Recognised Trade Unions are having the facility of “Immunity from Transfers” from the days of the DoT. This is an important facility which helps the General Secretary, as well as the circle and district secretaries to function from the Head Quarters. However, the BSNL Management, which is not able to settle any of the problem of the Non-Executives, is hell-bent to withdraw this facility. Practically, the BSNL Management is laying down the following two retrograde conditions.

 

(1)    Immunity from Transfers will be allowed only for the first term. 

(2)    Executives cannot become office bearers of Non-Executive Unions. 


It is clear that the BSNL Management wants to convert trade unions into slaves.  We cannot accept both these conditions. BSNLEU does not encourage Executives to become office bearers of our Union. At the same time, when an established leader of BSNLEU becomes an Executive, he / she should be allowed to continue as the office bearer of our Union. The Indian Trade Union Act and the Constitution of BSNLEU permit this. Management cannot take away this right. BSNLEU will not surrender this hard won right.

 

Hence, the All India Centre has decided to organise protest demonstrations on 11-05-2023, to safeguard trade union rights and for restoration of the facility of immunity from transfers. Circle and district Unions are requested to organise this program successfully and to give a befitting reply to the Management.

प्रवेश-पूर्व प्रशिक्षण अवधि-pre-induction training के लिए ईपीएफ कवरेज का विस्तार - कॉर्पोरेट कार्यालय के निर्देशों का कार्यान्वयन न करना-BSNLEU ने सीएमडी,?बीएसएनएल को पत्र लिखकर उनके हस्तक्षेप की मांग की।

बीएसएनएल कॉर्पोरेट कार्यालय ने पहले ही 05.08.2015 को एक पत्र जारी कर दिया है जिसमें कहा गया है कि ईपीएफ कवरेज को बीएसएनएल भर्ती कर्मचारियों की प्री-इंडक्शन ट्रेनिंग अवधि तक बढ़ाया जाएगा। इसके बाद, 17.09.2015 को, कॉर्पोरेट कार्यालय ने यह कहते हुए पत्र जारी किया कि, पूर्व-प्रवेश प्रशिक्षण अवधि-pre-induction training period के लिए ईपीएफ अंशदान का कर्मचारी हिस्सा भी प्रबंधन द्वारा भुगतान किया जाएगा और इसे कर्मचारी के वेतन से कटौती करने की आवश्यकता नहीं है।हालांकि, बीएसएनएल में भर्ती हुए कई कर्मचारियों के लिए उपरोक्त निर्देश लागू नहीं किए गए हैं। इसलिए, BSNLEU ने आज सीएमडी, बीएसएनएल को पत्र लिखा है और प्री-इंडक्शन प्रशिक्षण अवधि के लिए ईपीएफ कवरेज के विस्तार की मांग की है और ईपीएफओ रिकॉर्ड में प्रासंगिक सुधार भी करने की मांग की है।

The BSNL Corporate Office has already issued a letter on 05.08.2015 stating that EPF coverage would be extended to the pre-induction training period of the BSNL Recruited Employees. Subsequently, on 17.09.2015, the Corporate Office has issued letter stating that, the employee share of the EPF contribution, for the pre-induction training period, would also be paid by the Management and it need not be deducted from the salary of the employees. However, the above instructions have not been implemented for many BSNL Recruited employees. Hence, BSNLEU has written letter to the CMD BSNL today, demanding extension of EPF coverage for the pre-induction training period and also making relevant corrections in the EPFO records.

So far, the qualifying marks for JE training was 35% for OC ; 30% for OBC and 20% for SC/ST. However, the ALTTC Ghaziabad has arbitrarily changed this and has increased the qualifying marks to 50% for all categories of candidates. This is a very big injustice and totally unwarranted. BSNLU has written a letter to the CMD BSNL today, demanding to immediately withdraw the increase in the qualifying marks  of JE training.
