Violation of BSNL and DoT orders on reservation to SC/ST employees, in the JE LICE to be conducted - BSNLEU demands Management to take necessary corrective action.

Due to the continuous efforts taken by BSNLEU, the Corporate Office has already announced vide letter no.250-22/2013-Estt.III dated 28.07.2016 and letter no.9-1/2016-Rectt. dated 05.04.2017 that, for the examinations within Non-Executive cadres, the qualifying marks for SC/ST candidates shall be 20% in each section. Further, in the above two letters, no minimum aggregate mark, to be taken by the SC/ST candidates, has been laid down. However, in the model notification issued by the Corporate Office for holding the JE LICE under 50% quota, the minimum mark to be scored by SC/ST candidates in each section is fixed as 20% and the aggregate mark to be taken, is fixed as 30%. This is a clear violation of the Corporate Office decisions already taken on the matter.

Further, based on the demand raised by BSNLEU in the National Council, for the implementation of the DoT order on reservation to SC/ST employees in internal examinations conducted in BSNL, Corporate Office has already issued instruction, vide letter no.9-2/2016-Rectt. dated 28.08.2017, stating that the qualifying marks for SC employees will be 20% and for ST employees, it will be 15%. In that letter also, no stipulation has been laid down for aggregate marks, since no such provision is there in the original DoT order. Thus, the condition laid down in the model notification is violation of BSNL and DoT orders. Inserting a condition for minimum aggregate marks to be taken by SC/ST employees, will harm their interests. Hence, BSNLEU has written to the GM(Estt.) to make necessary corrections to the model notification.
