Parliament passes law to deprive the pensioners of their legitimate and justified pension.

On 25th March, 2025, the Lok Sabha has passed a legislation called “Validation of the CCS (Pension) Rules and Principles for expenditure on Pension Liabilities from the Consolidated Fund of India”. This legislation empowers the Government to make discriminatory distinctions among the Pensioners, from being the beneficiaries of the Pay Commission's recommendations. So far, all the recommendations of the Pay Commissions have been made uniformly applicable to all the pensioners. But, for the first time, the Modi government has assumed arbitrary powers through the law, to discriminate among the pensioners. This is a retrograde step and is a severe blow on the pensioners. Further, this legislation has been made retrospectively effective from 1st June 1972. Thus, it validates all the Rules made under the Article 309 of the Constitution for CCS (Pension) Rules, 1972, 2021 and latest extraordinary Rules, 2023 including all instructions issued there under as amended from time to time. This is a highly undemocratic action. BSNLEU demands that the Government should immediately withdraw this legislation which will jeopardise Government pensioners of their legitimate pension.
