मैनेजमेंट के दोहरे मापदंडों की कड़ी निंदा की जानी चाहिए।

मैनेजमेंट का दोहरा रवैया सामने आ गया है। SET और जेटीओ (T) के लिए ओपन मार्केट से भर्ती करने के साथ-साथ, वही मैनेजमेंट योग्य मौजूदा कर्मचारियों को प्रमोशन के मौके देने से इनकार कर रहा है। सालों से, कई सर्किलों में जेएओ, जेटीओ और टीटी की परीक्षाएं नहीं हुई हैं, क्योंकि रीस्ट्रक्चरिंग के नाम पर 50% से ज़्यादा पद खत्म करने के बाद खाली पदों की जानबूझकर कमी दिखाई जा रही है। जब भी यूनियनें कैडर के रीस्ट्रक्चरिंग की समीक्षा, पदों के निर्माण और खाली टीटी, जेई और जेटीओ पदों को भरने के लिए परीक्षा मानकों में ढील देकर LICE आयोजित करने की मांग करती हैं, तो मैनेजमेंट वित्तीय दिक्कतों का बहाना बनाता है। हालांकि, ओपन मार्केट से भर्ती करने का फैसला इस बात के बिल्कुल उलट है। BSNLEU इस भेदभावपूर्ण नीति की कड़ी निंदा करता है और सभी कैडरों में तुरंत LICE आयोजित करने, पर्याप्त पदों को बहाल करने/बनाने और बिना किसी देरी के योग्य अंदरूनी उम्मीदवारों को प्रमोशन देने की मांग करता है।

लंबे समय से चले आ रहे कर्मचारियों के ज़रूरी मुद्दों को सुलझाने के लिए डायरेक्टर (मानव संसाधन) के साथ 18.02.2026 को मीटिंग होगी – दोनों मान्यता प्राप्त यूनियनों द्वारा मेमोरेंडम जमा किया गया।

कल, 05.02.2026 को, साथी  अनिमेष मित्रा, जनरल सेक्रेटरी, BSNLEU, श्री राजीव कौशिक, प्रिंसिपल जनरल मैनेजर  (SR), बीएसएनएल कॉर्पोरेट ऑफिस से मिले और एक मेमोरेंडम सौंपा जिसमें लंबे समय से चले आ रहे कर्मचारियों के ज़रूरी मुद्दों पर ज़ोर दिया गया जो अभी भी अनसुलझे हैं। याद दिला दें कि, 03.02.2026 को डायरेक्टर (मानव संसाधन) के साथ हुई मीटिंग में यह तय किया गया था कि दोनों मान्यता प्राप्त यूनियनें लंबे समय से लंबित कर्मचारियों के मुद्दों की एक संयुक्त सूची जमा करेंगी जिनका अंतिम समाधान होना बाकी है। उसी के अनुसार, दोनों जनरल सेक्रेटरी द्वारा विधिवत हस्ताक्षरित मेमोरेंडम प्रिंसिपल जनरल मैनेजर  (SR) को सौंपा गया। जवाब में, प्रिंसिपल जनरल मैनेजर  (SR) ने आश्वासन दिया कि मैनेजमेंट दोनों मान्यता प्राप्त यूनियनों के साथ सौहार्दपूर्ण चर्चा के माध्यम से मुद्दों को हल करने के लिए ईमानदारी से प्रयास करेगा। मैनेजमेंट ने पुष्टि की है कि डायरेक्टर (मानव संसाधन) के साथ मीटिंग 18 फरवरी 2026 को होगी। मेमोरेंडम इसके साथ संलग्न है।

UP (West) Circle has started the campaign programme in preparation for the proposed strike. On 06.02.2026, a strike campaign programme was held at the Ghaziabad Telephone Exchange. The district union organised a convention focusing on the strike and issues related to the Labour Codes. The meeting was presided over by Com. Jugendar Singh. Com. Animesh Mitra, General Secretary, elaborated on the adverse impact of the Labour Codes and criticised the negative attitude of the government in delaying the implementation of the 3rd PRC. Other speakers included Com. Puneet Kumar, Acting Circle Secretary, BSNLEU and Com. Ramesh Kumar, DS, Ghaziabad, who also addressed the gathering. Following the meeting, a gate demonstration was organised, during which members highlighted the Charter of Demands through slogan shouting and mobilised employees to ensure successful participation in the strike.

On 7th February, a General Body Meeting in connection with the General Strike scheduled on 12^th February was successfully conducted at Alwar, Rajasthan. The meeting was attended by Com. Animesh Mitra, General Secretary, BSNLEU, Com. Norat Mal Meena, Acting Circle Secretary, Rajasthan circle, Com.Tejpal Singh Kasana, District Secretary Jaipur, Ganganagar,  Shri Ajit Giri, District Secretary, Ganganagar, Com. Parveen Kumar, District Secretary, Gurgaon, Com.B.L. Prajapati, Assistant Treasurer and Com.K.K. Sharma. The convention gave a strong call to make the 12th February General Strike a grand success. All comrades are requested to extend their full cooperation and actively participate to ensure the success of the strike. The event was efficiently organised and managed by Com.Ghanshyam Saini, DS, Alwar, Com.S.K. Meena, President, Com.Pitambar Saini and Com.Manmohan Saini. The Rajasthan Circle extends red salute and sincere appreciation to the comrades of Alwar for their dedicated efforts and successful conduct of the programme.

A strike campaign convention was held on 07.02.2026, at Rewari Telephone Exchange in support of the proposed strike on 12th February. Com. Ramesh Chand, President, welcomed the gathering and explained the purpose of the convention. Com. M. S. Kadiyan, Circle Secretary, BSNLEU Haryana Circle, inaugurated the meeting and called for strong support for the 12th February strike. Leaders of SNEA and AIGTOA addressed the gathering on PRC and pension revision, highlighting the role of AUAB. Com. Animesh Mitra, General Secretary, the main speaker, warned about the dangers posed by the Labour Codes introduced by the Central Government and stressed the importance of the Charter of Demands of the Central Trade Unions. He appealed to employees to actively participate in the strike, noting that BSNLEU and NFTE have already issued strike notices demanding wage revision, including relaxation of the affordability clause. He explained how the Labour Codes would severely affect trade union rights. Com. Pradip Kumar, Organising Secretary (CHQ), and Com. Parveen Kumar, District Secretary, Gurgaon, also addressed the meeting. The vote of thanks was delivered by Com. Vipin Soni, District Secretary, BSNLEU Rewari. All employees present unanimously supported the call and confirmed their participation in the 12th February strike.
