The CHQ has published the November issue of Tele-Crusader, in which we have clearly expressed our views and strong protest against the ‘Shram Shakti Niti–2025’, released by the Central Government. All our comrades are requested to carefully study the Editorial of this issue. The Editorial explains, in detail, the seriousness and depth of the attack being mounted by the Modi Government on the rights of the working class through this new national labour policy, officially published on 8th November 2025. Further, a detailed analysis of this policy, written by Com. K.N. Umesh, Secretary, CITU, has been published in the November issue of “Working Class”. This article clearly exposes the implications of the policy, particularly its impact on job security, trade union rights, and the future of collective bargaining. All Circle and District Secretaries are requested to collect and circulate both the Tele-Crusader (November issue) and the relevant article of Working Class among the members, employees, and activists. These materials must be discussed widely in office meetings, branch meetings, and campaign gatherings, so that our entire membership becomes aware and prepared for united resistance. This campaign must reach every employee. Let us expose and oppose this new attack on labour rights, social security, and democratic trade union functioning.

In connection with the CEC Meeting, BSNLEU Assam Circle Union organised a houseful convention of BSNL employees at Panbazar Telephone Exchange, Guwahati, on 7th November. Com. Bijoy Thakur, Circle President, BSNLEU, Assam circle, presided over the meeting. The objective of this convention was to explain the recently concluded Wage Agreement in detail, as well as to highlight the effective role played by BSNLEU during the negotiation process. Com. Animesh Mitra, General Secretary, elaborated on the entire background and the united struggle that led to the signing of the Wage Agreement. He placed before the house the challenges faced and the collective efforts made by the union leadership at the national level. The convention was also addressed by Com. Onkar Bhoumik, Organising Secretary (CHQ), Com. M.R. Das, President, AIBDPA, and Com. Jayanta Choudhury, Circle Secretary. In their speeches, the leaders highlighted the significance of the agreement, on-going organisational tasks, and the preparations to be made for the forthcoming 10th Membership Verification. After the lunch break, the CEC Meeting commenced with the presentation of the Circle Secretary’s report. District Secretaries participated actively, expressing their views, opinions, and organisational suggestions. A threadbare and constructive discussion followed. The meeting concluded with the summing up remarks of the Circle Secretary, who appreciated the active participation of all the comrades and called for intensified organisational efforts in the coming days.

An energetic and enthusiastic CEC meeting of BSNLEU NE-I Circle was held at Shillong on 6th November. The meeting was presided over by Com.M V Makhiew, Circle President. A good number of Branch and District Secretaries, along with the Circle Office Bearers, participated actively in the deliberations. Com. Animesh Mitra, General Secretary and Com. Onkar Bhoumik, Organising Secretary (CHQ), attended and addressed the meeting. Com. Animesh Mitra, GS, elaborated on the Wage Agreement, the new approach of the management towards the 10th Membership Verification, and other key organisational matters. Com. Shivjee Roy, Circle Secretary, and Com. Onkar Bhoumik also emphasised the need for strengthening organisational functioning at all levels. The active participation of a large number of young JEs and women comrades highlighted the growing strength, enthusiasm, and commitment of BSNLEU in the NE-I Circle. Wage agreement and follow up action, preparation of forthcoming membership verification, LICE Exam, Rule 8 transfer cafe JEs, were the important issues on which the CWC members had narrated their views and suggestions in the meeting.

As a part of the campaign programme in Himachal Pradesh Circle, a District Working Committee meeting of BSNLEU was held at Shimla on 4th November, 2025. Com. Rajiv Chandel, Circle President, presided over the meeting. Com. Sukh Dev Sharma, Organising Secretary (CHQ), Com. Hari Chand Sharma, District President and Com. Mohan Singh Sharma, ADS, addressed the meeting. The leaders explained the salient features of the Wage Agreement in detail and expressed their appreciation to the CHQ for taking the correct and timely decision, which has brought great relief to the workers who had been suffering due to stagnation for a long period. They also called upon all workers to remain united under the banner of BSNLEU and to intensify organisational strength so that the agreement can successfully get approval from the Central Government.

BSNLEU organised a Workers’ Convention on 4th November 2025 at the CGMT Office, West Bengal Circle, to review the recently signed Wage Agreement. Com. Imran Khan, President of the Circle Union, presided over the meeting. At the outset, Com.Sujoy Sarkar, CS, BSNLEU, narrated the CHQ decision to organise a nationwide campaign programme aimed at explaining the details of the wage agreement and highlighting the role of BSNLEU in achieving it. Addressing the convention, Com. Animesh Mitra, General Secretary, elaborated on the history of the bargaining process and the persistent efforts of the union that led to the successful finalisation of the agreement with the management. He also emphasised the need for joint movements in the future to secure relaxation of the affordability clause from the Government for effective implementation of the agreement. The meeting witnessed a houseful gathering, with participants expressing strong satisfaction over the outcome of the wage agreement and the union’s role in realising it.
