08.10.2025, the Management is displaying an indifferent attitude towards obtaining BSNL Board approval. This requires continuous monitoring and timely intervention by the Unions. There are also several important issues concerning pensioners and casual/contract workers, and it is essential that our members are sufficiently aware of these matters. Hence, BSNLEU has decided to conduct month-long BA-level Conventions throughout December, with the active participation of regular employees, pensioners and casual/contract workers. District unions may schedule these programmes as per their convenience. Circle unions are requested to discuss and finalise the programme in consultation with the leadership of AIBDPA and BSNLCCWF.
