Resolution passed in the Central Executive Committee meeting of BSNLEU, held on 12th January, 2025.
The Central Executive Committee meeting of BSNLEU, held on 12th January, 2025, expressed it’s anguish over the reported decision taken by the BSNL Board of Directors, to retrench 35% of the existing employees through the 2nd VRS. It is also learnt that, after taking the decision to implement the 2nd VRS in BSNL, the BSNL Board has sent the decision to the government, for it’s implementation. Only 4 years ago, a VRS was implemented in BSNL, through which around 80,000 employees retired voluntarily. It is an undeniable fact that, even at present BSNL is not having sufficient manpower to maintain it’s services. As a result of this, huge volume of BSNL’s works are being outsourced. Both the government and the BSNL Management should make a self-introspection as to why BSNL has not been able to make a turn-around even after implementation of 3 Revival Packages. Due to the condition forced on BSNL, by the government, that the Company should procure it’s 4G equipments only from an Indian vendor, BSNL procured it’s 4G equipments from TCS. Already, around 60,000 of TCS’s 4G BTSs are installed and activated. However, wherever TCS’s 4G BTSs are activated, BSNL’s customers are suffering extensively, due to the poor quality of service. Who is responsible for this situation?This situation has arisen only because of the condition forced on BSNL that, it should not procure it's 4G equipments from international vendors, who are having proven 4G technology. This is nothing but denial of level playing field to BSNL vis-à-vis it’s private competitors. Due to this situation created by the government, BSNL has not been able to increase it’s revenue generation significantly. In the FTTH segment also BSNL is losing it’s customers massively due to poor quality of service. Instead of taking corrective measures to rectify it’s past mistakes, BSNL Management is shifting the blame on the employee strength of the Company and has taken steps to retrench 35% of the existing staff through 2nd VRS. The decision of the government and the BSNL Management to implement 2nd VRS in BSNL has created a fear in the minds of the employees that, 2nd VRS is being implemented in BSNL only to facilitate the future privatisation of the Company. In view of the foregoing, the CEC meeting of BSNLEU has resolved to unequivocally oppose the implementation of one more VRS in BSNL. The meeting also resolved to request the BSNL Board of Directors to revisit the issue and to withdraw the decision to implement 2nd VRS in BSNL.
