CHQ decisions from AIC & Central Secretariat Meetings are being regularly shared through circulars and WhatsApp. However, it is observed that these are not reaching at grassroots level in some circles. All CEC members are requested to ensure immediate and effective communication to district and branch levels on top priority. Also, any important issues may be informed to the General Secretary in advance for discussion particularly at Central Secretariat and All India Centre meeting.
The Corporate Office has issued a notification regarding the sanctioned staff strength in various cadres, from ATT to JTO. The notification provides circle-wise sanctioned strength in the cadres of JTO, JE, TT, and ATT as on 01.02.2020. This appears to be a preparatory step towards conducting departmental examinations in the future. It may be recalled that after the restructuring in 2020, the BSNL Employees Union had raised the demand to relax the restructuring criteria in different cadres to justify a higher number of sanctioned posts, which would, in turn, create more vacancies. Following this notification, it is necessary to assess the vacancy position in each cadre through a comparative study of the sanctioned strength and the existing working strength. It is a fact that in some circles, departmental examinations for JTO and JE cadres could not be conducted due to the shortage of sufficient vacancies. Therefore, it is now essential to verify the latest vacancy position in all circles based on the newly notified sanctioned staff strength.

In this regard, the Bihar Circle Union has successfully conducted its conference at Darbhanga on 10th April 2026. The Himachal Pradesh, Rajasthan, and Sikkim Circles have also confirmed their conference schedules, which are likely to be held during May 2026. All other circle unions, where conferences are pending, are requested to intimate their respective dates and ensure that the conferences are conducted within May 2026. The matter is urgent, and necessary action may kindly be taken without any further delay.
The All Unions and Associations of BSNL (AUAB) have issued a notice for organising a Lunch Hour Demonstration Programme on 20th April 2026 across the country, protesting against the undue delay by the Department of Telecommunications (DoT) in clearing the file for payment of IDA arrears along with the salary of this month. The delay has not only affected BSNL employees but has also impacted pensioners, who have already organised massive demonstrations on 16th April 2026 at all CCA offices throughout the country. Now, it is the turn of BSNL employees. The Non-Executives and Executives across BSNL will organise a powerful and united demonstration programme on 20th April 2026 throughout the country. All circle and district unions are called upon to ensure maximum mobilisation and active participation to make the programme a grand success. After the demonstration, AUAB will announce the future course of action to achieve the legitimate demands of employees and pensioners. A copy of the notice addressed to the Secretary, DoT, is enclosed for wide circulation among employees.

दूरसंचार विभाग (DoT) ने बीएसएनएल में एक्ज़िक्यूटिव्स और नॉन एक्ज़िक्यूटिव्स दोनों से संबंधित एचआर मुद्दों पर उपायों की सिफारिश करने के लिए एक उच्च-स्तरीय समिति का गठन किया है। अधिसूचना के अनुसार, समिति से तीन सप्ताह के भीतर अपनी रिपोर्ट प्रस्तुत करने के लिए कहा गया है। बीएसएनएल प्रबंधन की ओर से, केवल बीएसएनएल के सीएमडी और निदेशक (HR) को सदस्यों के रूप में शामिल किया गया है। यह याद दिलाया जा सकता है कि, 7 जनवरी 2026 को माननीय प्रधानमंत्री की अध्यक्षता में आयोजित बैठक में, बीएसएनएल के कर्मचारियों की संख्या के संबंध में DoT को विशिष्ट निर्देश जारी किए गए थे। यह दुर्भाग्यपूर्ण है कि, यद्यपि यह मामला सीधे तौर पर कर्मचारियों और एचआर से संबंधित महत्वपूर्ण मुद्दों से जुड़ा है, फिर भी न तो बीएसएनएल प्रबंधन और न ही DoT ने मान्यता प्राप्त यूनियनों और संघों के विचार मांगे हैं। इसे देखते हुए, BSNLEU अन्य यूनियनों और संघों के साथ इस मामले पर चर्चा करेगा, और इस महत्वपूर्ण मुद्दे पर बीएसएनएल प्रबंधन के साथ-साथ DoT के सचिव को भी एक साझा दृष्टिकोण प्रस्तुत किया जाएगा। अधिसूचना की एक प्रति इसके साथ संलग्न है।
