Violating the Corporate Office order on ‘Immunity from Transfers’, the Gujarat circle administration has transferred the District Secretary, BSNLEU, Vadodara district, to Amreli district. The CHQ of BSNLEU strongly protested this violation of the Corporate Office instruction. The matter was raised at the CMD BSNL level. Consequent to this, the transfer order is now kept under abeyance till 30.09.2023. The CHQ of BSNLEU has not accepted this. BSNLEU demands total cancellation of the transfer order. Today, BSNLEU has written letter to the CMD BSNL, demanding complete cancellation of the transfer order.
View letterAs per the call of the Joint Forum, “March to Raj Bhawan” programme is being organised in all the circle head quarters tomorrow. Copy of the memorandum to be submitted in the Raj Bhawan has already been circulated by the Joint Forum. Circle and district unions are requested to take all out efforts to mobilise the maximum number of comrades in this programme. Placards, flex banners, media coverage, etc., should be well organised. Circle secretaries are requested to promptly send a brief report on the programme and photos to the CHQ.

Yesterday, this issue was discussed with Ms. Samita Luthra, GM(Rectt.), by Com.Animesh Mitra, President and Com.P.Abhimanyu, GS. The GM (Rectt.) replied that, the unfilled posts are kept reserved for the PWD candidates, in accordance with the court order. She also told that, depending upon the final order of the court, these vacant posts will be filled up.
Com.Animesh Mitra, President and Com.P.Abhimanyu, GS, met Shri Arvind Vadnerkar, Director (HR) today and discussed the following issues.
- Non-declaration of JTO LICE results in Punjab circle – improper handling of the case by the Management.
BSNLEU is continuously taking up the issue of non-declaration of JTO LICE results in Punjab circle. JTO LICE results are not declared in Punjab circle since it is stuck up in court case. The issue was already discussed with the Director (HR) in BSNLEU’s Formal Meeting held on 10.05.2023. In that meeting, Management assured that, a senior advocate would be engaged to represent BSNL. But, the case was listed for hearing on 31.05.2023, and neither BSNL advocate, nor anyone from BSNL Management was present in the court on that day. Hence, once again the case could not be heard due to lack of seriousness of the Management. In today’s meeting with the Director(HR), BSNLEU expressed it’s extreme unhappiness over this. After listening to the details, the Director (HR) instructed the PGM (Estt.) to immediately change the BSNL advocate.
- EPF coverage for induction training period – non-implementation of the BSNL Corporate Office order.
The Corporate Office has already issued order that, EPF coverage should be made for the induction training period and that the employee contribution of the EPF for this period will also be paid by the Management. However, this order has not been implemented. In the meanwhile, the EPFO has fixed 26.06.2023 as the last date for submitting option for higher pension. BSNLEU took up this issue seriously in today’s meeting. The Director (HR) replied that, a Committee consisting of the PGM(Estt.), the PGM(CA) and the GM(PF) has already been formed and that, this issue will be sorted out shortly.
- Review of the Restructuring Scheme.
BSNLEU is continuously pressing on the Management to immediately commence the process for reviewing the Restructuring of Manpower done by the BSNL Management two years ago. In today’s meeting, BSNLEU once again insisted that, review of the Restructuring of Manpower should be completed immediately and that, the JTO LICE should be conducted thereafter. The Director (HR) replied that, the Management has already initiated the works for reviewing the Restructuring. However, he told that the present JTO LICE would be conducted as per the schedule and that the next JTO LICE would be conducted after review of the Restructuring.
- Review of the JE LICE results of the failed SC/ST candidates.
BSNLEU is continuously pressing on the Management that, the JE LICE results of the failed SC/ST candidates should be reviewed, by adopting Lesser Standards of Evaluation. BSNLEU has cited the case of Shri Moti Lal, Driver, Telangana circle. The Director (HR) replied that the case would be decided as per the existing DoP&T rules on the subject.
As per the decision of the Joint Forum, March to Raj Bhawan programme is being organised on 14.06.2023. At the end of this rally, a memorandum is to be submitted to the Governor. The Joint Forum has finalised this memorandum. The same may be submitted on 14.06.2023, by filling up the name/address of the Governor and duly signed by the circle secretaries of the Joint Forum.
