Highlights of the National Council meeting held today the 13.01.2025.
40th meeting of the National Council is held today under the chairmanship of Dr.Kalyan Sagar Nippani, Director (HR). All the Staff Side members from BSNLEU attended and participated in the discussion on the agenda items. Shri A. Robert J. Ravi, CMD BSNL, briefly addressed the meeting and urged upon the employees to do their best for the improvement of quality of services and increase the revenue of the company.
The highlights of the items discussed and decisions taken are given below:
Com.Abhimanyu, Secretary, Staff Side raised the following issues in his initial remarks.
- National Council meeting should be held once in 3 months. Standing Committee should be formed to review implementation of the decisions taken in the National Council.
- Strongly opposed the 2nd VRS and demanded that it should not be implemented.
- Regarding Wage Revision, the Staff Side has already given live cases of stagnation. The Joint Committee for Wage Revision should immediately meet and finalise the pay scales, based on the live cases of stagnation.
- 4G Service - BSNL customers are facing extreme difficulties. They are not getting even voice calls. Data service is very poor.
- The results of the JTO LICEs conducted in Punjab circle for the vacancy years 2014-15, 2015-16 and 2016-17 should be declared immediately and the successful candidates should be given JTO promotion by way of creating super numeracy posts.
- Reimbursement of the cost of mobile handsets should be extended to all the Non-Executives.
Decisions taken on agenda items.
(1) Removal of the discriminations between Executive Promotion Policy (EPP) and Non-Executive Promotion Policy (NEPP).
Under the EPP, Executives are getting upgradation of pay scales once in 5 years. Whereas, under NEPP, Non-Executives are getting upgradation of pay scale only on completion of 8 years. Staff Side strongly demanded that Non-Executives should also get upgradation of pay scale after every 5 years at par with the Executives. The Director (HR) was positive and replied that a Committee would be formed for studying and settling the issue.
(2) Payment of employee contribution of EPF arrears, by the Management.
The PGM(Estt.) stated that Management will abide by the instructions given by EPF authority. BSNLEU stated that, a copy of the EPF Commissioner, stating that employee contribution arrears should also be paid by the Management, would be handed over to him.
(3) Redeployment of ATTs and TTs in the FTTH segment.
Staff Side strongly demanded that, BSNL should provide and do maintenance of FTTH connections, by redeploying ATTs and TTs in the FTTH segment. PGM (Estt.) replied that the views of the Staff Side would be recorded and sent to the CFA Branch for necessary action.
(4) Payment of Festival Advance.
Director (HR) replied that it would be considered after March.
(5) Transfer and posting of officials in the place of the spouse.
Staff Side strongly and elaborately argued that, the DoP&T order on this issue should be implemented in BSNL. As a one time measure, all the pending cases of transfer under Rule-8, for joining the spouse, should be settled. Director (HR) stated that, to the extent possible, he would solve the issue with an open mind.
(6) Relaxation for TT LICE and JE LICE.
Staff Side strongly argued that standard of question papers were very high and tough and demanded that, relaxation should be given to the failed candidates. Director (HR) stated that, the demand of the Staff Side would be sympathetically examined by him.
(7) Career Progression of left- out outstanding sports persons.
The Staff Side bitterly complained that the Career Progression of many outstanding sports persons, duly recommended by the respective CGMs, were not considered by the Admin Branch. The Director (HR) replied that he would personally look into this issue.
(8) Re-fixation of the wages of casual labourers and TSMs.
The Staff Side strongly argued that re-fixation of the wages of the casual labourers and TSMs should be done, based on 7th CPC pay scales. Director (HR) assured to look into it.
(9) Non-settlement of PO cases.
Staff Side raised the issue of non-settlement of POs of the eligible officials, belonging to circles like Bihar, Gujarat. etc. Director (HR) shared the concern of the Staff Side and assured to do the needful action.
(10) Providing liveries to the employees.
Staff Side bitterly complained that providing liveries has been stopped and requested that, the same should be provided again. PGM (SR) assured that needful action in this regard would be taken.
