The exuberant Circle Executive Committee meeting of Gujarat circle is held at Ahmedabad today.  36 Executive Committee members enthusiastically participated in this meeting. Com.M.K. Dave, Circle President, presided over the meeting and delivered the presidential address. Com.V.P. Prajapati, Circle Secretary, welcomed everyone. A minute's silence is observed to pay homage to the departed leaders. Com.V.P. Prajapati, CS, presented his report on activities. Com.P.Abhimanyu, General Secretary, addressed the meeting and spoke in depth about the decisions taken in the CEC meeting held at Bhopal. He explained the present status of Wage Revision, launching of 4G / 5G services by BSNL, the demand for New Promotion Policy and requested the comrades to powerfully launch the campaign programmes called on by the Joint Forum of the Unions and Associations of the Non-Executives. He further highlighted the important issues being pursued by the CHQ. After the lunch break, all the Executive Committee members participated in the deliberations and contributed to enrich the functioning of the circle union. The meeting unanimously decided to powerfully organise the campaign programmes called on by the Joint Forum. The meeting also decided to take all out efforts for the revival of the Contract Workers Union and also to organise the BSNL Working Women's Convention in the month of July, 2023. Finally, the Circle Secretary delivered the summing up address and also proposed the vote of thanks.  

टीटी एलआईसीई - चीफ जनरल मैनेजर कार्यालय में कार्यरत कर्मचारियों की परीक्षा में शामिल होने की पात्रता।

चीफ जनरल मैनेजर कार्यालयों में कार्यरत कुछ कर्मचारी टीटी एलआईसीई में उपस्थित होने के पात्र हैं। हालाँकि, वहाँ दूरसंचार तकनीशियन के पद उपलब्ध नहीं हैं। ऐसे में चीफ जनरल मैनेजर कार्यालयों में कार्यरत पात्र कर्मचारी टीटी एलआईसीई में उपस्थित नहीं हो पा रहे हैं। BSNLEU ने इस मुद्दे पर पहले ही प्रिंसिपल जनरल मैनेजर (Estt.) को पत्र लिखा है। साथी पी. अभिमन्यु, महासचिव ने आज श्री सौरभ त्यागी, प्रिंसिपल जनरल मैनेजर (Estt.) के साथ इस मुद्दे पर चर्चा की। प्रिंसिपल जनरल मैनेजर (Estt.) द्वारा यह बताया गया कि, चीफ जनरल मैनेजर कार्यालयों में काम करने वाले पात्र कर्मचारी टीटी एलआईसीई में अपने मूल बिज़नेस एरिया (बिज़नेस एरिया जहां से वे चीफ जनरल मैनेजर कार्यालयों में स्थानांतरण पर आए थे) में उपस्थित होने के लिए पात्र हैं।

ड्राफ्ट्समैन कैडर के लिए जेटीओ एलआईसीई - महासचिव, BSNLEU, प्रिंसिपल जनरल मैनेजर (Estt.) के साथ आगे की बातचीत करतें है।

जैसा कि सभी जानते हैं, BSNLEU लंबे समय से मांग कर रहा था कि ड्राफ्ट्समैन कैडर के लिए एक विशेष जेटीओ एलआईसीई आयोजित किया जाना चाहिए। इस संबंध में काफी पहले ही नेशनल काउंसिल में सहमति बन चुकी है। लेकिन, प्रबंधन ने इस फैसले को लागू नहीं किया। 10.05.2023 को निदेशक (मानव संसाधन) के साथ आयोजित औपचारिक बैठक में इस मुद्दे पर एक बार फिर BSNLEU द्वारा चर्चा की गई। उस बैठक में यह आश्वासन दिया गया था कि 31.05.2023 से पहले चीफ जनरल मैनेजर (सिविल) और चीफ जनरल मैनेजर (इलेक्ट्रिकल) से इस मुद्दे पर आवश्यक जानकारी ली जाएगी। साथी पी. अभिमन्यु, महासचिव ने आज एक बार फिर प्रिंसिपल जनरल मैनेजर (Estt.) के साथ इस मुद्दे पर चर्चा की। यह उत्तर दिया गया कि, चीफ जनरल मैनेजर (सिविल) और चीफ जनरल मैनेजर (इलेक्ट्रिकल) से आवश्यक जानकारी पहले ही ले ली गई हैं। अभी तक, 18 जेटीओ (सिविल) रिक्त पद मौजूद हैं। इसके अलावा, जेटीओ से एसडीई पदोन्नति अगले 2/3 महीनों के भीतर सिविल और इलेक्ट्रिकल विंग में प्रभावी होने जा रही है। इसके परिणामस्वरूप जेटीओ के कम से कम 50 और पद सृजित होने की संभावना है। इसके अलावा, जेटीओ आरआर के अनुसार, ड्राफ्ट्समैन कैडर जेटीओ (सिविल) एलआईसीई में उपस्थित होने का हकदार है। इसलिए, प्रिंसिपल जनरल मैनेजर (Estt.) द्वारा यह आश्वासन दिया गया था कि, ड्राफ्ट्समैन कैडर के लिए जल्द ही लगभग 70 की अपेक्षित रिक्त पदों के साथ एक जेटीओ एलआईसीई आयोजित किया जाएगा।

As all are aware that, BSNLEU had long been demanding that a Special JTO LICE should be conducted for the draftsman cadre. An agreement has already been reached in the National Council in this regard long back. But, the Management did not implement the decision. This issue was once again discussed by BSNLEU, in the Formal Meeting held with the Director (HR) on 10.05.2023. In that meeting, it was assured that, necessary inputs on this issue would be taken from the CGM (Civil) and CGM (Electrical) before 31.05.2023. This issue was once again discussed by Com.P.Abhimanyu, GS, with the PGM(Estt.) today. It was replied that, necessary inputs are already taken from the CGM (Civil) and CGM (Electrical). As of now, 18 JTO (Civil) vacancies are existing. Further, JTO to SDE promotions are going to be effected in the Civil and Electrical wings within the next 2 / 3 months. As a result of this, at least 50 more JTO posts are likely to be created. In addition to this, as per the JTO RR, draftsman cadre is entitled to appear in the JTO (Civil) LICE. Hence, it was assured by PGM(Estt.) that, a JTO LICE will soon be conducted for the draftsman cadre with an expected vacancies of around 70. 

The issue of non-declaration of JTO LICE results in Punjab circle is lingering on for a very long time. In the Formal Meeting with BSNLEU, held on 10.05.2023, the Director (HR) assured that, a senior advocate would be engaged by BSNL and that also the officers of the Punjab CGM office would be called to the Corporate Office to discuss the issue. This matter was further discussed by Com.P.Abhimanyu, GS, with Shri Saurabh Tyagi, PGM(Estt.) today, The PGM (Estt.) assured that, the meeting with the officers of the Punjab CGM office would be held within the next few days and necessary action would be taken to implement the assurances given by the Director (HR).
