In the recently held National Executive Committee meeting of NFTE, some unfair and unwanted criticism have been made against BSNLEU. For example, in a resolution, it is criticised that NEPP was full of discriminations and denied reservation to SC/ST employees. This resolution is posted on NFTE website. Hence, we have to place our views.

 

In the promotion scheme implemented by NFTE, employees got only 2 promotions - OTBP and BCR. Under OTBP, employees got 1st promotion only after 16 years and that too without any additional increment. The 2nd promotion was given after 26 years and that too without any additional increment. But, BSNLEU implemented NEPP, according to which employees got 4 promotions. 1st promotion after 4 years with one additional increment and 2nd promotion after another 7 years with one additional increment. Thus, in the promotion scheme implemented by NFTE, employees got only 2 promotions in 26 years and did not get any additional increment. But in the NEPP implemented by BSNLEU, employees got 2 promotions within 11 years with two additional increments. Which is the better scheme - employees will tell. 

 

At the time of DoT itself, reservation to SC/ST employees was taken away in OTBP and BCR promotions. NFTE was the recognised union at that time. NFTE could not bring back reservation to SC/ST employees in OTBP and BCR. Today, as per court order, SC/ST employees will get reservation only in post-based promotions. As per court order, there is no reservation in Time Bound Promotions. NFTE should understand these basic things before criticising BSNLEU.

स्वयं की योग्यता वाले एससी/एसटी उम्मीदवारों को एससी/एसटी कोटा पदों में नहीं गिना जाना चाहिए - BSNLEU ने सीएमडी बीएसएनएल को पत्र लिखकर असफल एससी/एसटी उम्मीदवारों के परिणामों की समीक्षा की मांग की है।

BSNLEU लगातार मांग कर रहा है कि, 18.12.2022 को आयोजित जेई एलआईसीई में असफल एससी/एसटी उम्मीदवारों के परिणामों की डीओपी एंड टी निर्देशों के आधार पर मूल्यांकन के कम मानकों को अपनाकर समीक्षा की जानी चाहिए। हालांकि, बीएसएनएल प्रबंधन ने अब तक इस मामले का निपटारा नहीं किया है। इन परिस्थितियों में, इस मुद्दे पर एक बार फिर 02.11.2023 को BSNLEU के महासचिव द्वारा सीएमडी बीएसएनएल के साथ चर्चा की गई। उस बैठक में, सीएमडी बीएसएनएल ने जवाब दिया कि समीक्षा करने की कोई आवश्यकता नहीं है क्योंकि 18.12.2022 को आयोजित जेई एलआईसीई में पर्याप्त संख्या में एससी/एसटी उम्मीदवार उत्तीर्ण हुए हैं। ऐसा समझा जाता है कि, प्रबंधन एससी/एसटी कोटे के पदों के मुकाबले अपनी योग्यता वाले एससी/एसटी उम्मीदवारों की भी गिनती कर रहा है। डीओपी एंड टी के निर्देशों के अनुसार यह पूरी तरह से गलत है। इसलिए, BSNLEU ने आज सीएमडी बीएसएनएल को पत्र लिखकर इस मामले की समीक्षा करने का अनुरोध किया है। BSNLEU ने भी इस मामले पर शीघ्र जवाब की मांग की है ताकि यूनियन विवाद के निपटारे के लिए उचित संवैधानिक प्राधिकरण से संपर्क कर सके।

BSNLEU is continuously demanding that, the results of the failed SC/ST candidates in the JE LICE held on 18.12.2022, should be reviewed by adopting the lesser standards of evaluation, based on the DoP&T instructions. However, the BSNL Management has not settled this issue so far. Under these circumstances, the issue was once again discussed by the General Secretary, BSNLEU, with the CMD BSNL on 02.11.2023. In that meeting, the CMD BSNL replied that, there is no need to conduct the review since sufficient number of SC/ST candidates have got qualified in the JE LICE held on 18.12.2022. It is understood that, the Management is counting own merit SC/ST candidates also against the SC/ST quota posts. This is completely wrong as per the DoP&T instructions. Hence, BSNLEU has written letter to the CMD BSNL today, requesting him to review the matter. BSNLEU has also demanded an expeditious reply on the matter so that the Union can approach the appropriate constitutional authority for the settlement of the dispute.

BSNL Management is carrying out large scale outsourcing of works. The outsourcing of provisioning and maintenance of land lines has completely killed BSNL’s landline service. At one point of time, BSNL was doing extremely well in the FTTH segment. But today, even senior BSNL officers tell us confidentially that, the TIPs are diverting our customers to the private companies. BSNL is losing thousands of FTTH customers every month now. Management is outsourcing CSC works, even where we have sufficient employees to man the CSCs. 

 

Further, Management wants to outsource 90% of BSNL‘s works. If this is done, even the existing Non-Executives will not have any work to do and they will become surplus. So, trade union cannot close its eyes to these developments. Undoubtedly, trade union has to fight against mindless outsourcing of works being done by the Management.
