Management is still dragging it's feet in holding the Special JTO LICE for the Draftsman cadre. Many years ago, decision was taken in the National Council meeting for holding one special JTO LICE for the Draftsman cadre. BSNLEU is continuously taking up the issue with the concerned authorities in the Corporate Office. Initially, it was told that vacancy positions have not come from the Civil and Electrical wings. With much difficulty, General Secretary, BSNLEU arranged for the vacancy particulars. But now, the recruitment branch wants some records. Thus, the JTO LICE for the Draftsman cader is being delayed under one pretext or the other. Today, BSNLEU has written a letter to Shri S.P.Singh, PGM(Estt.) as well as PGM (Recruitment & Training) demanding needful action for expeditiously for holding the Special JTO LICE for the Draftsman cadre.
View letterThe BSNL Corporate Office has already issued instruction stating that, copies of Corporate Office letters, not marked as "confidential" or "secret", should be supplied to the Recognised Trade Union. This instruction has been issued by the Corporate Office, due to the persistent demand raised by the Recognised Trade Union. However, none of the corporate office branches are following this instruction today. Recently, the Management has formed a committee for the revision of allowances of the employees. The PGM(Estt) has declined to give a copy of this letter to the Union. This is nothing but a blatant violation of the Corporate Office instruction on the subject. Hence, BSNLEU has written a letter to the Director(HR) today, requesting to ensure the strict implementation of the Corporate Office instruction, on the supply of copies of the Corporate Office letters to the Recognised Trade Union.

जम्मू-कश्मीर सर्किल में जेई बनने के इच्छुक उम्मीदवारों की पदोन्नति की संभावनाएं प्रभावित हो रही हैं, क्योंकि प्रबंधन ने जेई के 17 पदों को रिक्त घोषित करने के लिए उचित कार्रवाई नहीं की है। जेएंडके सर्किल में स्वीकृत जेई पद 120 हैं। जबकि प्रबंधन का कहना है कि जेई की कार्यरत संख्या 116 है। यह गलत है। 17 जेई बहुत पहले ही अपनी नौकरी से इस्तीफा दे चुके हैं और बीएसएनएल छोड़ चुके हैं। हालांकि, प्रबंधन द्वारा उन सभी 17 पदों को रिक्त पद घोषित नहीं किया गया है। इसके परिणामस्वरूप, सितंबर, 2024 में आयोजित जेई एलआईसीई के लिए केवल एक रिक्ति थी। प्रबंधन की निष्क्रियता के कारण, जेएंडके सर्किल में जेई बनने के इच्छुक युवा कर्मचारियों की पदोन्नति की संभावनाएं प्रभावित हो रही हैं। दिनांक 12.06.2025 को जम्मू में आयोजित BSNLEU की सर्किल कार्यकारी समिति की बैठक में महासचिव के संज्ञान में यह मुद्दा लाया गया। आज BSNLEU ने निदेशक (मानव संसाधन) को पत्र लिखकर 17 जेई पदों को रिक्त घोषित करने तथा अगले जेई एलआईसीई के लिए रिक्तियों को शामिल करने के लिए शीघ्र कार्रवाई करने की मांग की है।
The promotional prospects of aspirants to become JE in J&K circle is affected, since the Management has not taken appropriate action to declare 17 JE posts as vacant. In J&K circle, the sanctioned JE posts are 120. Whereas, the Management is maintaining that the working strength of JEs is 116. This is false. 17 JEs have already resigned their jobs long back and have already left BSNL. However, all those 17 posts have not been declared as vacant posts. As a result of this, there was only one vacancy for the JE LICE conducted in September, 2024. Due to the inaction of the Management, the promotional prospects of young employees are affected. This issue was brought to the notice of the General Secretary in the Circle Executive Committee meeting of BSNLEU held on 12.06.2025. Today, BSNLEU has written letter to the Director (HR), demanding to take expeditious action for declaring the 17 JE posts as vacant and to include the vacancies for the next JE LICE.
View letterAs all comrades are aware, the Central Trade Unions have given call for organising a General Strike on 09th July, 2025. BSNLEU and NFTE are participating in this strike. Strike notice has already been given to the CMD BSNL and the Secretary, Telecom. The All India Centre meeting held today the 17-06-2025 has taken decision to organise the following programmes to make the strike successful:-
- Lunch hour demonstrations are to be organised on 30.06.2025, explaining about the demands of the General Strike to the employees.
- A “Meet the Employees” programme is to be organised from 30.06.2025 to 05.07.2025. Each and every employee has to be approached during this period and the demands of the General Strike are to be explained to them.
- CHQ will prepare a matter for the pamphlet in English and Hindi. The circle and district unions have to print pamphlets utilising this matter and distribute the same to the employees during the “Meet the Employees” campaign.
