The SNATTA leadership is accusing that, BSNLEU has not done anything to get better pay scale for the JE cadre. Is it true?
The Wage Revision Committee was constituted in April, 2018. In this Committee, the new pay scales of the Non-Executives were finalised in July, 2018. The JE cadre pay scale (NE-9) is finalised as 33,200 – 86,300 (33 years’ span). This is purely the achievement of the recognised unions. No SNATTA leader was in the Wage Revision Committee at that time.
Thereafter, Shri P.K. Purwar took charge as the new CMD BSNL. He rejected all the new pay scales finalised in July, 2018. Instead, shorter pay scales were offered by the Management. In this, Management offered 31,000 – 63,000 (24 years’ span) for the JE cadre. BSNLEU vehemently opposed this change. BSNLEU organised many struggles against the highhandedness of the Management in offering shorter pay scales to the Non-Executives.
Due to the continuous efforts taken by BSNLEU, one informal meeting of the Wage Revision Committee was held on 19th February, 2024. Only GS, BSNLEU and GS, NFTE participated in this informal meeting. Some improvements were made to the shorter pay scales already offered by the Management. According to those proposals, NE-9 pay scale was modified as 31,000 – 70,000. Thus, the maximum of the NE-9 pay scale was increased from 63,000 to 70,000. However, these proposals were completely rejected by the top Management of BSNL.
When the Wage Revision talks were going on, BSNLEU wrote separate letters to the CMD BSNL demanding higher pay scale for the JE cadre. On 31.12.2021, BSNLEU wrote letter to the CMD BSNL demanding upgradation of the pay scale from NE-9 to NE-10 pay scale.
When 35,400 – 1,12,400 pay scale was implemented by the DoT, BSNLEU wrote letter to the CMD BSNL on 17.07.2025, demanding that 35,400 – 1,12,400 pay scale should be implemented for the JE cadre in BSNL. BSNLEU is the only recognised union which has twice demanded upgradation of the pay scale of the JE cadre.
Hence, the propaganda being made by SNATTA leadership that BSNLEU did not take any effort to improve the JE pay scale is totally mischievous.
SNATTA is accusing BSNLEU that, the two members SNATTA in the Wage Revision Committee were suddenly removed before the final meeting to be held on 08.10.2025. As a result, SNATTA members are prevented from effectively presenting the NE-9 pay scale in the final meeting. This accusation is being levelled by SNATTA leadership only to rouse the JE cadre sentiment and to gain the sympathy of JE comrades.
Com.Suresh Kumar and Com. Manu Mehra, were nominated by BSNLEU to the Wage Revision Committee in November, 2022, after the 9th Membership Verification. It is already 3 years since both the SNATTA members became members of the Wage Revision Committee. In the last 3 years, they have had enough time to improve the NE-9 pay scale. We ask why the SNATTA members have not been able to improve the NE-9 pay scale during the last 3 years? When they have not done anything in the last 3 years how they are expected to do the miracle in the meeting to be held on 08.10.2025.
The original plan of the two SNATTA members is to stop BSNLEU from signing the Wage Revision Agreement. They have successfully stopped the recognised unions from signing the Wage Revision Agreement in the meetings held on 17.09.2025 and 26.09.2025. They have planned to stop the signing of the Wage Revision Agreement in the final meeting to be held on 08.10.2025 also. Thereafter, no Wage Revision Agreement could be signed since the recognition of both BSNLEU and NFTE will expire on 16.10.2025. If the agreement is not signed on 08.10.2025, it will cause great loss to the majority of the Non-Executives. To stop this disaster from happening, BSNLEU took timely action by replacing the two SNATTA members in the Wage Revision Committee.
Leaders of BSNLEU, Com.M.Vijaykumar, President, Com.Animesh Mitra, General Secretary and Com.P.Abhimanyu, Vice-President, met Shri Kalyan Sagar Nippani, Director (HR) yesterday the 09-10-2025 and expressed their thanks for the cooperation extended for the signing of the Wage Revision Agreement. In this meeting, the leaders told the Director (HR) that, the holding of the 10th Membership Verification has already become due. They requested the Director (HR) to initiate immediate action for holding the 10th Membership Verification without further delay. The Director (HR) responded positively and assured that, the Management would take immediate action for conducting the 10th Membership Verification.
After 7 years of continuous efforts, the Recognised Trade Unions of BSNL have signed the Wage Revision Agreement for the Non-Executives w.e.f 01-01-2017. Copy of the agreement is enclosed here under for the perusal of our comrades.
View agreementAs all comrades are aware, the Recognised Unions of the Non-Executives have signed the Wage Revision Agreement, in the meeting held on 08-10-2025. Signing of the Wage Revision Agreement in a loss making PSU is a very big achievement. This achievement has been made after 7 years' of dedicated work. Around 15,000 employees, who have lost their increments due to stagnation, are going to get benefitted. The All India Centre meeting of BSNLEU, held at New Delhi on 09-10-2025, has decided to give call to all the District Unions, to organise special meetings at the district level, for explaining the details of the Wage Revision Agreement to all our employees. The All India Centre has decided that, these special meetings at the district level should be organised from 13th to 18th October 2025. The Report of the Wage Revision Committee (Agreement) is being sent to the circle and district unions. CHQ will also send a note explaining this Agreement. Based on this, the leaders should explain the details of the Wage Revision Agreement to the employees.
