WFTU ने क्यूबा के समर्थन में ग्लोबल डिजिटल सिग्नेचर कैंपेन का आह्वान किया – BSNLEU एक हफ़्ते तक डिजिटल सिग्नेचर कैंपेन चलाएगा।

BSNLEU के सेंट्रल सेक्रेटेरियट और ऑल इंडिया सेंटर की बैठक में क्यूबा के समर्थन में एक हफ़्ते तक डिजिटल सिग्नेचर कैंपेन चलाने का फ़ैसला किया गया है। क्यूबा अमेरिकी साम्राज्यवाद द्वारा लगाए गए आर्थिक प्रतिबंधों के कारण लगातार मुश्किलों का सामना कर रहा है। सीएचक्यू  सभी सीईसी सदस्यों और सर्कल/डिस्ट्रिक्ट यूनियनों से अपील करता है कि वे इस कैंपेन में सदस्यों की सक्रिय भागीदारी सुनिश्चित करने के लिए ज़रूरी कदम उठाएं। डिजिटल सिग्नेचर रजिस्टर करने और क्यूबा के लोगों के साथ एकजुटता का मज़बूत संदेश भेजने के लिए सभी संबंधित लोगों को पहले ही एक लिंक भेजा जा चुका है। आइए, "क्यूबा अकेला नहीं है – हम क्यूबा के साथ हैं" – इस कैंपेन के नारे के समर्थन में अपनी एकजुट आवाज़ उठाएं। यह एक हफ़्ते का डिजिटल सिग्नेचर कैंपेन 22 से 29 जून, 2026 तक चलाया जाएगा। सभी सदस्यों से अनुरोध है कि वे पूरे दिल से इसमें भाग लें और इस कैंपेन को ज़बरदस्त सफल बनाएं।

कैज़ुअल मज़दूरों के सीडीए एरियर और अलग-अलग सर्कल में कॉन्ट्रैक्ट वर्करों की छंटनी – BSNLEU ने बीएसएनएल मैनेजमेंट के साथ इस मामले पर चर्चा की।

BSNLEU ने बीएसएनएल कॉर्पोरेट ऑफिस के साथ कैज़ुअल मज़दूरों के बकाया सीडीए एरियर और कॉन्ट्रैक्ट वर्करों की छंटनी का मुद्दा उठाया। कैज़ुअल मज़दूर पिछले 18 महीनों से सीडीए एरियर के भुगतान का इंतज़ार कर रहे हैं, जबकि कॉन्ट्रैक्ट वर्कर - खासकर इलेक्ट्रिकल विंग और हाउसकीपिंग सेवाओं में - बजट की कमी का हवाला देकर टेंडर बंद किए जाने के कारण छंटनी का सामना कर रहे हैं। कई जगहों पर, कॉर्पोरेट ऑफिस के साफ़ निर्देशों के बावजूद कॉन्ट्रैक्ट वर्करों को न्यूनतम वेतन भी नहीं दिया जा रहा है। BSNLEU के प्रेसिडेंट साथी  एम. विजयकुमार और जनरल सेक्रेटरी साथी  अनिमेष मित्रा ने प्रिंसिपल जनरल मैनेजर  (एसआर) श्री राजीव कौशिक और प्रिंसिपल जनरल मैनेजर  (एस्टा.) श्री एस.पी. सिंह से मुलाक़ात की और स्थिति की गंभीरता को उजागर किया। उन्होंने अधिकारियों को पश्चिम बंगाल, महाराष्ट्र, कोलकाता और अन्य सर्कल में कॉन्ट्रैक्ट और कैज़ुअल वर्करों द्वारा चलाए जा रहे आंदोलन के कार्यक्रमों के बारे में भी जानकारी दी। चर्चा के दौरान, अधिकारियों ने बताया कि कलकत्ता टेलीफोन और पश्चिम बंगाल सर्कल के चीफ जनरल मैनेजर  को निर्देश जारी किए जा चुके हैं कि वे छंटनी के मुद्दे को जल्द सुलझाने के लिए यूनियनों के साथ बातचीत करें। उन्होंने यह भी कहा कि कैज़ुअल मज़दूरों को सीडीए एरियर के भुगतान से जुड़े कुछ सवालों की जांच की जा रही है। BSNLEU नेताओं ने लगातार देरी और बीएसएनएल के सबसे गरीब तबके के वर्करों के प्रति मैनेजमेंट के उदासीन रवैये पर कड़ी नाराज़गी जताई और इन मुद्दों के तुरंत समाधान की मांग की।

जेई और टीटी के लिए LICE, Rule-8 और Rule-9 के तहत ट्रांसफर, कश्मीर वैली अलाउंस और स्पोर्ट्स कर्मियों के प्रमोशन - BSNLEU ने नॉन-एग्जीक्यूटिव कर्मचारियों के मुद्दों को जल्द सुलझाने पर ज़ोर दिया।

