The Finance Ministry held its pre-budget consultation meeting with leaders of the central trade unions on 20th November, 2025. These consultations are a routine exercise, as the Government traditionally seeks the views of trade unions before finalising the Union Budget. During the meeting, representatives of all major central trade unions raised several key demands and concerns for inclusion in the forthcoming Budget. A major issue highlighted was the need to expand coverage under EPF and ESI, as a large section of workers and employees still remain outside the ambit of these social security schemes. The unions also urged the Government to increase the pension amount under EPF. Another prominent demand was the enhancement of allowances for project workers, who currently receive comparatively low benefits despite their significant contribution. The trade union leaders expressed serious dissatisfaction over the inadequate audit of government projects, noting that the number of accounts subjected to audit has been decreasing. They stressed that proper auditing is essential for transparency and accountability. Commenting on the reported pressure from the United States regarding import duties, the leaders observed that India should prioritise the expansion of the domestic market, instead of depending heavily on export-based growth. Representatives from CITU, AITUC, HMS, AIUTUC, SEWA and AICCTU participated in the meeting.

An important online CEC meeting was held on 13.11.2025, during which several important decisions were taken after detailed deliberations with CHQ office bearers and Circle Secretaries. It is now imperative that immediate and serious action be taken to implement these decisions at the grass-root level. The meeting reviewed and discussed several major issues like, the present socio-economic situation in the country and particularly in BSNL, increasing attacks on trade union rights, the status of the wage agreement and the proposed future course of action, Shram Shakti Niti – 2025 and other organisational and policy-related issues. All Circle Secretaries and CHQ office bearers are requested to ensure that the decisions accepted in the CEC meeting are promptly implemented in their respective circles and districts. This is essential for strengthening our organisation and moving forward with collective responsibility.

Com.Animesh Mitra, General Secretary, met the CMD BSNL and the Director(HR) today and discussed about the delay in the processing of the wage revision agreement  by the Management. It has assured that the file will be put up for the approval of the Management Committee to be held in this month.Then, the Management requested to postpone the 26th November demonstration programme as it will create hurdles in the settlement of 3rd PRC. Based on today's request from the top most Management, the CHQ has decided to postpone the demonstration programme to be held tomorrow the 26th November. All circle secretaries are requested  to convey this message to all the district secretaries.

The Joint Platform of Central Trade Unions and Independent Industrial Federations has called upon the working people of India, across all sectors, to rise in united and determined resistance on 26 November 2025. This nationwide programme, being organised along with the peasants under the banner of Samyukt Kisan Morcha (SKM), is a collective protest against the implementation of the labour codes. The call urges workers everywhere to demand the scrapping of the labour codes and the withdrawal of the draft Shram Shakti Niti 2025. The United Platform has also called upon all its members to wear black badges in workplaces as a mark of defiance. Beginning Monday, Gate Meetings, street-corner meetings, and meetings should be organised on a war footing, to expose the anti-worker, pro-corporate agenda of the Union Government, which seeks to push the wealth-producing classes into deeper exploitation. BSNLEU, in its online CEC Meeting, has thoroughly discussed the negative impacts of Shram Shakti Niti 2025 and the Four Labour Codes. It has been decided to conduct an effective and extensive campaign on these issues. Accordingly, BSNLEU calls upon all BSNL employees to organise aggressive and massive Demonstration Programmes on 26 November, at BSNL offices/exchanges, preferably in prominent public places. All comrades are also requested to coordinate with the leaders of AIBDPA and BSNLCCWF, and ensure active participation of their members in this programme.

मैनेजमेंट ने 10वीं मेंबरशिप वेरिफिकेशन को नए प्रोसेस से करने का प्रस्ताव रखा – BSNLEU ने पिछली ऑनलाइन CEC मीटिंग के फैसले के आधार पर मैनेजमेंट को अपना स्टैंड बताया।

कॉर्पोरेट ऑफिस ने आने वाली 10वीं मेंबरशिप वेरिफिकेशन को ट्रेडिशनल सीक्रेट बैलेट सिस्टम के बजाय ERP सिस्टम में मौजूद मेंबरशिप डेटा के आधार पर करने का एक नया तरीका प्रस्तावित किया है। मैनेजमेंट ने इस प्रस्ताव पर BSNLEU समेत सभी मान्यता प्राप्त यूनियनों की राय मांगी है। BSNLEU ने 13.11.2025 को हुई ऑनलाइन CEC मीटिंग में इस मामले पर डिटेल में और गंभीरता से चर्चा की। CEC मेंबर्स ने सीक्रेट बैलेट सिस्टम से मेंबरशिप वेरिफिकेशन करने की अपनी पसंद बताई। हालांकि, बीएसएनएल की मौजूदा फाइनेंशियल हालत को देखते हुए, यह तय किया गया कि BSNLEU मैनेजमेंट के प्रस्ताव को एक बार के उपाय के तौर पर स्वीकार कर सकता है। इसलिए, CEC मीटिंग में लिए गए फैसले को मैनेजमेंट को विचार के लिए बता दिया गया है।
