Deliberate non-payment of IDA arrears and denial of JTO, JAO, JE and TT promotions to the Non-Executives - organise lunch hour demonstrations on 24.02.2022..

On 17-02-2021, the Hon’ble Kerala High Court observed that, the freezing of IDA to the Non-Executives of BSNL was wrong and ordered that the frozen IDA should be paid to them. It is already 12 months since this order is given.  On 02-08-2021, the DPE announced the rates of the IDA increase w.e.f. 01.10.2020, 01.01.2021 and 01.04.2021. It is already 6 months, since the DPE order is issued. However, The CMD BSNL is deliberately delaying payment of the IDA arrears to the Non-Executives.
 

Further, the Management is discriminating the Non-Executives in the matter of promotions. For the Executives, promotions are given counting the vacancies that existed as on 31.01.2020 (before VRS is implemented). However, in the case of Non-Executives, the Management has abolished the maximum posts in the cadres of JTO, JE and TT, that existed as on 31-01-2020. This is done in the name of “Restructuring”. Now, JTO LICE is announced, but, there is not even a single vacancy in 12 circles. In 4 circles, there are vacancies in single digit only. The same is going to be the case in JE LICE and TT LICE. This cannot be allowed. 
 

Further, the Management is imposing stringent conditions in the JAO Recruitment Rules, so that no Sr.TOA can become a JAO. Also, in the E-office system, the Non-Executives are being side-lined. Passwords are not being provided to the Sr.TOAs. The assurance given by the Director (HR) that, 20% of the Sr.TOAs will be provided with password in the E-office, is not implemented.
 

The All India Centre meeting of BSNLEU, held on 18.02.2022, has given call to organise massive lunch hour demonstrations on 24.02.2022. The CHQ calls on the circle and district unions to make maximum mobilisation and make the lunch hour demonstrations successful.