BSNLEU के प्रेसिडेंट साथी  एम. विजयकुमार और जनरल सेक्रेटरी साथी  अनिमेष मित्रा ने 18.06.2026 को प्रिंसिपल जनरल मैनेजर  (एसआर) श्री राजीव कौशिक और प्रिंसिपल जनरल मैनेजर  (एस्टा.) श्री एस.पी. सिंह से मुलाकात की और नॉन-एग्जीक्यूटिव कर्मचारियों से जुड़े कई लंबे समय से लंबित मुद्दों पर चर्चा की। बैठक के दौरान, नेताओं को बताया गया कि एस्टेब्लिशमेंट सेक्शन ने जेई और टीटी कैडर में LICE परीक्षा आयोजित करने के लिए कार्रवाई शुरू कर दी है। Rule-8 और Rule-9 के तहत ट्रांसफर के मामलों पर, प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने बताया कि उन अधिकारियों के बारे में जानकारी जुटाई जा रही है जिन्होंने Rule-8 ट्रांसफर पर विचार किए जाने के लिए ज़रूरी पांच साल की सेवा पूरी कर ली है। BSNLEU नेताओं ने उन अधिकारियों को उनके मूल सर्कल (parent circles) में वापस भेजने के औचित्य पर सवाल उठाया, जबकि वे सर्कल खुद सरप्लस सर्कल हैं। कश्मीर वैली अलाउंस के मुद्दे पर, प्रिंसिपल जनरल मैनेजर  (एस्टा.) ने बताया कि डीपीई से स्पष्टीकरण मांगा गया है क्योंकि इस अलाउंस को मंज़ूरी अभी तक केवल DoP&T ने ही दी है। स्पोर्ट्स कर्मियों के प्रमोशन के लंबित मामलों पर रिंसिपल जनरल मैनेजर  (एसआर) ने बताया कि प्रभावित कर्मचारियों द्वारा किए गए दावों की जांच के लिए एक कमेटी बनाई गई है और जांच की प्रक्रिया चल रही है। BSNLEU नेताओं ने कर्मचारियों के इन लंबे समय से लंबित मुद्दों को सुलझाने में प्रशासन के नकारात्मक और उदासीन रवैये पर गहरी नाराजगी जताई; ये मुद्दे बिना किसी तार्किक या उचित कारण के अभी भी अनसुलझे पड़े हैं। उन्होंने मैनेजमेंट से आग्रह किया कि इनके जल्द समाधान के लिए तेज़ी से कार्रवाई की जाए।

Com. M. Vijayakumar, President, and Com. Animesh Mitra, General Secretary, BSNLEU, met Shri Rajeev Kaushik, PGM (SR), and Shri S.P. Singh, PGM (Estt.), on 18.06.2026 and discussed several long-pending issues concerning Non-Executive employees. During the meeting, the leaders were informed that action has already been initiated by the Establishment Section for conducting the LICE examinations in the JE and TT cadres. Regarding Rule-8 and Rule-9 transfer cases, the PGM (Estt.) stated that information is being collected on officials who have completed the mandatory five years of service for consideration under Rule-8 transfers. The BSNLEU leaders questioned the rationale behind repatriating officials to their parent circles when those circles themselves are surplus circles. On the issue of Kashmir Valley Allowance, the PGM (Estt.) informed that clarification has been sought from the DPE since the admissibility of the allowance has so far been endorsed only by DoP&T. Regarding the pending promotion cases of left-out sports personnel, the PGM (SR) informed that a committee has already been constituted to verify the claims submitted by the affected employees and that the verification process is underway. The BSNLEU leaders expressed their serious dissatisfaction over the negative and indifferent attitude of the administration in resolving these long-pending staff issues, which continue to remain unsettled without any logical or justifiable reason. They urged the management to take expeditious action for their early settlement.

The issues of pending CDA arrears for casual labourers and the retrenchment of contract workers were taken up by BSNLEU with the BSNL Corporate Office. Casual labourers have been waiting for payment of CDA arrears for the last 18 months, while contract workers, particularly in the Electrical Wing and housekeeping services, are facing retrenchment due to the discontinuation of tenders on the plea of budget constraints. In many places, contract workers are also being denied minimum wages despite clear instructions issued by the Corporate Office. Com. M. Vijayakumar, President, and Com. Animesh Mitra, General Secretary, met Shri Rajeev Kaushik, PGM (SR), and Shri S.P. Singh, PGM (Estt.), and highlighted the seriousness of the situation. They also informed the officers about the ongoing agitational programmes by contract and casual workers in West Bengal, Maharashtra, Kolkata and other circles. During the discussion, the officers informed that instructions had already been issued to the CGMs of Calcutta Telephones and West Bengal Circles to hold discussions with the unions for an early settlement of the retrenchment issue. They further stated that certain queries relating to the payment of CDA arrears to casual labourers are under examination. The BSNLEU leaders expressed strong resentment over the continued delay and the indifferent attitude of the management towards the poorest section of BSNL workers, and demanded immediate resolution of the issues.
