It is easy to criticise others, without realising one’s own mistakes.

In the JTO LICE to be held on 07.08.2022, vacancies are not available in 11 circles and only few vacancies are available in 9 circles. Similarly, in the JE LICE to be conducted in October, 2022, vacancies are available in only 15 circles. Even among these 15 circles, there are only few vacancies in 7 circles. Non-availability of vacancies or availability of less number of vacancies in the JTO LICE and in the JE LICE, has affected the promotional avenues of hundreds of young employees. The main reason behind  this problem is the “Restructuring of Manpower” done by the Management, as per which thousands of JTO, JE and other posts were abolished. BSNLEU foresaw this danger of well in advance and took up the issue with the Management. When Management gave its’ proposals on Restructuring, on 27.07.2021 itself BSNLEU wrote a 4 page letter to the Management, countering it’s proposal to abolish thousands of posts. In that letter, BSNLEU had given concrete justifications for the sanctioning of reasonable number of JTO, JAO, JE, Sr.TOA, Telecom Technician (TT) and Asstt. Telecom Technician (ATT) posts. Had the Management accepted BSNLEU’s proposals, thousands of posts, including JTO and JE posts, would not have been abolished. BSNLEU not only wrote this letter countering Management’s proposals, but also continuously organised agitational programmes like demonstrations on 14.09.2021, March to SSA and BA (Business Area) Offices on 05.10.2021, March to CGM Office on 22.10.2021, lunch hour demonstrations on 24.02.2022, black-badge wearing and submitting of memorandums to GMs and CGMs on 10.03.2022, lunch hour demonstrations on 26.04.2022. Thousands of employees were mobilised by BSNLEU in the day long dharna programme organised by the AUAB on 21.06.2022. Only because of the steps taken by BSNLEU, a special JTO LICE is going to be held now. We agree that, this problem could not be settled to the satisfaction of the employees, mainly because of the adamant attitude of the Management. Some comrades are criticising BSNLEU today, for not settling the issue. We accept their criticism. At the same time, those comrades should also make a self- introspection. When BSNLEU raised that issue on 27-07-2021 itself, how many of those comrades read BSNLEU’s letter and understood the real danger? To what extent those comrades participated in the agitations called on by BSNLEU? It is easy to criticise others, without realising one’s own mistakes.
