अस्थायी ट्रांसफर की अवधि बढ़ाने के लिए – सीएचक्यू  ने बीएसएनएल के डायरेक्टर (मानव संसाधन) को पत्र लिखा।

सीएचक्यू  को ऐसे कर्मचारीयों की ओर से कई अनुरोध मिले हैं जो अस्थायी ट्रांसफर व्यवस्था के तहत काम कर रहे हैं और अपनी ट्रांसफर अवधि बढ़ाने की मांग कर रहे हैं। काफी संख्या में अधिकारियों को, खासकर जेई कैडर में, नियम-9 के तहत ट्रांसफर किया गया था और अपनी ट्रांसफर अवधि पूरी होने के बाद, उन्हें उनके मूल सर्कल में वापस भेजने के लिए रिलीव किया जा रहा है। इस संबंध में सीएचक्यू  ने उत्तर प्रदेश (पश्चिम) सर्कल से एक खास मामला डायरेक्टर (मानव संसाधन) को भेजा है, जिसमें मानवीय आधार पर ट्रांसफर अवधि बढ़ाने पर विचार करने का अनुरोध किया गया है। संबंधित अधिकारी ऐसे सर्कल से हैं जहाँ जेई कैडर को पहले ही सरप्लस घोषित किया जा चुका है। सीएचक्यू  ने मैनेजमेंट से आग्रह किया है कि वे सहानुभूतिपूर्ण दृष्टिकोण अपनाएँ और योग्य मामलों में अस्थायी ट्रांसफर की अवधि बढ़ाने पर विचार करें, ताकि संबंधित अधिकारियों को अनावश्यक कठिनाई का सामना न करना पड़े।

BSNLEU, सिक्किम सर्कल का दूसरा सर्कल सम्मेलन गंगटोक में सफलतापूर्वक संपन्न हुआ।

BSNLEU, सिक्किम सर्कल का जोशीला सर्कल सम्मेलन 09.05.2026 को सिक्किम के खूबसूरत हिल स्टेशन गंगटोक में आयोजित किया गया। BSNLEU सिक्किम सर्कल का गठन 2021 में हुआ था और यह इसका दूसरा सर्कल सम्मेलन था। हालाँकि सिक्किम एक छोटा सर्कल है, फिर भी सम्मेलन में सदस्यों की एक प्रभावशाली संख्या ने भाग लिया, जो इस सर्कल में संगठन की बढ़ती ताकत और एकता को दर्शाता है। सम्मेलन की अध्यक्षता साथी  विनोरा थापा (अध्यक्ष) ने की और साथी  अरुण राय (सर्कल सचिव) ने इस अवधि के दौरान की गई गतिविधियों पर रिपोर्ट प्रस्तुत की। साथी  कमल प्रसाद शर्मा ने सर्कल यूनियन के खातों का विवरण प्रस्तुत किया। साथी  अनिमेष मित्रा (महासचिव) ने सम्मेलन का उद्घाटन किया और 3rd पीआरसी, आईडीए बकाया का भुगतान, श्रम संहिताओं (Labour Codes) का कार्यान्वयन और बीएसएनएल कर्मचारियों से जुड़े अन्य ज्वलंत मुद्दों जैसे विभिन्न महत्वपूर्ण विषयों पर बात की। उन्होंने केंद्र सरकार की भूमिका की आलोचना करते हुए कहा कि बीएसएनएल विरोधी नीतियों के कारण बीएसएनएल लगातार अपनी बाजार हिस्सेदारी खो रहा है। उन्होंने नॉन-एग्जीक्यूटिव कर्मचारियों के महत्वपूर्ण मुद्दों, विशेष रूप से एनईपीपी की समीक्षा और व्यक्तिगत भत्तों के संशोधन पर BSNLEU के विचारों और संघर्षों के बारे में भी विस्तार से बताया। यह उत्साहजनक था कि विभिन्न यूनियनों और संघों के नेताओं ने भी सम्मेलन में भाग लिया, जिनमें AIGETOA से साथी  पी.के. डांगर, SNEA से साथी  टेकेंद्र सुवेदी, AIBDPA से साथी  श्याम गुरुंग, SEWA से साथी  गिरमकर और BSNLCCWF से साथी  धीरन छेत्री शामिल थे। सभी वक्ताओं ने कठिन पहाड़ी इलाकों में बीएसएनएल सेवाओं के दैनिक संचालन और रखरखाव में सिक्किम सर्कल को आने वाली विशेष कठिनाइयों पर प्रकाश डाला। विषय समिति की बैठक के दौरान, सदस्यों ने कर्मचारियों से संबंधित कई महत्वपूर्ण मुद्दे उठाए, जिनमें पदोन्नति में ठहराव (stagnation), CGCIL द्वारा बाहरी नेटवर्क का रखरखाव, सिक्किम सर्कल में एक नियमित चीफ जनरल मैनेजर  की नियुक्ति, सेवानिवृत्ति लाभ और सेवा से जुड़े अन्य मामले शामिल थे। प्रतिनिधियों द्वारा गहन चर्चा के बाद, अगले कार्यकाल के लिए निम्नलिखित पदाधिकारियों को सर्वसम्मति से चुना गया: साथी  विनोरा थापा (अध्यक्ष), साथी  अरुण राय (सर्कल सचिव) और साथी  कमल प्रसाद शर्मा (कोषाध्यक्ष)। सम्मेलन का समापन संगठन को मज़बूत करने तथा कर्मचारियों और बीएसएनएल के हितों की रक्षा के लिए संघर्षों को और तेज़ करने के नए उत्साह और दृढ़ संकल्प के साथ हुआ।

