Our comrades are aware that, hectic efforts have been taken for holding the Wage Revision Committee meeting and also for settling the Wage Revision issue. On 19.02.2025 itself, in the Informal meeting of the Wage Revision Committee, both the Recognised Unions have given their proposals for the new pay scales. These proposed new pay scales are much lower than the new pay scales mutually agreed by the Management and the Recognised Unions in July, 2018. It is already 4 months since the new pay scales are proposed by the Recognised Unions. Still, the Management Side says that, they are studying this matter internally. In the past 6 months, only one meeting of the Wage Revision Committee was held on 29.04.2025. In that meeting also no meaningful discussion took place. When thousands of Non-Executives are undergoing extreme sufferings due to the burning problem of stagnation, the delaying tactics by the Management Side members in the Wage Revision Committee is unacceptable and is condemnable. In view of this, both BSNLEU and NFTE have taken decision to organise protest lunch hour demonstrations on 25.06.2025, demanding the BSNL Management to immediately hold the Wage Revision Committee meeting and also to settle the Wage Revision issue expeditiously. All circle and district unions of BSNLEU and NFTE are requested to coordinate among themselves and to organise the lunch hour demonstrations on 25.06.2025 with great success.

On 09th June, 2025, the Department of Telecommunications has issued notification, introducing the Recruitment Rules for the post of Junior Engineer (Telecom). As per this notification, the Junior Engineer will be a Group ‘B’ post in the pay metrix of Rs.35,400 – 1,12,400. Education qualification will be Bachelor Degree in Engineering. The notification says the number of vacancies will be 115. 60% JEs will be recruited through Direct Recruitment and the remaining 40% will be by through deputation including short term contract. A copy of the notification is enclosed for the information of our comrades.

ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई में किसी न किसी बहाने से हो रही देरी - BSNLEU ने श्री एस.पी.सिंह, प्रिंसिपल जनरल मैनेजर (Est) एवं भर्ती एवं प्रशिक्षण को पत्र लिखकर परीक्षा शीघ्र कराने की मांग की।

ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई कराने में प्रबंधन अभी भी टालमटोल कर रहा है। कई वर्ष पूर्व नेशनल काउंसिल की बैठक में ड्राफ्ट्समैन संवर्ग के लिए एक विशेष जेटीओ एलआईसीई कराने का निर्णय लिया गया था। BSNLEU लगातार इस मुद्दे को कॉरपोरेट कार्यालय में संबंधित अधिकारियों के समक्ष उठा रहा है। शुरू में बताया गया कि सिविल एवं इलेक्ट्रिकल विंग से रिक्तियां नहीं आई हैं। काफी मुश्किल से BSNLEU के महासचिव ने रिक्तियों का ब्योरा जुटाया। लेकिन अब भर्ती शाखा कुछ अभिलेख चाहती है। इस प्रकार ड्राफ्ट्समैन संवर्ग के लिए जेटीओ एलआईसीई में किसी न किसी बहाने से देरी की जा रही है। आज, BSNLEU ने श्री एस.पी.सिंह, प्रिंसिपल जनरल मैनेजर (Est) तथा प्रिंसिपल जनरल मैनेजर  (भर्ती एवं प्रशिक्षण) को पत्र लिखकर ड्राफ्ट्समैन संवर्ग के लिए विशेष जेटीओ एलआईसीई की नियुक्ति शीघ्र करने के लिए आवश्यक कार्रवाई की मांग की है।

Management is still dragging it's feet in holding the Special JTO LICE for the Draftsman cadre. Many years ago, decision was taken in the National Council meeting for holding one special JTO LICE for the Draftsman cadre. BSNLEU is continuously taking up the issue with the concerned authorities in the Corporate Office. Initially, it was told that vacancy positions have not come from the Civil and Electrical wings. With much difficulty, General Secretary, BSNLEU arranged for the vacancy particulars. But now, the recruitment branch wants some records. Thus, the JTO LICE for the Draftsman cader is being delayed under one pretext or the other. Today, BSNLEU has written a letter to Shri S.P.Singh, PGM(Estt.) as well as PGM (Recruitment & Training) demanding needful action for expeditiously for holding the Special JTO LICE for the Draftsman cadre.

The BSNL Corporate Office has already issued instruction stating that, copies of Corporate Office letters, not marked as "confidential" or "secret", should be supplied to the Recognised Trade Union. This instruction has been issued by the Corporate Office, due to the persistent demand raised by the Recognised Trade Union. However, none of the corporate office branches are following this instruction today. Recently, the Management has formed a committee for the revision of allowances of the employees. The PGM(Estt) has declined to give a copy of this letter to the Union. This is nothing but a blatant violation of the Corporate Office instruction on the subject. Hence, BSNLEU has written a letter to the Director(HR) today, requesting to ensure the strict implementation of the Corporate Office instruction, on the supply of copies of the Corporate Office letters to the Recognised Trade Union.