An energetic Circle Conference of BSNLEU, Sikkim Circle, was held at Gangtok, the beautiful hill station of Sikkim, on 09.05.2026. BSNLEU Sikkim Circle was formed in 2021 and this was its 2nd Circle Conference. Though Sikkim is a small circle, an impressive number of members participated in the conference, reflecting the growing strength and unity of the organisation in the circle. The conference was presided over by Com. Vinora Thapa, President, and Com. Arun Rai, Circle Secretary, presented the report on the activities carried out during the period. Com. Kamal Prasad Sharma presented the accounts of the Circle Union. Com. Animesh Mitra, General Secretary, inaugurated the conference and addressed various important issues such as the 3rd PRC, payment of IDA arrears, implementation of Labour Codes and other burning issues concerning BSNL employees. He criticised the role of the Central Government, stating that BSNL is continuously losing market share due to anti-BSNL policies. He also elaborated on the views and struggles of BSNLEU on the important issues of Non-Executives, particularly the review of NEPP and revision of personal allowances. It was encouraging that leaders from various unions and associations also participated in the conference, including Com. P.K. Dangar from AIGETOA, Com. Tekendra Subedi from SNEA, Com. Shyam Gurung from AIBDPA, Com. Giramkar from SEWA and Com. Dhiren Chettri from BSNLCCWF. All the speakers highlighted the special difficulties faced by Sikkim Circle in the day-to-day operation and maintenance of BSNL services in the difficult hill terrain. During the Subject Committee meeting, members raised several important staff-related issues including stagnation, outdoor network maintenance by PGCIL, posting of a regular CGM in Sikkim Circle, superannuation benefits and other service matters. After threadbare discussions by the delegates, the following office bearers were unanimously elected for the next term: Com. Vinora Thapa as President, Com. Arun Rai as Circle Secretary and Com. Kamal Prasad Sharma as Treasurer. The conference concluded with renewed enthusiasm and determination to strengthen the organisation and intensify the struggles for safeguarding the interests of employees and BSNL.

CHQ has received many requests seeking extension of the tenure period for officials working under temporary transfer arrangements. A good number of officials, particularly in the JE cadre, were transferred under Rule-9 and, after completion of their tenure period, they are being relieved to return to their parent circles. In this connection, CHQ has forwarded a specific case from UP (West) Circle to the Director (HR), requesting consideration of extension of the tenure period on humanitarian grounds. The concerned official belongs to a circle where the JE cadre has already been declared surplus. CHQ has urged the management to take a sympathetic view and consider extending the temporary transfer tenure in deserving cases to avoid undue hardship to the officials concerned.

BSNLEU has strongly protested against the practice of assigning higher responsibilities of executive cadres to the Non-Executive Junior Engineer cadre without their consent. It has come to the notice of the CHQ that the administration in several circles is assigning duties and responsibilities meant for executive cadres such as JTOs and SDEs to officials in the JE cadre. Recently, it has also been reported that Junior Engineers are being forcibly entrusted with the role of BBM (BharatNet Business Manager) in the FTTH segment.
